Mission Statement for English Learners
The mission of the Fullerton Joint Union High School District is to graduate its English Learner (EL) population as fluent English proficient individuals who continue to strive for personal and academic excellence. In alignment with the California State Standards, ELs achieve college and career readiness via productive oral and written interactions, meaningful extractions, and knowledgeable demonstrations. Language and learning outcomes are communally supported in this endeavor through shared resources and scaffolded instruction. In partnership with its parents, the Fullerton Joint Union High School District seeks to instill in its English Learners not only high levels of skill mastery but also integrity, leadership, and responsible citizenship.
To place English learners in specific English Language Development (ELD) or integrated content-area courses, the EL Team (assistant principal, counselors, EL liaison, ELD teachers, and/or resource teachers) use different data sources such as ELPAC scores, years in EL program, grades from transcripts, standardized assessment results, sample student work, and teacher recommendations to determine English language development and academic performance. Purposeful EL Placement helps support language acquisition and academic success.

Para colocar a los estudiantes aprendices de inglés en cursos específicos de desarrollo del idioma inglés (ELD) o de áreas de contenido integradas, el equipo EL (subdirector, consejeros, enlace EL, maestros ELD y/o maestros de recursos) utilizan diferentes fuentes de datos, como puntajes ELPAC, años en el programa EL, calificaciones de expedientes académicos, resultados de evaluaciones estandarizadas, ejemplos de trabajos estudiantiles y recomendaciones de maestros para determinar el desarrollo del idioma inglés y el desempeño académico. La colocación EL con propósito ayuda a apoyar la adquisición del idioma y el éxito académico.

This letter is to inform parents and guardians of English Learners about their child’s 2024 ELPAC (English Language Proficiency Assessments for California) results. The letter explains how these scores help track English language development and placement in support programs. It also provides instructions on how to access your child’s Student Score Report (SSR) through the Aeries Parent Portal.
English learners come from a diverse background of cultural, linguistic, academic, and social-emotional needs. English Learner designations are defined in the Newcomer Toolkit published by the U.S. Department of Education. This document describes the typologies that make up our diverse English learner population.
