In celebration of National Environmental Education and Awareness Month, the Young Earthsavers' Society (YES) together with its partners - Tanggol Kalikasan, Inc. -Institute of Environmental Governance, LGU Bacnotan, Asosasyon ti Manggalap ken Mannalon iti Baroro, Bacnotan, and the Philippine National Police Regional Mobile Force Battalion of Region 1 conducted a mangrove growing activity along the Baroro River on November 9. 2022.
The activity aimed to increase the green space in the area, promoting environmental benefits to include habitat for the fishes, coastal erosion and carbon sequestration among others. It also aimed to foster green collaboration among different stakeholders for the protection of our environment.
Before the start of the event, Mr. Celso H. Jucutan, YES Adviser gave an orientation of the activity and on the different environmental events being celebrated for the month of November.
A total of 300 mangroves (Rhizophora sp.) were planted by the forty-six (46) participants.
Collaboration meeting on the establishment of Blue Economy Lab was conducted at the Conference Hall, Old Administration Bldg., DMMMSU Mid La Union Campus, City of San Fernando, La Union on October 27, 2022.
Mr. Elmer Soriano of CIVIKA, a non-governmental organization oriented the participants on the concepts of blue economy lab. Blue Economy Lab is a social laboratory that promotes research, conversation and collaboration among stakeholders for the sustainable utilization and management of coastal and marine resources. It also refers to an economic paradigm for more sustainable utilization of marine resources so as to contribute to economic development, improved human well-being, and social equity. It covers renewable energy, fisheries, maritime transport, waste management, tourism and climate change.
The activity was organized by DMMMSU Environmental Management Unit and the Institute of Environmental Governance (IEG) headed by Mr. Celso H. Jucutan, Coordinator together with CIVIKA. It was participated by Dr. Irene de Vera of Pangasinan State University (PSU), CG ENS Mart Deserva and CG ENS Alsanal Datu Halun from Philippine Coast Guard District - Northwestern Luzon, Mr. Roberto Nebrida from Partnerships for Nation- Building, Inc. (PNBI), Mr. Ricardo V. Catbagan of DA- Bureau of Fisheries and Aquatic Resources RO1, Ms. Jorrainne Nor P. Rasay of PGLU Environment and Natural Resources Office and Engr. Candy Miguel of PGLU Provincial Health Office. Dr. Dodilyn Bermudez and Prof. Valentino V. Prado, IEG Faculty Trainers were also present during the activity.

Evaluation of initiatives implemented by DMMMSU Institute of Environmental Governance (IEG) under the Environmental Justice Sector Reform Program Phase 2 (EJSRP2) was conducted by Tanggol Kalikasan thru the Central Luzon State University (CLSU) from October 17-19, 2022.
The CLSU Team conducted interviews with the participants of environmental governance webinar series. Also, the team visited the selected Area Specific Action Plan (ASAP) implementation sites.
In the Municipality of Santo Tomas, La Union, three activities were evaluated namely mangrove enrichment (Brgy. Casantaan), solid waste management technical assistance (Brgy. Ubagan) and community-based water impounding and distribution system (Brgy. Pongpong). To help in the reforestation efforts of the LGU, the group planted nine (9) sagat seedlings in Brgy. Pongpong.
Mangroves planted in Bauang Mangrove Eco-Park was also evaluated on the second day. Bantay Dagat members who participated in the RA 10654 orientation were also interviewed. During the conversation, Mayor Martin De Guzman shared the LGU plans to further develop the site as an ecotourism destination.
On the third day, ridge to coast greening initiatives in Aringay, La Union were evaluated. The team reached the bitaog trees planted and nurtured in Brgy. Samara. Mangroves planted in Brgy. Santa Lucia and Brgy. Dulao were also visited. After which, the group proceeded to the Municipal Disposal Facility to count the flowering plants (dama de noche, sampaguita and ylang-ylang) and bamboo planted.

In celebration of International Coastal Clean-Up Day, members of DMMMSU Young Earthsavers' Society (YES) together with Emerging Islands, La Union Surf Club (LUSC), DMMMSU Institute of Environmental Governance (IEG), and Raniag ken Boses ti Agtutubo (RBA) conducted a clean-up activity in San Juan, La Union on September 17, 2022.
About 12 kilograms of wastes mostly plastics were collected by the volunteers along the 1.5 km coastal stretch. Other wastes collected during the activity include cigarette butts, used face masks, barbeque sticks, nylon strings and other food wrappers.
We enjoin everyone to make our seas clean by properly managing our wastes. Dispose trash in designated bins or containers. Let us educate others to become active environmental citizens.
We extend our appreciation to LeeRoy, #El Union Coffee and Flotsam&Jetsam for the support, coffee and snacks provided during the event.

In celebration of Lung Month, the DMMMSU Institute of Environmental Governance together with LGU Bacnotan, Barangay Council of Baroro,
Assosasyon ti Mangngalap Ken Mannalon iti Baroro Bacnotan La union Incorporated, and PNP Maritime conducted tree growing activity along the coast of Baroro.
A total of 30 coconuts and 50 bitaog trees were planted to support the Beach Forest Development Project being implemented by DMMMSU IEG, Tanggol Kalikasan and LGU Bacnotan.

