The Public Housing and Settlements Service (PHSS) is responsible for the development, management, and oversight of government housing initiatives and urban development projects.

The Public Housing and Settlements Service (PHSS) is responsible for the
development, management, and oversight of government housing initiatives and
urban development projects. The PHSS implements the government’s asset reform
programs, formulates national housing policies, and spearheads key special housing
projects aimed at addressing the needs of vulnerable sectors.
Key functions of the PHSS include:
Development and management of government lands for housing and urban projects.
Implementation of post-disaster/shelter recovery and climate change adaptation efforts.
Establishment of socialized and economic housing sites, as well as new settlements and urban renewal programs.
Coordination of housing policies and regulatory frameworks, including rental regulations and disaster recovery plans.
PHSS operates through three divisions:
Special Housing Projects Division (SHPD): Responsible for the development of innovative and targeted housing programs and policies to address the needs of underserved and vulnerable households.
Asset Reform Division (ARD): Oversees the strategic utilization of idle government properties, facilitating land proclamations for housing and security of tenure.
Housing Policy and Settlements Division (HPSD): Develops and reviews national housing policies and urban development policies to address public housing needs and provides expertise for legislative actions related to public housing.
