Guidelines and submission of visa application
Submit visa applications at least thirty (30) days in advance of expected travel to the Philippines. The Embassy will not expedite visa processing to accommodate the visa applicant’s flight schedule. The Embassy has the discretion to deny the visa or to refuse service to any individual.
Note:
The Embassy will NOT process visa applications with:
incomplete documentary requirements; and
incorrect details, incorrect photo, unclear passport copy, unsigned application form
Extend courtesy to the Embassy personnel;
Unruly or rude behavior may result to visa denial;
Visa is a privilege, not a right; and
Visa issuance does not guarantee entry to the Philippines.

9(a): Business, Tourist, Filmmaker, Journalist, Athletes, Sailors/Yacht and Foreign dependents (spouse/children/parents) of Filipino Nationals Visa
9(e): Diplomatic/Official and International Organization Visa
9(b): Transit Visa
9(c): Seaman and Crew List Visa
9(g): Pre-Arranged Employment Visa
47(a)(2): Special Non-Immigrant Visa
In January 2022, the Embassy started implementing the procedure below:
Step 1: REQUIREMENTS (click me)
Foreign nationals (applicants) who are legal residents in Malaysia (holders of long-term Malaysia Pass/Visa)
Visit the "Requirements" (click me) menu in this website for the visa requirements, procedure, forms and fees, click on the specific visa category [9(a), 9(b), 9(c), 9(e), 9(g), 47(a)(2), others]
Step 2: APPOINTMENT SCHEDULE AT THE EMBASSY (Walk-in on a "first come, first served" basis) (click me)
Effective 13 February 2024 until further notice (online appointment system is under maintenance), the Philippine Embassy in Kuala Lumpur will accept walk-in visa applications from Monday to Friday, 9:00am to 11:00am (except holidays) but is limited only to "first come, first served" basis.
Step 3: VISA APPLICATION FORM
Kindly use and download the FA Form No. 2 (download) <-- click download
Fill-out the FA Form No. 2 (with "NOT FOR SALE" watermarks) and proceed to Step 4
Step 4: PERSONAL APPEARANCE, INTERVIEW AND SUBMISSION OF APPLICATION AT THE EMBASSY (click me)
After completion of Steps 1 to 3, proceed to the Philippine Embassy in Kuala Lumpur for interview and bring the following documents:
printed copy of your signed visa application form FA Form No. 2; and
original and photocopy of all other documentary requirements (in Step 1) -[for all visa applicants].
Step 5: PAYMENT AND COLLECTION OF VISA (click me)
After successful interview and submission of complete documentary requirements:
For non-visa-required nationals (countries under EO 408):
original passport will be collected for visa printing
for payment to the cashier (applicant will be issued an official receipt for the collection of passport with visa)
applicant will come back for the collection of passport with visa (after 3 working days for expedite/express service or after 5 working days for regular service)
bring the official receipt and proceed to the Releasing window number "5"
For visa-required nationals (countries not included in EO 408):
application form and complete documents will be forwarded to the Philippines for approval and clearance
for single-entry visa, clearance period takes five (5) working days (1 week)
for multiple-entry visa, clearance and approval period takes one (1) month
original passport will be given back to the applicant
original copy of Certificate of Good Conduct (No Adverse Record) will be given back to the applicant (for tourist visa applicants)
a return slip will be issued to the applicant by the Visa Officer
the Embassy will send an email to the applicant once the clearance/approval is received from the Philippines (after 1 week for single-entry visa and after 1 month for multiple-entry visa)
the applicant shall wait for the Embassy's email, once the applicant received the email, he/she will come to the Embassy and submit the original passport together with the return slip issued by the Visa Officer (no Embassy email, no clearance/approval from the Philippines)
for payment to the cashier (applicants will be issued an official receipt for the collection of passport with visa)
applicant will come back again for the collection of passport with visa (after 3 working days for expedite/express service or after 5 working days for regular service)
bring the official receipt and proceed to the Releasing window number "5"

For single-entry visa:
Non-visa-required nationals (countries under EO 408):
application/interview + payment + printing + collection = 3 working days (express/expedite) to 5 working days (regular)
Visa-required nationals (countries not included in EO 408):
application/interview + clearance = 5 working days or more (depends on the clearance from the Philippines);
plus (+) additional days for
payment + printing + collection = 3 working days (express/expedite) to 5 working days (regular)
For multiple-entry visa:
All foreign nationals (non-visa required and visa-required nationals):
application/interview + clearance/approval = 1 month or more (depends on the approval from the Philippines);
plus (+) additional days for
payment + printing + collection = 3 working days (express/expedite) to 5 working days (regular)

REMINDERS
A visa is not a guarantee for entry into the country, as entry to / exit from the Philippines is a function of the Philippine Bureau of Immigration (BI). In this regard, foreign nationals are advised to bring with them the necessary documentary proof in connection with their purpose of entry into the Philippines, which may be required by immigration officials to be presented at the port of entry.
