K-5 Physical Education Proficiency Rubrics
1. Motor Skills & Movement Patterns
(Running, jumping, throwing, catching, kicking, striking, balance, rhythm)
Level Indicators
4 – Exceeds
Performs a variety of movement skills with control, accuracy, and confidence; adapts skills successfully in games and activities.
3 – Proficient
Performs grade-level movement skills with control and consistency in practice and game settings.
2 – Developing
Performs basic movement skills with some success; control and consistency are emerging. Still needs some assistance.
1 – Beginning
Has difficulty performing movement skills; requires frequent cues or assistance.
Montana PE Standard:
Standard 1 – Demonstrates competency in motor skills and movement patterns.
2. Movement Concepts & Strategies
(Space, effort, pathways, rules, simple tactics)
Level Indicators
4 – Exceeds
Applies movement concepts and simple strategies independently to improve performance and game play.
3 – Proficient
Demonstrates understanding of movement concepts and applies them during activities.
2 – Developing
Shows basic awareness of movement concepts; applies them inconsistently.
1 – Beginning
Limited understanding of movement concepts; needs direct instruction and reminders.

Standard 2 – Applies knowledge of movement concepts, principles, and strategies.
3. Health-Enhancing Physical Activity & Fitness
(Effort, fitness components, active participation)

4 – Exceeds
Actively participates at a high level and explains how physical activity improves health and fitness.
3 – Proficient
Participates regularly and demonstrates age-appropriate understanding of fitness concepts.
2 – Developing
Participates inconsistently; basic understanding of fitness concepts is emerging.
1 – Beginning
Rarely participates or needs frequent encouragement to stay engaged.

Has difficulty following rules or working safely and respectfully with others.
