Bi-Monthly Check-in With the TEA RSSP Team
Our team will be reaching out to RSSP LEA leads to schedule a check-in that will take place during the month(s) of September or October. This will allow us to hear how the RSSP process has been for you and get your feedback and thoughts on the program and the support provided by your TAP. We know that you all are busy with the start of a new school year, so please feel free to reach out to your assigned RSSP TEA point of contact (or you can reach out to Patricia) around how to make the check-in work best for you and your schedule. We look forward to connecting with you!
(REMINDER) Fall TEA Cohort Stepbacks vs. LEA Mid-Cycle Stepbacks
There has been some confusion around the difference between the TEA Fall LEA Stepback and the LEA Mid Cycle-Stepback, so we wanted to make sure to provide some clarity.
Fall TEA RSSP LEA Stepback
This is a stepback that will occur with other RSSP LEAs in our RSSP Cohort. During this time, the TEA RSSP team will share survey results and data from the RSSP and Data Fellow Programs so far, spotlight the work of districts, and share about upcoming opportunities and events. RSSP LEA team members will also have the opportunity to attend optional breakout spaces
For this stepback, the TEA RSSP Team will present. YOU DO NOT NEED TO PREP ANYTHING IN ADVANCE FOR THIS STEPBACK. All that is needed is your attendance! 😊
Fall Stepbacks are required for RSSP LEA leads and their Data Fellows. If an LEA would like additional RSSP LEA team members to join, they are more than welcome to attend!
To accommodate multiple schedules, your LEA will be able to choose from three different times that best work for you. Dates and times can be found below with the designated registration links:

This is a stepback that will occur with your RSSP LEA team and your Technical Assistance Provider. During this time, your LEA will spend time reviewing and reflecting on your current progress made towards the end of the cycle goals and determine if any pivots or adjustments should be made to your Cycle 1 Implementation plan.
The date of this Mid-cycle stepback will be determined by your RSSP LEA Team in collaboration with your Technical Assistance provider. The RSSP LEA Lead, RSSP Data Fellow, and your technical assistance provider will collaborate in planning this stepback.

[ 1B Districts] Data Fellow Updates
(Reminder) Platform Selection
To get a better understanding of diversity of BI and data visualization platforms, we are requesting for Data Fellows to inform by 9/9 of where your team has landed. We understand that some of you are still in talks with vendors or your IT department.
Your platform is your decision. However, please get clearance from IT and district leadership to comply with data privacy. Please let us know if we can be of assistance or guidance.

[IMPORTANT REMINDER- REQUIRED EVENT] TEA RSSP Fall LEA Stepbacks (please see blurb above for more information)
During the second week of September, we will be hosting RSSP cohort-wide LEA Stepbacks. This is a time for RSSP LEAs to come together to reflect on milestones that have been completed, dig into RSSP data as we roll up cohort-wide trends, hear more about upcoming milestones and events, and have some time to collaborate with each other.
Fall Stepbacks are hour-long sessions with invites including an extra thirty minutes for optional Q&A time with our full RSSP and Data Fellow teams.

