If your child has received adequate instruction, research-based interventions provided in school have not been as successful as planned OR have been successful and proven necessary, and there are no other factors that can explain a student's challenges in school (e.g., English Language Learner; acute stress at home; etc.), your child may need special education.
To be eligible for special education, a student (1) must be identified with an IDEA (The Individuals with Disabilities Education Act) special education disability and (2) have a need for specially designed instruction. With these two prongs, it is possible for a student to have an educational disability (prong 1) but not be in need of special education (prong 2).
