Highlights of the discussions are Verbal Ability, General Information, Analytical Ability, and Numerical Ability.
The review session aims to help non-eligible staff improve their chances of passing the examination and contribute to a higher passing rate among DSWD personnel. Ultimately, it helps employees gain the necessary civil service eligibility, which is a qualification standard for applying to permanent positions within the department.

Highlights of the discussions include: (1) DSWD as an Organization; (2) Government Stewardship; (3) Overview of the Anti-Red Tape Unit; (4) Employee Associations; (5) Traveling Expenses and BIR Registration; (6) DSWD Identity; (7) Relevant Human Resource (HR) Rules on Recruitment, Selection and Placement, and Performance Management System; (8) Personnel Administration Section Reminders and HR Rules / Policies; (9) Learning and Development; (10) Rewards and Recognition; (11) Orientation on Knowledge Management; and (12) Information Technology Policies and Reminders.
The orientation aims to familiarize Field Office 1 employees with the DSWD’s operations, processes, programs, and organizational culture; to promote the values of commitment, responsibility, productivity, and disciplined public service anchored on integrity, professionalism, and accountability; and to foster teamwork, encourage adherence to policies and standards, and reinforce a shared commitment to delivering responsive and client-centered services.
The DSWD Field Office 1 - Human Resource Management and Development Division (HRMDD) through the Learning and Development Section (LDS) conducted the seven batches of Enhanced Customer Experience Skills (ECES) Training Nationwide Rollout 2025 from October to December 2025, at the J&V Hotel and Resort, Sevilla, City of San Fernando, La Union.
In support of the "Angels in Red Vest" campaign, the Enhanced Customer Experience Skills Training Program aims to capacitate DSWD employees with advanced communication, problem-solving, and conflict resolution skills. Through the program, Angels in Red Vests will gain significant improvement in how we provide service to our clients which then contributes to the overall efficiency of Department's operations. With an enabled head, hand, and heart, we will be able to attend to the urgent needs of our beneficiaries more promptly and effectively, with Extra Love and Extra Care.
Through the training program, Angels in Red Vests will be able to:
Understand customer (client) pain points and identify areas for improvement;
Identify what is a positive experience for DSWD clients;
Integrate Extra Love and Extra Care in the DSWD customer experience; and
Address controllable factors that may be hampering service delivery.
The DSWD Field Office 1 - Human Resource Management and Development Division (HRMDD) through the Learning and Development Section (LDS) conducted the Learning Session on Deepening the Roles of Secretariats on Administrative Functions on 27 August 2025, at the Ciabel Hotel and Fitness Center, Brgy. Panicsican, San Juan, La Union.
The LDS invited the Learning Service Providers from the Department of Economy, Planning, and Development (DEPDev) Regional Office 1 to discuss the following topics, to wit:
Building a Strong Professional Image;
Social Graces & Business Etiquette;
Understanding the Secretariat Role;
Running Effective Meetings; and
Minute-Taking Made Easy.
The Learning Session aims to (1) equip the participants with the necessary knowledge and information to effectively demonstrate their administrative roles and functions as Secretariat to various committees of the Field Office; (2) to explain the different roles and functions of Secretariats before, during, and after committee meetings; (3) to demonstrate how to apply standardized formatting and writing styles in crafting DSWD Correspondence and reports; and (4) to emphasize the importance of clear and consistent communication for effective collaboration within DSWD and external stakeholders.

To following topics were discussions during the review session, to wit:
Verbal Ability (Vocabulary and Word Analogy; Grammar and Correct Usage; and Reading Comprehension);
General Information (Philippine Constitution, Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713); Peace and Human Rights and Issues and Concepts; and Environmental Management and Protection);
Analytical Ability (Logical and Data Interpretation); and
Numerical Ability (Basic Operations; Number Series and Sequence; and Worder Problems).
The review session aims (1) to supplement existing knowledge of participants for them to be ready in taking the Career Service Examination; (2) to familiarize examinees with the type of questions given during the Pen and Paper Test through the administration of a series of exercises; and (3) to help employees' secure the necessary eligibility requirement as one of the qualification standards for career positions.
The DSWD Field Office 1 - Human Resource Management and Development Division (HRMDD) through the Learning and Development Section (LDS), conducted the Gender Sensitivity Training on 2-5 June 2025, at the Ynad’s Place Hotel and Resort, Brgy. Namtutan, City of San Fernando, La Union. The training was attended by 20 staff from the different Offices/Divisions/Sections/Units (ODSUs).
The training aims (1) to increase gender-equality awareness, reduce knowledge and capacity gaps, and encourage a process of change in the workplace by providing theoretical and practical tools necessary to understand why and how participants can mainstream gender in their work; (2) to enlighten the participants on the difference between SEX and GENDER; (3) to provide an opportunity for the participants to analyze gender issues and concerns; (4) to encourage the participants to develop a vision of a gender-fair society; and (5) to require the participants to prepare a commitment on how to apply their learning from the activity.

The DSWD Field Office 1 - Human Resource Management and Development Division (HRMDD) through the Learning and Development Section (LDS), conducted the Agency Orientation of Field Office 1 Employees on Office Policies and Guidelines (Batch 1) on 22-24 April 2025, via Google Meet. The activity was attended by 29 newly-hired staff from the different Offices/Divisions/Sections/Units (ODSUs).
The orientation aims (1) to identify the different programs and services of the Department; (2) to know and understand the rights, benefits, privileges, and responsibilities of a DSWD employee; (3) to gain knowledge, understand, and appreciate the different policies and guidelines of the Department on human resource management and development, administrative, and financial concerns; and (4) to internalize the "must be values" of a public employee / official as indicated in the "DSWD Code of Conduct and the RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.

The learning session aims to inform staff with the different concepts and principles of learning and development and provide guidance on strict adherence to office policies and guidelines.
As part of the 124th Philippines Civil Service Anniversary Celebration, The DSWD Field Office 1 - Human Resource Management and Development Division (HRMDD) through the Learning and Development Section (LDS) conducted the Learning Session on Writing DSWD Correspondences and Reports on 10-11 September 2024, at the Hotel Ariana and Restaurant, Paringao, Bauang, La Union which was attended by 29 staff. Mr. Daniel D. Alejandre, Training Specialist III of the Social Welfare Institutional Development Group - Knowledge Management Division (SWIDB - KMB), and Ms. Aileen d. Guevarra, Administrative Officer II of the Office of the Regional Director - Anti-Red Tape Unit, served as the Resource Persons during the activity. The following were the highlights of the activity:
DSWD Quality Management System (QMS);
Common Challenges Encountered in Making DSWD Communication Materials;
Written Communication; and
Development and Strengthening Knowledge on Effective Writing DSWD Correspondences and Reports.
The learning session aims to standardize DSWD templates and style guides for various correspondence and reports in the Field Office and to emphasize the importance of clear and consistent communication for effective collaboration within DSWD and with external stakeholders.
