Holland Mangum moved the Seminole community from his native South Carolina in order to work for the Florida Department of Veterans Affairs back when the Don CeSar on St. Pete Beach served as a regional VA office.
Mr. Mangum was the city’s first and only municipal judge and he was the president of the Seminole Volunteer Fire Department. Mr. Mangum served as a city council member from 1978 until 1983 when he resigned from the council to run for mayor, he served as mayor for more than a decade until his retirement in 1995.
Holland Mangum served on the Florida League of Cities Board of Directors, as well as the National League of Cities Small Cities Council.
Holland Mangum’s vision for the Seminole community and purchasing property resulted in many community mainstays such as the city’s recreation center, US Post Office, former library and Blossom Lake Park.
Holland was one of the founders of the city’s Pow Wow Family Festival and was honored to be the parade marshal of the 2006 Pow Wow parade and festival as the Parade Marshal.
In 2005 the City of Seminole Council renamed the recreation complex to bear his name – the Holland G. Mangum Recreation Complex – in order to honor him for his extensive contributions to the City of Seminole.
In 2005 Holland Mangum, along with Dorthy Phillips, was instrumental in the founding of the Seminole Historical Society.
Holland Mangum was considered a founding father of the city of Seminole. He also served in the US Army.
