Kentucky’s accountability system has students at its center—ensuring they are well-rounded, postsecondary ready and prepared with knowledge, skills and essential dispositions to successfully pursue the pathway of their choice after graduating from high school.
The system has several key goals:
Promote higher levels of student learning and achievement.
Reduce achievement gaps and ensure equity.
Build a culture of high expectations and continuous improvement.
Communicate a clear and honest understanding of strengths and areas for improvement in schools and districts.

"Articulation" is a term used for insuring that schools at secondary and post-secondary levels work together to assist students in progressing smoothly from secondary to post-secondary programs. Defined as "a process for linking two or more educational systems within a community to help students make a smooth transition from one level to another without experiencing delays, duplication of courses, or loss of credit."

“Industry Certifications” are offered to students who complete necessary coursework and then they are assessed by an independent, third-party vendor using predetermined standards for knowledge, skills, and competencies.
In the post-secondary world, a passed industry cert may equate to articulated credit, which will save the student time and money.
In the workplace, a passed industry cert means the student as demonstrated mastery in a skillset that is well sought after in their workforce.
Kentucky has a process as to what Industry Cert is recognized as a valid and/or approved certification.

Work-based learning can help students develop valuable skills, gain real-world experience, and make connections with potential employers. It can also help students explore different careers paths and make informed decisions about their future.
Kentucky's Accountability System includes Co-op, Internships, and Tech Ready Apprentices for Careers in Kentucky (TRACK).
All Co-ops and internships should adhere to the information in Kentucky's Work-Based Learning Manual and to 705 KAR 4:041, work-based learning program standards.

As many of you may know, House Bill 1 (2022), which is the state budget, included $70 million for the Local Area Vocational Education Center (LAVEC) pool ($58 million more than normal) that must go toward funding not just all local centers, but all local programs. Any program that recorded student attend hours in the Technical Education Database System (TEDS) for the fall of 2021 will receive funding.
You can find your district’s allocation at this link: FY 2022-2023 District State Grant Allocations – LAVEC. Of course, this is the entire district allocation. Your specific program allocation will be determined by your administration and finance personnel based on Fall 2021 attend hours that have been audited within the TEDS from the 2021-22 academic year.
When thinking about how to best utilize these dollars to benefit your program, you will need to work closely with your administrators and finance personnel.
