The HRMDD is responsible to address the Field Office manpower requirements and ensure the well-being of personnel towards greater employee productivity and overall organizational effectiveness by leading the development of policies and systems relative to manpower planning, recruitment and selection, performance management, human resource needs assessment, career development and employee welfare and labor relations, and personnel administration.
Specifically, it aims to:
To advise management on the development of human resource development (HRD) policies, programs and standards.
To implement, manage, review and enhance the personnel recruitment, selection, placement policies and systems;
To conduct research and development studies relative to manpower planning; human resource needs assessment; recruitment, selection, and placement; performance management; career management and development; and employee welfare and labor relations
To maintain pertinent database relative to human resource development, performance management, career development, and other organizational concerns;
To provide technical assistance to support the implementation and enhancement of HRD policies, programs, and systems within the Field Office;
Maintain effective liaison with other offices relative to its key result areas;
To implement, monitor, and enhance policies and systems regarding personnel transactions, benefits and other personnel administration concerns of the Field Office.
The Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) aims to successfully transform the agency’s human resource management system, competencies and practices to elevate public sector human resource to a level of excellence for good governance and for efficient and effective public service delivery.
Muntinlupa City, September 22, 2021 – The Civil Service Commission, through its Regional Office 4 (CSC-4), awarded the DSWD - HRMDD with the Plaque of Recognition for its excellence in human resource management systems, practices and competencies in the four-core human resource management areas, namely:
1) Recruitment, Selection and Placement;
2) Performance Management;
3) Learning and Development; and
4) Rewards and Recognition.
Quezon City, December 13, 2018 – The Civil Service Commission, through its Regional Office 4 (CSC-4), awarded the DSWD - HRMDD with the Certificate of Recognition for obtaining Maturity Level 2 of the Enhanced Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) in four (4) Human Resource Systems, namely Recruitment, Selection, & Placement (RSP) Performance Management (PM), Rewards and Recognition (R&R) and Learning and Development (L&D)
7S (GOOD HOUSEKEEPING)
Last 12 October 2021 and 28 October 2021, the HRMDD headed by Ms. Mary Jane Mollenido (OIC-Division Chief) conducted the 7S - Good Housekeeping together with all sections of the division.
The following strategy was followed in the conduct of the 7S activity:
1. Sort – Identifying and eliminating unnecessary items in the workplace
2. Systematize – Arranging necessary items in good order for use
3. Sweep – Cleaning your workplace and equipment
4. Standardize – Maintaining a high standard of good housekeeping
5. Safety – Maintaining a safe workplace
6. Self-discipline -Doing things spontaneously without being told or ordered
7. Sustain – Continuing 7s activities in order to achieve consistently good results