Another learning session on Republic Act 10654 (Amended Fisheries Code of the Philippines) was spearheaded by the DMMMSU Institute of Environmental Governance (IEG) on June 21, 2022. The learning session held at Bauang Mangrove Eco-Park was participated by the Bantay Dagat members of various barangays.
Ms. Florence Rulloda, Municipal Environment and Natural Resources Officer (MENRO) of Bauang, La Union warmly welcomed the participants. She also conveyed her profound gratitude to the University thru the IEG and to Tanggol Kalikasan for their continued assistance to the green initiatives of the municipality.
Further, Mr. Celso H. Jucutan, IEG Coordinator discussed the environmental partnership between and among DMMMSU, Tanggol Kalikasan and the Local Government Unit of Bauang. He also emphasized the vital roles of the Bantay Dagat in safeguarding the coastal resources. Mr. Jucutan also shared the environmental services being provided by mangroves such as carbon sequestration, erosion control, wildlife habitat, and pollution control among others. Mangroves also help trap wastes including plastics, thus preventing litters to the sea.
Prof. Valentino V. Prado of the College of Fisheries (DMMMSU SLUC) discussed the salient provisions of the law including the prohibited fishing practices and corresponding penalties. During the discussion, the participants mentioned current challenges on coastal resource management and law enforcement. They also recommended measures to address these challenges.

The DMMMSU Institute of Environmental Governance (IEG) together with the Municipal Agriculture Office of Bacnotan headed by Dr. Divina Gracia Gonzales Apigo, Barangay Council representatives of Baroro, and members of the fisherfolk community planted sixty (60) bitaog and twenty (20) bani trees along the coast of Brgy. Baroro, La Union on June 18, 2022 as part of the Beach Forest Development Project.
Further, monitoring of the planted talisay and mangroves along the Baroro River was conducted.

An orientation on Republic Act (RA) 10654 otherwise known as the Amended Philippines Fisheries Code was conducted by DMMMSU Institute of Environmental Governance (IEG) at Barangay Taboc, San Juan, La Union.
This activity participated by the Bantay Dagat members of San Juan aims to enhance the awareness on the salient features of the law. Further, this strengthens the capacity of the community stakeholders on coastal law enforcement.

In celebration of Environment Month, the DMMMSU Institute of Environmental Governance (IEG) together with LGU Aringay and other stakeholders from the Philippine National Police (PNP) and partner fisherfolk organization planted a total of eighty-four (84) bitaog trees at Barangay Samara, Aringay, La Union on June 15, 2022.
This activity is part of the ridge to coast greening initiative being implemented thru the tripartite partnership of DMMMSU, the Municipality of Aringay, La Union and Tanggol Kalikasan , Inc. with funding support from US Department of Interior International Technical Assistance Program (DOI-ITAP) and US Department of State Bureau of International Narcotics and Law Enforcement Affairs.
In support to the coastal law enforcement component of Poro Marine Protected Area (PMPA), City of San Fernando, La Union, the DMMMSU Institute of Environmental Governance (IEG) facilitated the repair of their patrol boats (2 units). The project also provided one (1) motor engine to the smaller boat to fully operationalize the floating asset. In addition, ten (1) life vests were given to the patrolling and enforcement team headed by Mr. Simplicio Baldemor.
The boats were previously acquired thru the assistance of the City Government of San Fernando, La Union and thru the donation of the late Punong Barangay of Poro Hon. Nardi Valero.
The refurbished floating assets were formally turned over on June 15,2022 to the Poro MPA management led by its President Mr. Martin Ollero, Jr. witnessed by Poro Barangay Council represented by Mr. Boy Unson, Secretary; the City Environment and Natural Resources Office of San Fernando represented by Ms. Rose Ann Martinez, EMS 1; Mr. Rizzvill Espina, ISO Project Officer and Mr. Celso H. Jucutan, IEG Coordinator.

As part of the Sustaining Coastal Resilience Project in Bauang, La Union, and additional 5,600 mangrove propagules were planted in Bauang Mangrove Eco-Park, Brgy. Parian Oeste, Brgy. Pudoc, PGLU ENRU Office, DENR, PENRO La Union, Jaime V. Ongpin Foundation, Clean Coast Project TWG members, Dragon8 Junkshop, LGU Bauang and DMMMSU (Institute of Environmental Governance and Institute of Environmental Studies) and fishermen from October 2021 to June 2022, the project already planted 25,550 mangroves. Mangroves provide significant environmental services such as habitat of fishes and other organisms, carbon sequestration, and erosion control among others.
Aside from mangrove planting, some participants collected wastes along the mangrove and beach areas and they mostly gathered plastic bottles and other plastic debris. It is important to educate the stakeholders on the proper disposal of solid waste management are conducted in the barangays of San Juan, San Fernando and Bauang, La Union.
The Sustaining Coastal Resilience Project in Bauang, La Union is part of the Environmental Justice Sector Reform Program 2 being implemented by Tanggol Kalikasan and DMMMSU Institute of Environmental Governance (IEG) with support from US Department of Interior International Technical Assistance Program (DOI-ITAP) and US Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL).
The Community-based Water Impounding and Distribution System Project in Brgy. Pongpong, Santo Tomas, La Union was launched on June 08, 2022. This project aims to improve the access of households to water resources. Generally, the households source their water for drinking and other domestic purposes from the springs located about 800 m on the surrounding mountains.
This project implemented by DMMMSU Institute of Environmental Governance (IEG), Tanggol Kalikasan and the Local Government Unit of Santo Tomas provided three (3) 2,000 liters capacity rubberized tanks and 18 rolls of HDPE water distribution hose. Tanks were strategically installed to cater three (3) household clusters benefiting a total of fifty (50) households.
