Rob Lonson, P.Eng.
Executive Director, Technical Standards Branch,
Alberta Transportation and Economic Corridors
Rob Lonson, P.Eng., brings over 30 years of experience in transportation design and construction, project and engineering management to his current role as Executive Director of the Technical Standards Branch at Alberta Transportation and Economic Corridors. In the early 2000s, Rob worked for the Department as the Construction Manager for North Central Region for nearly 10 years, before transitioning to work in the private sector again. During which time he held key leadership positions in both privately owned and large publicly traded consulting companies. Rob rejoined the Department in February 2022 and since September 2023, has been seconded as the Executive Director focusing on the Minister mandate items related to exploring Passenger Rail for TEC.
Leila Hashemian, P.Eng.
Associate Professor, University of Alberta
Dr. Hashemian is currently an Associate Professor at the University of Alberta, with a primary research focus on pavement instrumentation, modelling and design, and material characterization. Prior to her tenure at the University of Alberta, she worked as a consultant, actively contributing to various international projects. Dr. Hashemian boasts an extensive publication record, featuring over 100 papers in prestigious journals and presentations at conferences, predominantly within the field of pavement engineering. She has supervised or co-supervised more than 60 highly qualified personnel (HQP) in the area of pavement engineering.
Jean-Martin Croteau, P.Eng.
Technical Director, Colas Canada
Jean-Martin CROTEAU is a graduated civil engineer from the Royal Military College of Canada, Kingston, Ontario.
Jean-Martin started his career in Winnipeg as a project engineer in the Canadian Armed Forces. Upon completion of his military service, he joined the Quebec Road Builders’ Association as Technical Director. In mid 90’s he started working with Miller Paving Ltd. in Markham, Ontario as an Operational Manager and then as Technical Director.
In 2007, Jean-Martin joined Colas Canada Inc. as Technical Director. In his present role, Jean-Martin is responsible for the performance of technical duties necessary to support the operational requirements of Colas Canada group of companies across Canada.
Jean-Martin CROTEAU is a registered professional engineer in Alberta, B.C., Ontario and Quebec. He is an active member and past president of the CTAA (2000), and he is also member of various TAC standing committees. Jean-Martin has presented numerous papers at various forums over the last 30 years.
In the last 30 years, Jean-Martin has had the opportunity to work with innovative construction companies and was always involved with cutting edge paving technologies.
Gary St. Michel, P.Eng.
Principal Specialist, Tetra Tech
Mr. St. Michel has more than 30 years of experience in all aspects of transportation engineering which include planning, design, construction and maintenance.
Gary has been developing and implementing pavement management practices in Canada and abroad for over thirty years.
Mr. St. Michel provides expertise in specialized engineering consulting in the preservation of existing infrastructure through the use of innovative rehabilitation technologies, long-range planning and advanced life-cycle benefit/cost analysis methods and asset management systems. Gary is the technical lead for Tetra Tech’s Vancouver based asset management group.
Nathan Prosko, P.Eng.
Division Manager, ACP Applied Products a Colas Company
Nathan Prosko is currently the manager of the Pavement Preservation division for ACP Applied Products. At a young age both of his parents worked at a paving company so he spent a good portion of his childhood around asphalt and was destined to have a career working on roads. Starting work in the construction industry officially at the age of 16, Nathan has over 15 years of experience working with surface treatments, including seal coats and micro surfacing. Nathan graduated from the University of Alberta with a Bachelor of Science in Civil Engineering, in 2014. When not working, Nathan enjoys camping and the outdoors with his family and two young kids.
Boyd Milby
Market Development Specialist - Recycling Products, Wirtgen America
Boyd Milby is the Market Development Specialist/Reclaimers for Wirtgen America. He has more than 10 years’ experience in the construction industry. Specifically for the last 7 years directly involved in FDR projects across the United States and Canada. These projects include FDR with cement, lime, emulsion and foam; CIR projects with emulsion and foam; and CCPR with emulsion and foam. He has worked closely with DOT’s, Counties, Cities, and Contractors on their specific FDR projects.
David Firbank, CET
Manager – Roadway Infrastructure Data Collection Technologies, Tetra Tech
David Firbank is the Manager for Tetra Tech’s Roadway Infrastructure Data Collection Group in the Pavement Infrastructure Technologies Group. His team is responsible for delivering pavement data collection projects using Tetra Tech’s specialized data collection platforms. He is responsible for the delivery of all projects and services provided by the data collection team, as well as training junior staff in Automated and Manual Pavement Condition Assessments.
David has 19 years of experience in detailed pavement data acquisition, pavement management services, and project management. He has managed several large data collection projects and been involved with all aspects of Tetra Tech’s pavement data collection services including profile (IRI), rut measurements, semi-automated and automated distress, appurtenances, ROW video, spatial referencing (GPS), FWD testing, and subsurface radar information. He has been responsible for implementation, analysis, and reporting for several municipal pavement management systems throughout British Columbia.
Amma Agbedor, P.Eng.
Asphalt Institute
Amma Agbedor, the Canadian & Research Engineer at the Asphalt Institute is a professional in materials and civil engineering. Graduating from McMaster University in 2007, she integrated her academic pursuits with full-time work in the paving industry. While working, Amma earned her master's and Ph.D. in Civil Engineering from the University of Waterloo. Her expertise extends to her role as a Board of Advisory member for The Turkstra Chair in Urban Engineering at the University of Waterloo. With a dynamic blend of academic competence and practical experience, Amma Agbedor is a leading voice in asphalt and road construction.
