Vanessa Anastasopoulos, PhD, CE

Past Chair  

Vanessa Anastasopoulos is a bilingual, Montreal-based consultant with 25+ years of evaluation experience. Through her collaborative and equity-driven approach, she has conducted 125+ evaluation and performance measurement projects in sectors like S&T, health, and education. In 2018, she founded VANASTAS, an evaluation firm that provides government, non-profit, and academia clients across Canada with evidence-based insights tailored to their needs. 

Augustine Botwe, PhD

Vice Chair

Augustine Botwe is an Edmonton-based consultant with 20+ years leading evaluations and impact assessments of complex social interventions across public, private, nonprofit, and innovation sectors. Using community-engaged approaches, he generates evidence driving program improvement and policy change in health, early childhood, and social interventions across sub-Saharan Africa, Asia, the Pacific, and the Americas. He’s the co-founder, The Butterfly Impact Inc., an evaluation and impact assessment firm serving Canadian and International clientele.

Amelle Blain, MA

Member Representative 

Arnelle Blain is a Gatineau‑based consultant with over a decade of experience in results‑based management, monitoring and evaluation, and tools design for national and international organizations. She has worked across Latin America, Europe, Africa, Asia, and the Caribbean. She specializes in GBA+, women’s empowerment, and socio‑economic development. She holds a BA in Economics and dual master’s degrees in Project Economic Analysis and ICT Project Management.

Clare Levin, MA, CE

Member Representative 

Clare Levin is a Partner at Research Power Inc., an evaluation and research firm in Halifax, NS. Clare has over 15 years of experience designing and leading evaluations that drive policy and program improvements across health, education, justice, and other public sectors. Clare is a CES Credentialed Evaluator and holds a BA in Economics and History and an MA in International Affairs with a focus on health. 

Elena Gallitto, PhD 

Member Representative 

Elena Gallitto is a research and evaluation consultant specializing in program evaluation, psychometrics, quantitative research, behavioural science, and knowledge translation. Through Confluence Health Communication, she supports organizations in using evidence to inform decisions and improve programs. Her experience spans academic, government, health, education, and community settings in Canada and internationally. She is particularly interested in collaborative, equity-informed evaluation and organizational learning.

Elizabeth Dyke, PhD, CE

Member Representative 

Elizabeth Dyke has been an independent consultant for over 18 years, with 30 years of evaluation, research, and strategy experience in health and social development. A Credentialed Evaluator with a PhD in Population Health, she has worked with governments, foundations, NGOs, and multilateral organizations in Canada and internationally. Elizabeth is also an Adjunct at University of Toronto Dalla Lana School of Public Health.

Jonathan Lundy, M.P.A.

Member Representative 

Jonathan Lundy is an evaluation analyst at Innovation, Science and Economic Development Canada, with 10+ years' experience in public and private sectors, notably the Caisse de dépôt et placement du Québec and Global Affairs Canada. He holds master's degrees in program evaluation (ENAP) and public and international affairs (Université de Montréal). A former Force Jeunesse member (2020–2022), he is passionate about public transit issues.

Julie Witmer, PhD, CE

Member Representative

Dr. Julie Witmer is a Wakefield QC-based consultant and CES credentialed evaluator with 25+ years of experience in evaluation, strategic learning, facilitation, and organizational development. Her collaborative, participatory, systems-informed approach spans health, Indigenous programs and services, education, and community development. Director of Julie Witmer Consulting Inc. and Senior Associate of BBMD Consulting and First Nations-owned Hunter-Courchene Group, she turns complex evidence into useful insights and strategies. 

Roman Katsnelson, MBA, CED, CE 

Member Representative

Roman Katsnelson is the founder of KRD Consulting Group, a Calgary-based firm specializing in evaluation, strategy, and organizational development for non-profits, funders, and public institutions. With over 25 years of experience, Roman leads evaluations that centre engagement and collective learning, helping organizations and communities transform insight into meaningful action. He is a Credentialed Evaluator and holds a background in philosophy and social impact leadership.
