The Department of Education was established through the Education Decree of 1863 as the Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing administrations and charters. The present day Department of Education was eventually mandated through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which establishes the mandate of this agency.
The Department of Education (DepEd) formulates, implements, and coordinates policies, plans, programs and projects in the areas of formal and non-formal basic education. It supervises all elementary and secondary education institutions, including alternative learning systems, both public and private; and provides for the establishment and maintenance of a complete, adequate, and integrated system of basic education relevant to the goals of national development.
Novaliches High School (NHS) began in 1960 as a Quezon City High School annex, starting with 88 students and five teachers under its first head teacher. Gaining independence in 1964 under Mrs. Isabel C. Tinga, NHS quickly established a reputation for excellence, exemplified by alumnus Bienvinido E. Laguesma, valedictorian and later Secretary of Labor. Subsequent School Heads—Ricardo S. Reyes, Florencio B. Dumlao, Consuelo Sison, Ernesto C. Anunciacion, Marcial Domingo, Alfredo I. Principe, Corazon G. Magbaleta, Thelma Cruz, Angelina J. Ferrer, Norma M. Mapanao, Gil T. Magbanua, Sheridan G. Evangelista, Maria Noemi M. Moncada, Proceso T. Lera, Luis P. Tagayun, and Zaida M. Padullo— contributed to the school's growth and evolution.
The school expanded significantly throughout its history, with key milestones including the opening of annexes: Lagro High School (1974), Sta. Lucia High School (1980), and Doña Rosario High School (2003). Through the years and under various leaderships, NHS excelled academically, earning numerous awards and fostering a strong sense of community engagement. It has persevered, adapting to changing times and expanding its programs to include Special Needs Education and Alternative Learning Systems. In 2016, with the implementation of Republic Act 10533 (Enhanced Basic Education Act of 2012), NHS launched its integrated Senior High School program, offering strands in ABM, HUMSS, TVL – HE (with specializations in Bread and Pastry Production, Food & Beverage Services, and Cookery), and IA (with specialization in Electrical Installation and Maintenance).
Currently, NHS is under the proactive leadership of Dr. Gilore E. Ofrancia, MTM - a proud alumnus (Batch 1995), former Guidance Counselor III of NHS, and a homegrown leader whose roots run deep in the very soil of the institution. In its 60 years of existence, Novaliches High School now serves a thriving student body of 6,573 students in junior and senior high school with strong support of 234 teaching and non-teaching staff.
The school's commitment to academic excellence, community involvement, and student development has remained unwavering.
From its humble beginnings, it has become a cornerstone of its community, a steadfast pillar of education, consistently producing successful graduates and remaining a vital center of learning and opportunity, shaping generations of leaders and contributing significantly to the nation's progress.