[TAA Resource Release] New and Updated STAAR Redesign Resources
Beginning with the spring 2023 administration, STAAR will be redesigned to align more closely with effective classroom instruction. The Texas Education Agency (TEA), working with a wide range of education stakeholders, including the Assessment Education Advisory Committee, has been exploring the most instructionally supportive approach to implement these changes. The redesign includes several components:
New types of test questions: New, non-multiple-choice question types are more like the kinds of questions teachers ask in class and give students more ways to show understanding.
More cross-curricular reading passages: Reading comprehension test questions reference topics students have learned about in other classes.
Evidence-based writing incorporated into reading language arts tests: Combined reading and writing tests better support the interconnected way these subjects are taught and eliminate stand-alone writing tests for grades 4 and 7.
Robust accommodations in online tests: The online testing platform provides a full suite of robust accommodations for students with specific learning needs.
Tests administered online: Online testing supports all of the changes above and provides faster test results to support accelerated learning. (The transition to online testing will be implemented beginning with the December 2022 administration.)
Based on educator feedback, TEA is releasing new and updated resources to ensure educators and students are familiarized with the redesigned STAAR. Resources to familiarize educators with the redesigned STAAR include:
Final Test Blueprints: The final test blueprints for the redesigned STAAR show the distribution of questions, points, and readiness and supporting standards across reporting categories for each STAAR assessment. Reading language arts (RLA) blueprints also include test design information, including the number of passages, the reading load, and the genres eligible for assessment
Full Length Practice Tests: Full-length practice tests that resemble the redesigned STAAR will be available on the Practice Test Site on Friday, September 2. The full-length practice tests, available for all grades and subjects, demonstrate how new item types and robust online accommodations will appear in the redesigned STAAR tests. RLA practice tests also demonstrate how cross-curricular reading passages and evidence-based writing will be incorporated in the redesigned RLA STAAR tests. Practice tests should not be used to evaluate students’ proficiency levels. STAAR tests undergo rigorous processes to ensure the difficulty of the tests remains the same year after year, so that results can be compared. These practice tests have not gone through the same processes, so they may be easier or more difficult than actual STAAR tests.
Scoring Guides for Constructed Response Items: To help educators understand how new RLA, science, and social studies constructed response items will be scored, Constructed Response Scoring Guides will be available later this fall on the STAAR Redesign webpage under Resources to Support New Question Types. The guides include rubrics and real examples of student responses for short and extended constructed response items.
Other Resources and Trainings: Based on educator feedback, TEA is developing resources and trainings to support teacher understanding of the STAAR redesign, the rationale and research behind it, and how it better aligns with classroom instruction. Within the next month, education service centers (ESCs) will be conducting STAAR redesign professional development sessions and presentations and supporting local educational agencies (LEAs) to facilitate sessions for their teachers. Later this fall, TEA will email teachers with information about two optional, TEA-provided opportunities to learn about the STAAR redesign: synchronous STAAR redesign webinars and asynchronous professional development trainings that will be available in the Student Assessment learning management system.
[TAA Resource Release] Model Data Sharing Agreement
In accordance with Senate Bill 788, the Tri-Agency Workforce Initiative jointly developed a model data-sharing agreement for use by public schools, public and private institutions of higher education, and state and local workforce entities when sharing data protected under the Family Educational Rights and Privacy Act of 1974 (FERPA) among themselves as well as with other entities authorized to receive these data
The use of the Agreement is discretionary, and entities using the Agreement should consult with their own counsel regarding questions about the legality of data sharing under such Agreements

FYI- As a reminder, if you are an LEA that participates in both 1A (RSSP) and 1B (Data Fellows Program), you will have TWO technical assistance providers. There is one TAP provided for 1A and one TAP assigned for 1B. The 1A TAP will be working with your RSSP LEA District team and the 1B TAP will be working with ONLY your data fellow.
[1A Districts] RSSP Updates
Part 1 Survey
RSSP LEA leads have received an email from Jennifer Williams about completing the Part 1 Survey. Completion of this survey is a required assurance of RSSP 1a. Please complete this survey by May 31, or prior to your district's summer break.
This survey covers Part 1.A - Part 1.E, essentially everything worked on from January till now. Only RSSP leads received the survey link and may choose to either 1) complete the survey by themselves as the representative from their LEA or 2) bring the survey to their RSSP team and complete the one survey as a team. There is only ONE SURVEY per LEA. As a reminder, any information collected will not be used for accountability purposes.
If you are a RSSP co-lead with another person in your LEA, we sent the survey to one of the district leads. Please connect with your other RSSP lead to determine who has received the email and to complete the email in partnership with each other.

Informational Milestone Session (RSSP Part 1.5 Implementation Set-Up)
We have heard that it would be helpful for LEAs to receive an overview of upcoming milestones so that you will know what to expect going forward. Based this feedback, we hosted our first LEA informational session that reviewed RSSP Part 1.5: Implementation Set-Up.
This session reviewed what implementation set-up can look like, and explored the options of support based on if you select direct technical assistance on a chosen learning strategy, or high-level performance management.

New: Texas Educator Residency Summit: Supporting Your Educator Pipeline Development
On June 29-30, 2022, the TEA, in partnership with the Educator Preparation Improvement and Innovation Center (EPIIC), will host the inaugural Texas Educator Residency Summit. This free, virtual event is for all districts, educator preparation programs, and other interested organizations seeking to learn more about educator residencies and strategies/practices to implement and sustain them for optimal impact. Whether you are new to residency work or seeking to expand existing structures in your district, there will be sessions for you.

