The Learning and Development Section aims to strengthen the Field Office Career Management and develop systems anchored on the promotion of skills (soft/ hard), and develop human capital up to optimum potential.
Its specific functions are but not limited to:
1. To prepare, review, and update HR development plans;
2. To implement and monitor local and foreign scholarship programs, as well as specialized trainings for personnel:
3. To implement alternative capability building interventions appropriate to the needs of the Department's human resources. such as job rotation, reshuffling, teambuilding, work improvement teams, job coaching, career counseling, mentoring, among others.
4. To conduct capability building needs assessments at the individual level and organizational level:
5. To coordinate with other units in the planning and development of capability building programs for offices, services, and units;
6. To ensure provision of assistance to officials and employees relative to their participation in trainings, scholarships, and other personnel development programs, and
7. To maintain pertinent database relative to human resource development, performance management, career development and other organizational development concerns.
The Learning and Development Section designed and initiated the creation of Google Classroom for Learning and Development Reference Materials on October 25, 2022, with the goal of providing IEC Materials to DSWD employees, particularly New Entrants, to educate them about the policies, guidelines, programs, and services offered by our organization. This initiative is a prelude to the DSWD Employee Onboarding Program. Our intention is to offer modular resources so that we may design personalized learning pathways that accommodate employees' varying demands and learning styles. It is also quickly updated, changed, or added to, which makes it easy to adjust to the many goals and changes of our thrusts and priorities.
The use of modular training materials in Google Classroom significantly enhances the educational experience by providing flexibility, engagement, and structure. It supports personalized learning, efficient resource use, and effective assessment, while promoting collaboration and inclusivity. This modular approach empowers educators to deliver high-quality, adaptable, and scalable education that meets the diverse needs of all employees.
Orientation for Newly-Hired Workers of DSWD 4 - CALABARZON

The activity spanned four days, from March 19 to March 22, 2024. It was attended by newly hired employees from November 2023 to March 2024, with priority given to those in permanent and contractual positions. The sessions were conducted in an interactive classroom setting, led by internal staff experts in the respective topics.
The primary methodologies included lectures, plenary discussions, and visual aids such as PowerPoint presentations and workshops. To assess understanding, pre-tests and post-tests were administered, along with evaluation forms.
The newly hired participants had the opportunity to connect with colleagues from various divisions through interactive exercises and icebreakers. Additionally, they were given the chance to lead Management of Learning sessions in the following days, enhancing their knowledge on our agency's policies, guidelines, programs and services.
GENDER AND DEVELOPMENT: UNDERSTANDING GENDER SENSITIVITY AND GENDER RESPONSIVE APPROACH IN THE WORKPLACE

Over the course of three engaging days, from May 22 to May 24, 2024, the Learning and Development Section hosted a dynamic activity designed to bring our team together. Our resource person, a knowledgeable internal staff member, guided us through various topics with expertise.
We utilized a mix of methodologies, including captivating lectures, lively plenary discussions, and visually stimulating aids such as PowerPoint presentations and hands-on workshops. To ensure everyone was on the same page, we administered pre-tests and post-tests and facilitated evaluation forms.
Our newly hired participants had the exciting opportunity to connect with colleagues from different divisions through fun and interactive exercises and icebreakers, fostering a sense of unity and collaboration.
TECHNICAL SHARING SESSION ON PROCESS AND STRATEGIES ON THE CONDUCT OF ADMINISTRATIVE FACT-FINDING INVESTIGATION

On May 14, 2024, the LDS facilitated a one-day activity featuring a technical sharing session. This event brought together a select group of participants from the Human Resource Management and Development Division (HRMDD), Grievance Officers from the Pantawid Pamilyang Pilipino Program Management Office (PPPPMO), and previous members of the fact-finding investigation committee.
The session was set in an interactive classroom environment, fostering a collaborative and engaging atmosphere. Our resource persons, all internal staff with expertise in the relevant topics, led the session. Their wealth of knowledge and experience added immense value to the discussions and activities.
Beyond the formal learning activities, the session also provided a valuable opportunity for participants to network and build connections with colleagues from different divisions. Interactive exercises and icebreakers were incorporated to promote camaraderie and teamwork, making the day not only informative but also enjoyable.
