A Philippine Visa is an endorsement made on a travel document by a consular officer at a Philippine Embassy or Consulate abroad denoting that the visa application has been properly examined and that the bearer is permitted to proceed to the Philippines and request permission from the Philippine Immigration authorities at the ports of entries to enter the country.
The visa issued is not a guarantee for entry into the country, as entry to / exit from the Philippines is a function of the Bureau of Immigration. In this regard, foreign nationals are advised to bring with them the necessary documentary proof in connection with their purpose of entry into the Philippines, which may be required by immigration officials to be presented at the port of entry.

Important Note:
EO 408 (List of visa-free entry countries) {click me}
Visa-free entry nationals (citizens of countries included in EO 408)
they must comply with the following requirements:
passport valid for at least six (6) months beyond the contemplated stay
return or onward ticket to the next country of destination (roundtrip confirmed airline ticket)
e-Travel QR code (https://etravel.gov.ph {click me})
no need to apply for a visa at the Philippine Embassy in Kuala Lumpur
entry stamp will be affixed upon arrival at the Philippine immigration counter
Visa-required nationals (citizens of countries not included in EO 408)
they must be a legal resident in Malaysia (holders of Malaysia long-term pass/visa)
if not a legal resident in Malaysia, they may apply for a Philippine visa only from Philippine Embassy/Consulate in their country of origin or place of legal residence
for legal residents in Malaysia (who are not included in EO 408 and holders of Malaysia long-term pass/visa), they must visit the "Requirements (click me)" menu in this website for the guidelines on the list of allowed entry visa, requirements and procedure
All arriving and departing passengers to the Philippines are advised to register online and fill-out the electronic Customs Baggage Declaration Form (e-CBDF) and electronic Currencies Declaration Form (e-CDF) at the e-Travel website at: https://etravel.gov.ph {click me} within 72 hours prior to arrival or departure from the Philippines.
