Guidelines for those who are applying for Philippine visa
Foreign national (applicant) must be a legal resident in Malaysia (holder of long-term Malaysia Pass/Visa)
If not a legal resident in Malaysia, foreign nationals may apply for a Philippine visa only from Philippine Embassy/Consulate in their country of origin or place of legal residence
Submit visa applications at least thirty (30) days in advance of expected travel to the Philippines. The Embassy will not expedite visa processing to accommodate the visa applicant’s flight schedule. The Embassy has the discretion to deny the visa or to refuse service to any individual.
Note:
The Embassy will NOT process visa applications with:
incomplete documentary requirements; and
incorrect details, incorrect photo, unclear passport copy, unsigned application form
Extend courtesy to the Embassy personnel;
Unruly or rude behavior may result to visa denial;
Visa is a privilege, not a right; and
Visa issuance does not guarantee entry to the Philippines.

Indian nationals with valid and current American, Japanese, Australian, Canadian, Schengen, Singapore or United Kingdom (AJACSSUK) Visa who wish to visit the Philippines for tourism purposes may be granted a visa-free entry into the country for an initial authorized stay not exceeding fourteen (14) days.
Chinese nationals with valid and current American, Japanese, Australian, Canadian or Schengen (AJACS) Visa who wish to visit the Philippines for tourism purposes may be granted a visa-free entry into the country for an initial authorized stay not exceeding seven (7) days.
Provided that they shall comply with the following:
Passport valid for at least six (6) months beyond the contemplated stay in the Philippines
Confirmed two-way/round trip air ticket (not more than 30 days to return back to their country of origin or travel to the next country of destination)

For holders of Employments Pass:
Malaysian Company letter to the Embassy indicating employment details (position and length of service), remuneration (salary/allowances), and purpose of entry to the Philippines
copy of the Malaysian Business Registration (SSM) of the company, and
photocopy of passport/IC of the signatory (who signed the company letter);
For holders of Student Pass:
Malaysian School Certification/Certificate of Enrollment, and
other documents that may be required by the Visa Officer to support the travel;
For foreign nationals married to a Malaysian national:
Malaysian Marriage Certificate translated in English,
photocopy of the passport/IC of the Malaysian spouse,
If working or with business in Malaysia, submit the following documents:
Letter/Certification from Malaysian company indicating employment details (position and salary)
copy of the Malaysian Business Registration (SSM) of the company, and
photocopy of passport/IC of the signatory (who signed the letter/certification);
other documents that may be required by the Visa Officer to support the travel;
Invitation letter (must be original and notarized in the Philippines) with signature from the inviting person in the Philippines (with guarantee) supported by a copy of the passport or ID of the inviting person, if applicable;
Original and photocopy of Certificate of Good Conduct (No Adverse Record) together with a copy of the Collection Slip issued by the Ministry of Foreign Affairs (Wisma Putra) in Putrajaya (user guide-click me);

An agent or representative may submit the visa applications, original passport and other required documents on their behalf.The representative must bring an Authorization Letter from the visa applicants to process and collect their visas (duly chopped/stamped/notarized by a Notary Public/Commissioner for Oaths in Malaysia); and copy of Agent/Representative's ID. 9(b) Transit Visa - Foreign nationals who are legal residents in Malaysia (holders of long-term Malaysia Pass/Visa) in Transit to the Philippines (click me)
Due to the high volume of visa applicants, if possible, please submit visa applications at least thirty (30) days in advance of expected travel to the Philippines. The Embassy will not expedite visa processing to accommodate the visa applicant’s flight schedule. The Embassy has the discretion to deny the visa or to refuse service to any individual.
9(b) Transit Visa - for a stay in the Philippines of not more than seventy-two (72) hours
All foreign nationals who are in transit to the Philippines, they do not need a transit visa if:
the connecting flight is within 24 hours;
they will not leave the international transit area (the same terminal to their next flight);
they will not switch terminals (terminals 1,2 & 3); and
they will not pass through the Philippine Immigration counter going to their next flight.
Kindly confirm with your airlines of the above situation.
Provided they posses the following:
Passport valid for at least six (6) months;
Return or onward ticket to the next country of destination
Valid visa for the original country of destination when required
For non-visa required countries under EO 408 who are traveling or transiting to the Philippines, they are allowed to enter the Philippines without transit visas for a stay not exceeding thirty (30) days.
For visa-required countries (not included in EO 408), who are transiting to the Philippines (arrival terminal is different from departure terminal and/or is passing through the Philippine Immigration), they need a transit visa. They may apply for a transit visa only from the Philippine Embassy/Consulate in their country of origin (nearest Philippine Embassy in their country) or they may apply for a visa at their place of legal residence (i.e, Philippine Embassy in Kuala Lumpur, Malaysia if they are holders of long-term visas (Malaysia permanent resident visa, Malaysia employment visa, Malaysia student visa, MM2H)).

If you are qualified to the above-mentioned conditions to apply visa at the Philippine Embassy in Kuala Lumpur (holders of long-term Malaysian visas), kindly follow the below transit visa requirements, visa fees and period of processing:
For the visa requirements:
Proof of business operations with Business permit/license or registration (for business owners);
Employment certificate with remuneration (salary/allowances) with letter of guarantee from the applicant's company and photocopy of passport of the signatory (for company employees)
Enrolment Certificate from the Malaysian School (for students)
Affidavit of Support from the Principal with Bank Statements and copy of the passport of the Principal (for students and dependents)
Copy of Marriage/Birth Certificate of the dependents (for dependents)
Bank statement of the latest six (6) months
Hotel accommodation or proof of lodging
Other requirements:
Personal appearance (interview and submission of visa application, simultaneously);
Duly accomplished and signed Visa Application Form (click here to download the application form);
One (1) recent colored photograph in passport size (1.77 x 1.37 inches) with white background;
Original passport and photocopy of the passport data page valid for at least six (6) months;
Copy of current and valid long-term Malaysian visa/pass valid for at least six (6) months;
Copy of the passport pages with previous Philippine visas and/or Philippine Immigration arrival/exit stamps, if any;
Copy of the valid visa for the original country of destination when required;
Copy of the confirmed two-way/round trip flight itinerary, the Embassy will not expedite the visa processing to accommodate the visa applicant’s flight schedule;
Other documentary requirements may be requested by the Visa Officer upon interview of the applicant and assessment of the application.
Note:
Visa Fee (cash only): RM 208 (for visa-required countries) single-entry valid for 3 months
Processing Period: 2 weeks (for visa-required countries with prior DFA-Manila clearance) single-entry

Step 1: Your Philippine Company (employer) shall lodge your visa application for a 47(a)(2) Special Non-immigrant Visa with the Philippine Department of Justice (DOJ);Step 2: DOJ shall convey the authority to issue said visa for approved applicants to the Philippine Department of Foreign Affairs, Office of Consular Affairs (DFA-OCA) in Manila;Step 3: DFA-OCA will send the authority to issue 47(a)(2) visa to the Philippine Embassy in Kuala Lumpur;Step 4: Once the Embassy receives the authority, the applicant may then file the application for a 47(a)(2) visa for entry into the Philippines at the Philippine Embassy in Kuala Lumpur;Step 5: Please coordinate directly with your Philippine Company (employer) on the status of your application.Additional Note:

REMINDERS
A visa is not a guarantee for entry into the country, as entry to / exit from the Philippines is a function of the Philippine Bureau of Immigration (BI). In this regard, foreign nationals are advised to bring with them the necessary documentary proof in connection with their purpose of entry into the Philippines, which may be required by immigration officials to be presented at the port of entry.