Reminder: Career and Technical Education Teacher Professional Development
The Texas Education Agency will host four regional convenings to provide professional development for Career and Technical Education teachers. These trainings will prepare CTE teachers with enhanced classroom management skills, new instructional strategies, an exploration of different learning styles, and a deep dive into TEKS and program standards.
The CTE Teacher PD developers at ESC 20 recognize the effect COVID has had on each classroom, including the strain that the substitute shortage across the state has placed on school districts and charters. The regional design of these convenings reflects a concerted effort to shorten travel while still providing quality professional development. We hope you can join us as we partner with you in your region.

As our team has participated in LEA check-ins with you, we have appreciated the feedback and insights you have shared with us! Change Management CCLO Series
We will offer several sessions focused on the Switch framework for change management.
Dates for the full series are being finalized and will be added to the LEA experiences calendar

There will be two opportunities to attend the first session of this series (content shared during both sessions will be identical so please feel free to attend the session that best meets your schedule).

Specially Designed Instruction (SDI) Field User Guides
The SDI Field User Guides are intended to be a bridge between existing student support plans and the instructional content available within the High-Quality Instructional Materials (HQIM) found in TEA's Texas Home Learning suite of resources. Each section of the SDI Field User Guides provide ways to connect HQIM to student plans and leverage the tools found in the HQIM resource. This document provides multiple ways to approach and plan for the provision of SDI and presents multiple lenses through which users can examine the connections between HQIM tools and the components of SDI.

Accommodation Companion Guides
TEA's Accommodation Companion Guides have been revised and updated. These guides bridge existing student accommodations to assistive technology (AT) options that enable access and greater student progress within HQIM materials. These quick reference documents can be used by both general and special educators to identify support options that meet individual student support needs.
Teacher Vacancy Task Force
The Texas Education Agency (TEA) today announced the creation of the Teacher Vacancy Task Force to help address staffing challenges facing Texas public schools. The Teacher Vacancy Task Force will rely heavily on the presence and input of current teachers; additionally, TEA plans to have a designated teacher panel in future Task Force meetings to ensure that the agency is receiving guidance and feedback from a diverse and representative range of teachers across Texas.

Career and Technical Education Teacher Professional Development Update
The Texas Education Agency will host four regional convenings to provide professional development for Career and Technical Education teachers. These trainings will prepare CTE teachers with enhanced classroom management skills, new instructional strategies, an exploration of different learning styles, and a deep dive into TEKS and program standards.
The CTE Teacher PD developers at ESC 20 recognize the effect COVID has had on each classroom, including the strain that the substitute shortage across the state has placed on school districts and charters. The regional design of these convenings reflects a concerted effort to shorten travel while still providing quality professional development. We hope you can join us as we partner with you in your region.

CTE Summer Grant Information
The College, Career, and Military Preparation (CCMP) Division has released a grant opportunity for Summer 2022 on the TEA Grant Opportunities webpage! The CTE Summer Grant will support districts in offering students greater access to career preparation through Career and Technical Education programs and work-based learning experiences. The grant will promote the development, implementation, and adoption of high-quality programs of study and work-based learning aligned to labor market demand. Applications are due on March 28th. Texas Through-year Assessment Pilot
House Bill 3906, 86th Texas Legislature, 2019, among other changes to STAAR, required the Texas Education Agency (TEA) to develop and pilot an innovative, through-year assessment model as a possible replacement for the summative State of Texas Assessments of Academic Readiness (STAAR®). A through-year assessment model refers to a progress monitoring system that provides students multiple opportunities throughout the school year to demonstrate their mastery of the curriculum standards and to contribute to their summative performance level reported at the end of the year.
In response to this legislation, TEA has developed TTAP in collaboration with Texas educators, administrators, students, and families. The assessment pilot will include three, short testing opportunities—one each in the fall, winter, and spring. For the 2022–23 school year, the following grades and subjects will be piloted:
Grade 5 science
Grade 6 math
Grade 7 math
Grade 8 social studies
All Texas public school districts and open-enrollment charter schools are encouraged to apply to participate in TTAP. The district-level application is now available and will close on April 29, 2022. The TTAP webpage contains details about the pilot’s structure and design.
