This is a pyramid graphic of the Multi-Tiered Systems of Support (MTSS) as used in Education for High Ability/High Potential Learners. The model stresses three necessary areas of support: Community, School Board, and Parent/Family. 

The first “tier” of the MTSS model is designated for ALL of the students identified as high ability/high potential, and is the “Classroom Differentiation Level.” Services through regular classroom differentiation includes modification of content, product, process, and pace, flexible grouping for instruction within and across grade levels, flexible pacing, and learning centers. 

The second tier is designated for SOME of the students identified as high ability/high potential, and is the “Strategic Targeted Intervention Level.” This tier includes special services/group programs beyond the regular classroom, including pull-together or send-out options that relate to interests/talents/abilities, connect to core curriculum, and curriculum compacting or contracts. It also includes cluster classes, mini-courses, and seminars. 

The third and top tier is for FEW of the students identified as high ability/high potential, and as termed the “Intensive Intervention Level.” This level calls for individualized services like acceleration, mentorships, early entrance, and independent study. 

Support functions for all tiers include: individualized plans, counseling, staff development, coordination, and evaluation.
