The Homeowners Association and Community Development Bureau (HOACDB) is Established under RA 11201, HOACDB leads in guiding, regulating, and strengthening homeowners associations (HOAs) nationwide.
Profile
Established under RA 11201, HOACDB leads in guiding, regulating, and strengthening homeowners associations (HOAs) nationwide. It is composed of three divisions that ensure effective policy-making, capacity building, and accountability.
Policies and Standards Division (PSD) – Develops and updates HOA policies, standard governing documents, and strategies for sustainable communities. Engages stakeholders through consultations, opinions, and program design.
Capacity Development Division (CDD) – Enhances HOA governance and management through training, orientation materials, and partnerships with LGUs, NGAs, and private groups. Provides technical assistance to empower HOAs, housing cooperatives, and CSOs in managing development projects.
Monitoring and Evaluation Division (MED) – Tracks and evaluates policies, programs, and projects for effectiveness and impact. Maintains a national registry of HOAs, federations, and umbrella organizations to strengthen transparency and oversight.
