Throughout this week you will be learning about redlining and how it's effects on communities, educational institutions and students.
Day 1: Redlining: A historical Perspective
- Read the following information on the history of redlining
- Watch the video clip from the PBS special "Race the Power of Illusion".
- Post 2 Tweets giving your thoughts on the concept of redlining (use the hashtag #cyberequity).
- In 1934, the Federal Home Loan Bank board of directors created maps to purposefully delineate areas in cities that would be given limited to zero opportunities to obtain home loans. This action is the first documented activity of redlining in America.
- The act of redlining occurred when banking institutions, color coded city maps with the purpose to deny or charge higher prices for service to certain cultural groups. The communities that would be adversely affected by the banks refusal to fund loans were typically in locations where there was a high-density population of individuals with low socioeconomic status and/or a high concentration of minorities.
- This type of racism ultimately caused blight and devastation in these chosen communities, by not allowing minority’s the same access to loans and services as their neighboring white communities.
- Banks continued this practice until advocates for equality pressed Congress to get involved and protect the rights of the minority citizens. In the 1970’s activists fought for legislative action and redlining was outlawed forcing private companies to invest in communities that they had previously denied services.
Day 2 Digital Redlining:

- Post 2 tweets, consider the following questions: Do you think it is easy for companies to use redline techniques in the 21st century? Do you believe companies are justified by their explanations as to why they exclude certain communities from their services? (use the hashtag #cyberequity).
- Prince (2015), defines digital redlining as the “deliberate exclusion of certain communities on the basis of geography, race, ethnicity and income from the deployment of advanced informant/telecommunication technology (Afro.com).”
- Although, digital redlining is not a trending topic it is becoming a more prominent concern in today’s society. As society becomes more dependent on technology, it becomes more important that all citizens have equal access to digital technology in order to be able to compete appropriately in the academic and economic arenas.
- When looking at technological advancement, advocates are concerned that once again corporations are discriminating against individuals of low socioeconomic status, people that live in rural areas, and members of minority communities. By not providing services in these areas corporations are creating a knowledge gap that will affect individual’s ability to equally compete for entrance into schools, have access to job and career opportunities, and obtain educational research.
Day 3 Educational Redlining:

- Listen to podcast on Teaching in Higher Ed with Bonni Stachowiak and Chris Gilliard
- Post 2 Tweets on your perspectives in regards to educational redlining. (use the hashtag #cyberequity).
- One main issue of this pedagogy is that many students and schools do not have access to technology hardware, software, or the internet. These lack of services, create a connectivity and homework gap for schools that primarily support high poverty areas.
- When community colleges are compared to a more traditional four-year institution they tend to have more restrictive internet policies and an increase in limited access to information. By controlling the access to information and intellectual opportunities, educational technology increases redlining practices by creating a system where students are given different access based on their socioeconomic status (Watter, 2016).
- Over filtering is creating a type of Internet censorship that promotes digital redlining by ensuring children are deprived of the ability to learn how to be digital consumers and understand the extent of the reach of the internet.
Day 4: Create a 3 slide PowerPoint presentation. You will share and discuss these slides at the synchronous session. When creating your presentation consider the following:
- your perspectives on redlining
- How redlining occurs in your academic environment
- How can you affect change in redlining at your academic setting?
- Do you feel it is possible to create digital equity for all?
