Adel Yasin is a seasoned water sector expert currently serving as the Director General of the Strategic Planning and Policies Directorate and the Official Spokesperson for the Palestinian Water Authority (PWA). With more than 28 years of experience, he specializes in strategic master planning, policy development, and water resources management.
Eng. Yasin holds a Master’s degree in Water Resources Engineering from Birzeit University and is currently a PhD candidate in Water Security. He has directed numerous major water and wastewater infrastructure projects in coordination with international donor agencies. Additionally, he serves as a member of the National and Technical Committee on Climate Change, the National Focal Point for the Sustainable Development Goals (SDGs), and represents the PWA in collaborations with international and local NGOs focused on environmental and climate
Head of At-Tuwani Village Council / Masafer Yatta
Mohammad Al-Raba’i is the Head of At-Tuwani Village Council in Masafer Yatta. He holds a bachelor’s degree in Environmental Sciences from Birzeit University and has professional experience in environmental and development work, as well as in the management and monitoring of development projects. He previously worked with the World Bank and the Joint Services Council for Hebron, Bethlehem and Jerusalem in the field of environmental treatment.
Since 2017, he has served as Head of At-Tuwani Village Council, working to strengthen the resilience of local communities across Masafer Yatta through improved water services, roads, agriculture and livelihoods, as well as enhanced emergency preparedness and response. He also works to build partnerships with governmental, civil society and international organizations and to amplify local community needs, particularly amid challenges affecting access to water and land, and incidents impacting residents, their property and natural resources.

Monther SHOBLAQ is a highly experienced water and sanitation professional with more than two decades of experience in the water sector, particularly in institutional reform, utility development, project management, and emergency response.
His professional experience includes a significant role in the institutional, technical, and financial development of the Coastal Municipalities Water Utility (CMWU), the first water utility established in the Gaza Strip. Throughout his career, he has worked closely with governmental institutions, international donors, UN agencies, and international non-governmental organizations.
His expertise combines strategic and managerial leadership with extensive field experience, particularly in addressing complex water, sanitation, and environmental challenges. He has contributed to developing practical approaches that connect field-based knowledge and infrastructure interventions with solutions responding to community needs.
General Director of Agricultural Water Department, Ministry of Agriculture, State of Palestine
Eng. Safinaz Bader serves as Director of the Agricultural Water Department within the General Directorate of Agricultural Water and Irrigation at the Palestinian Ministry of Agriculture. She also serves as Palestine’s National Coordinator for the Regional Water Scarcity Initiative (WSI) of the Food and Agriculture Organization of the United Nations (FAO). She has professional expertise in agricultural water management and irrigation, water productivity, and the promotion of sustainable and climate-resilient agriculture, with a focus on strengthening water and food security.
Chief Field Infrastructure & Camp Improvement Program, UNRWA
Hanadi Ayaseh-Darwish is a senior infrastructure and urban development professional with more than 22 years of experience managing and delivering infrastructure programmes in complex and fragile environments across UN and international development organizations.
She currently serves as Chief of the Infrastructure and Camp Improvement Programme (ICIP) for UNRWA in the West Bank and Jerusalem, where her work covers infrastructure development and rehabilitation, urban and camp improvement, environmental health and sustainability, project and contract management, and coordination with donors and local communities. She has extensive experience leading multidisciplinary teams and managing infrastructure portfolios valued at more than USD 18 million.
Hanadi holds a bachelor’s degree in Architecture from Birzeit University and a master’s degree in International Cooperation and Development from Bethlehem University. Her professional focus combines sustainable and resilient infrastructure with institutional capacity and meaningful community partnership, particularly in complex and vulnerable settings.
