Requirements for Reclassification
Achieving an overall level of 4 on the ELPAC assessment.
Teacher evaluation (English teacher): C- or higher/OPTEL(cde.gov)
Parent/Guardian Consultation
Basic Skills Relative to English-Proficient Students
Meets or exceeds ONE of the following assessments/benchmarks:
CAASPP ELA Score of 3+ (CAASPP 2+ and GPA 3.0 +)
ELA Benchmark Score of 2+
Reading Assessment
(No more than two levels below grade equivalency)
SAT/PSAT (Score 25th Percentile or Higher)

According to state and federal laws, local educational agencies are required to administer a state test of ELP to eligible students in kindergarten (or year one of a two-year kindergarten program, sometimes referred to as “transitional kindergarten”) through grade twelve (ages 3-21). ELPAC consists of two separate ELP assessments:
Initial ELPAC - to identify students as English learners
Summative ELPAC - an annual assessment to measure an English learner's progress in learning English and identify the student's ELP level. ELPAC is aligned with California’s 2012 English Language Development Standards.

Follow these step-by-step instructions to access the ELPAC practice test at any time:
Go to https://login5.cambiumtds.com/student_core/V69/Pages/LoginShell.aspx?c=California_PT or click on the video icon to the right.
Press the Sign In button at the bottom of the screen.
Select your grade level from the drop down option. The available tests will appear below. Scroll down to the section titled, "English Language Proficiency Assessments (ELPAC) Practice Test."
Choose any of the four options available to enter and take that section of the practice test.
