The theme of this year’s scholarship essay is Perseverance and the Power of Democracy. Candidates must submit a typed, 12-point font (Arial or New Times Roman) essay written in English or Spanish, between 525-750 words. Click here for application.

PR/HYLI Outstanding Student Delegates who are selected will take part in an experiential Educational Trip to Washington, D.C. or Puerto Rico. The Institute is a collaborative effort among the NYS Senate/Assembly Puerto Rican/ Hispanic Task Force, New York State Education Department, Office of Bilingual Education, ASPIRA of New York, the New York City Department of Education and the Regional Bilingual Education Resource Network (RBERN).
