MobIDA Collabs has categorized developed systems into three:
(1) Locally-hosted or those already existing in the servers supported by DSWD ICT Infrastructure;
(2) Google-powered services or those created by DSWD Personnel through Google Workspace apps that improve systems through digitalization or automation, such as the Query, WFP/PPMP Online Spreadsheets, and Information Disseminating Google Sites; and
(3) Hardware Dependent or those mission-critical data banks that are not yet digitalized, automated, or regulated to be accessible by critical personnel and are dependent on the hardware where they are stored.
MobIDA CollaBS aims to decrease Hardware Dependent Systems, and increase documentation and development of locally hosted and Google-powered services to increase organizational learning and effectiveness.
The MobIDA CollaBS is essentially a Monitoring and Evaluation (M&E) Initiative focused on reviewing Digitalization Projects or Systems developed through a multidisciplinary approach applying Knowledge Management principles, and the SSRDA approach towards Program and Service Delivery Improvement.
“Movida” is a chavacano term that loosely translates to “movement” or “motion”. This M&E initiative is an expansion of the original MobIDA or Mobilization, Inclusion and Development of key Actors in DSWD Field Office IX which was submitted as a Good Practice to SWIDB and as PRAISE nominee for Best KM Initiative in CY 2022. It highlighted the results of integrating and harmonizing knowledge management efforts with the Internal Quality Audit, and increasing key actors involved in the compliance to the Quality Management System.
Taking from the Four Disciplines of Execution by FranklinCovey, the mechanism arose from the lack of staff in the Field Office to carry out the increasing strategic directives coming from the Central Office. It formalized a team that created avenues that allowed technical staff to discuss these “Wildly Important Goals (WIGs)” or strategic objectives that were being lost in the seemingly urgent and important “whirlwinds” in the form of operational deliverables.
In the same year, the MobIDA team acknowledged the gap between the ICTMS and the Operations Division/Units. The team created the ARTU ICTMS AdHoc Committee formalized through Regional Special Order No. 0373 Series of 2022, expanding its membership and tasks further through Regional Special Order No. 0447 Series of 2022.
This Ad Hoc Committee set out to discuss the complexities of pursuing System Development by looking at the lessons from past initiatives. It was clear that systems failed because of failure in the design process. The members coming from various disciplines were able to provide input along Design and Systems Thinking.
Through this, the team was able to achieve the following:
Include ICTMS concerns in the Guide crafted by the original MobIDA team in the conduct of Institutional Development Activities that emphasized the inclusion of Regional Agenda in the design of their meeting/program flow;
Develop and cascade the “System Development Process” as guide to Operations when requesting for ICTMS intervention to create systems for their use. This is anchored on the SSRDA Approach;
Conduct a more comprehensive review of digitalization initiatives through the multidisciplinary approach involving teams such as the Internal Quality Audit and Knowledge Management for input and additional support for follow through action, prior to endorsement to management for review and approval;
Increase the documented digitalization initiatives submitted to Central Office through QMT/CART;
In CY 2023, with the trajectory of the times and the Department towards Digital Transformation and Innovation, the team has felt the relevance of the approach to meet the reportorial requirements of QMT/CART along digitalization, and as a means to increase personnel who are informed about the realities and the complexities of System Development and Business Solutions that lead to improved processes.
Hence, MobIDA was expanded to have a team implement its practice focused on Collaborative Business Solutions through Regional Order No. 0026 Series of 2024. It was inspired by the scrutiny of past systems and their failures combined with the urgency of process improvement that should accompany the rapid growth of the Department in its program and services, especially while there is a slow growth in the approval of additional personnel that should follow.