Silas Henrique Barbosa De Carvalho Linares
M.Sc. Student, Faculty of Engineering, University of Alberta
Silas Henrique is a Master of Science student at the University of Alberta with a Bachelor's degree in Civil Engineering from the Pontifical Catholic University of Goias, Brazil. Before coming to Canada, Silas acquired valuable experience in the construction and restoration of houses, where he developed skills in project management, and quality assurance. As a master student, Silas has been mainly working with data collection and analysis, and, throughout this journey, he gained some important prizes: best presentation award at the Academic Alliance for Road Research of Canada (A2R2C) Symposium, and the second-best paper award at the Transportation Association of Canada (TAC) Conference, both in 2023. Beyond the realm of engineering, Silas has a deep-seated passion for football (soccer), whether he is playing with friends or cheering for his favorite team. Additionally, he has a profound enthusiasm for traveling, which allows him to embrace new cultures, broaden his horizons, and foster meaningful connections with people from all walks of life.
Wayne Mah, P.Eng.
Roadway Construction Standards Specialist
Alberta Transportation and Economic Corridors
Wayne Mah graduated from the University of Alberta and has over 35 years of experience in materials testing, construction materials, pavement engineering, and project management, with the private and public sector. Wayne started his career with Alberta Transportation as a Resident Engineer and then he spent 25 years in the private sector before returning to Alberta Transportation.
In 2016, Wayne returned to Alberta Transportation where he is currently the Roadway Construction Standards Specialist in the Pavement Engineering section of the Technical Standards Branch. With his varied experience, Wayne has utilized his skills to assist in the development and implementation of Alberta Transportation specifications related to pavement materials and construction.
Throughout Wayne’s career, he has had the opportunity to be involved in innovative asphalt mixes from rubber and sulphur asphalt mixes to the more conventional mixes with reclaimed asphalt pavement (RAP). These opportunities along with serving on task groups has led Wayne to assist in leading the Pavement Engineering group in several innovative construction materials and technologies including, High RAP mixes, Asphalt High Strain Interlayer mixes, Performance tests on asphalt mixes and Intelligent Compaction of Cohesive Soils.
Arash Ghahremani, P.Eng.
Senior Technical Manager, Colas Canada
Arash Ghahremani is a Senior Technical Manager at Colas Canada. He holds a Bachelor's degree from Tehran Polytechnic and dual Master's degrees in Civil Engineering from the University of Tehran and the University of Alberta.
Arash possesses deep knowledge in project management, pavement design, asphalt mix design, soil stabilization, asphalt hot and cold recycling, and surface treatment. He commenced his career as a Technical Manager and later as a Project Manager at Wirtgen Company in 1997. Arash then co-founded Ravan Road Construction Company, serving as Deputy of CEO for 16 years. In this role, he successfully directed several design-build construction and rehabilitation projects for roads and airports in different countries.
Prior to joining Colas Canada, Arash worked as a Technical Manager at Miller Group in Ontario during 2019 and 2020. During his studies, he was a professional soccer player, and now in his spare time, he enjoys playing FIFA PlayStation.
Wei He, P.Eng.
Pavement Management Specialist, Alberta Transportation and Economic Corridors
Wei He, Ph.D, P.Eng., has worked in the pavement industry for 30+ years, focusing particularly on Pavement Management, with experiences from both the private and public sectors across multiple jurisdictions.
He is a past member of the TRB Standing Committee on Pavement Management Systems, Standing Committee on Pavement Condition Evaluation, and the NCHRP Project Panel on Protocols for Traffic Speed Pavement Deflection Measuring Devices Calibration and Structural Assessment.
Currently employed as a Pavement Management Specialist in Alberta Transportation and Economic Corridors (TEC), Wei has held this position since joining the department in 2002.
His responsibilities cover pavement performance evaluation, analyzing the rehabilitation requirements of the provincial highway network, conducting annual state of asset analysis, and overseeing the department’s Pavement Management System.
Additionally, he frequently delivers guest lectures for the University of Alberta's Civil Engineering program.
Chris Yang, P.Eng.
Team Lead, Pavement Asset Management, City of Calgary
Chris Yang works as a roadway engineer and asset manager at the City of Calgary, where he oversees the construction planning, coordination and asset management of Calgary’s roadways.
He has a decade of expertise in transportation engineering and asset management, specializing in asset condition assessment, lifecycle analysis, risk management and optimization.
He is enthusiastic about using innovative technologies and data-driven solutions to enhance the performance and sustainability of the city's infrastructure. He is also an active member of TAC Asset Management Committee and CNAM ERT Committee, with several publications on IAM magazine.
Brett Newstead, P.Eng.
General Manager of Planning & Infrastructure, Town of Stony Plain
Brett Newstead is a Professional Engineer, possessing a Master of Science from the University of Alberta in Civil Engineering with a focus on Pavement Management.
Brett’s career has had a focus on infrastructure management in a government setting. He has published papers on developing condition rating systems, noise and grip evaluations, pavement material performance and more.
Brett also chairs the Alberta Pavement Managers User Group, where he works to create a collaborative and open information sharing forum among municipalities in Alberta.
Presently, Brett is the General Manager of Planning & Infrastructure with the Town of Stony Plain. Where he focuses on leading the Town of Stony Plain to develop its asset management systems and create plans, manage its infrastructure for now and as the Town grows.
