Enrollment Policy

Due to limited shop space and equipment, incoming P-Tech cohorts will not exceed 12 students. If more than 12 qualified students apply, a lottery process will be used to determine placement. Students not accepted through the lottery will be placed on a waiting list. To apply, students must (1) reside in the Elgin Independent School District, (2) complete all parts of the application and return documents to his or her counselor, (3) and attend an open house meeting with a parent.

Recruitment Plan

The recruitment and enrollment process shall aim to identify sub-populations of students that are at-risk, including, but not limited to, students who are of limited English proficiency, students with disabilities, and students that have failed a state assessment. Recruitment efforts will also focus on student groups that are traditionally underrepresented in higher education: African American, Hispanic, and Native American students as well as first generation college students and those with low socioeconomic status. Although recruitment efforts will focus on students meeting the above criteria, all students are able to take advantage of the program and have equal access to apply.

Communication Plan

In an effort to reach our target audience, events will be planned throughout the year to engage stakeholders and disseminate information about the P-Tech program. Promotional materials will be distributed to each campus in the district, and events will be scheduled at the elementary, middle, and high school campuses to inform and engage stakeholders with age appropriate activities. Emphasis will be placed on communicating with middle school students through the college and career readiness curriculum, advisory cohort meetings, and open house presentations held on a monthly basis. P-Tech staff members will also give yearly updates to the School Board, the Chamber of Commerce, and will be present at local community events throughout the year to answer questions and discuss the program with stakeholders of all backgrounds.

Advertising & Recruitment Materials

P-TECH candidates learn about the program opportunity and are encouraged to enroll through the College and Career Readiness classes during their 8th grade year. Public parent nights, open houses, web postings, social media postings, partner postings, brochures and media are all used to recruit students interested in the P-TECH program. Elgin ISD reviews enrollment data to identify potential candidates to identify, recruit, and enroll sub populations (in addition to those identified at risk as defined by PEIMS) that are historically underrepresented in college courses (e.g., first generation college goers, students of low socioeconomic status, African American, Hispanic, Native American).

Elgin ISD's recruitment and enrollment processes (including marketing and recruitment plans, materials, and timelines) shall be transparent in program requirements, and include input from key stakeholders.


Students who are of limited English proficiency, students with disabilities, or students who have failed a state administered assessment are encouraged to enroll. Enrollment decisions are not based on state assessment scores, discipline history, teacher recommendation, parent or student essays, minimum grade point average (GPA), or other criteria that create barriers for student enrollment.

If P-TECH has more applicants than available space for admissions, they shall use either a performance-blind, open-access lottery system that encourages and considers applicants from all students (all students have an equal opportunity for acceptance, regardless of background or academic performance) or a weighted lottery that favors students who are at risk or who are part of the targeted sub populations for the P-TECH program.
