  • Steps 3 through 9 should be part of a strategic planning process that selects and sequences these steps based on individual school or district needs.

  • Step 10 addresses what happens once a school has set in place steps 1 - 9 and is looking to sustain the work for the long haul and expand the work beyond the essentials.
