PARA SA ENROLLMENT

HANGGANG KAILAN ANG PERIOD NG ENROLLMENT NGAYONG SY 2020-2021?

Ang enrollment para sa School Year 2020-2021 ay magbubukas sa Hunyo 1 at magtatapos sa Hunyo 30. Ito ay karugtong na lamang ng Early Registration noong Enero. Sa unang dalawang linggo ng Hunyo, remote enrolment ang gagawing papamamaraan dahil ipagbabawal ang kahit anumang pisikal ng pagpunta sa paaralan. Lahat ng learners na hindi makakapag enroll gamit ang kahit anong remote na paraan ay papayagan sa huling dalawang linggo ng Hunyo para pisikal na makapunta sa paaralan at ito ay dedepende sa sitwasyon ng lugar. Dapat rin ay nakasunod pa sa required health standards ng IATF ang posibleng physical enrollment na mangyayari.

PAANO ANG MAGIGING SISTEMA NG ENROLLMENT? FACE-TO-FACE BA?

Hindi kinakailangang pisikal na magtungo ang mga magulang at mag-aaral sa paaralan para sa enrollment ngayong taon. Upang patuloy na mapairal ang Social Distancing at ang health standard na rekomendasyon ng DOH at IATF, ipatutupad ng Kagarawan ang Remote Enrollment.

  • Para sa mga Grade 1-12 na mag-aaral: Ang mga magulang ng mga papasok na Grade 1 to 12 learners ay tatawagan ng kanilang adviser mula sa nagdaang taon para sa 'remote' enrollment. Gayunpaman, maaari ring ang magulang o taga-pangalaga ang tatawag o kokontak sa adviser, sa pamamagitan ng mga numerong nilaan ng paaralan para sa enrollment procedures.

  • Para sa mga papasok ng kindergarten: Maaaring makipag-ugnayan ang magulang ng mga papasok ng kindergarten sa kanilang napiling paaralan para sa kanilang mga anak sa pamamagitan ng mga nilaang numero o bumisita sa website ng paaralan para sa kanilang enrollment procedures.

  • Para sa mga Balik-Aral enrollees: Tulad ng mga transferees, maaaring direktang makipag-ugnayan ang mga Balik-Aral enrollees sa eskwelahang napiling lipatan. Ang lilipatang eskwelahan ay ang siyang magtatala ng kanilang impormasyon at datos.

  • Para sa mga ALS enrollees: Maaaring mag-enroll ang mga mag-aaral sa ilalim ng ALS program sa pamamagitan ng pakikipagugnayan online o pisikal sa paaralan o sa mga barangay na mayroong Community Learning Centers (CLCs). ALS Form 2 (Annex B) ang gagamitin dito batay sa DepEd Order No. 58, s. 2017. Maaari itong ma-access online at mayroon ding mga printed na kopya

ANO-ANO ANG MGA PARAAN NG PAG-E-ENROLL NGAYONG SY 2020-2021?

  • Teacher Lead Enrollment Ang mga guro (class advisers) ang mangunguna sa pagtawag sa kanilang mga estudyante mula Grade 1 hanggang Grade 12 noong nakaraang taon upang kunin ang kanilang impormasyon at ilagay sa LIS.

  • Enrollment Hotlines May mga enrollment focal person (EFP) na tatanggap ng tawag at sasagot sa mga katanungan ng mga magulang ng Kindergarten, transferees, Balik-Aral, at ALS learners. Maglalabas ang DepEd field offices ng listahan ng contact information ng mga paaralan sa inyong lugar.

  • Physical Enrollment Magkakaroon ng mga enrollment kiosk sa mga barangay kung saan pwedeng ipasa ang Learner Enrollment and Survey Form para sa mga hindi ito magagawa online. Mahigpit na ipatutupad ang minimum health and safety standards. Paalala lamang na maaari lamang itong gawin simula sa ikatlong linggo ng Hunyo.

TATANGGAP BA ANG MGA PAARALAN NG MGA LATE ENROLLEES?

  • Ang mga paaralan ay maaring tumanggap ng mga late enrollees kung ang estudyante ay nakapasok sa 80% ng itinakdang school days sa bawat school year at naabot ang mga kinakailangang pamantayan upang pumasa sa bawat grade level. Maari ding gamitin ng mga school heads ang kanilang sariling desisyon sa kung tatanggapin o hindi ang mag-aaral at magsagawa ng mga aktibidad upang makahabol ang nasabing estudyante.

PAANO ANG PAGPAPASA NG MGA DOCUMENTARY REQUIREMENTS PARA SA ENROLLMENT?

  • Dahil sa kasalukuyang sitwasyon pang kalusugan, ang palugit sa pagpapasa o pagsusumite ng mga documentary requirements sa enrollment ay ipagpapaliban muna hanggang Disyembre 2020. Ito ay ipatutupad pareho sa pampubliko at pribadong paaralan. Gayunpaman, inaanyayahan ang mga magulang na ipasa ang mga dokumento sa lalong madaling panahon.

ANO ANG MGA DOKUMENTO O FORM NA KAILANGANG IPASA SA PAG-E-ENROLL NG ANAK KO?

Ang mga sumusunod na dokumento ay maaaring ipasa online (email, Messenger, Viber, atbp.) o sa mga enrollment kiosk sa barangay:

  • Sinagutang Learner Enrollment and Survey Form (LESF); at

  • Mga documentary requirement na nakasaad sa DO 3, s. 2018, kung mayroon naI

    1. PSA Birth Certificate (dating NSO)

    2. Learner School Form 9 (Form 138) kung mag-e-enroll sa Grades 1-12.

PWEDE BANG TANGGIHAN NG ISANG PAARALAN ANG ISANG MAG-AARAL NA KULANG O WALNG DOKUMENTO NA MAIPASA SA LOOB NG ENROLLMENT PERIOD?

Hindi maaring tanggihan ng mga paaralan ang mga mag-aaral na nais mag-enroll ngunit kulang o walang dokumentong maipapasa habang nageenroll

SINO ANG DAPAT MAGBIBIGAY NG SCHOOL RECORD NG ISANG MAG-AARAL?

Ang School Form 9 (Form 138) at School Form 10 (Form 137) ng mag-aaral ay dapat na maibigay ng dating paaralan papunta sa paglilipatang paaralan. Ito ay dapat na school-to-school transaction lamang at ang mga paaralan ay hindi dapat ipasa ang ganitong responsibilidad sa mga magulang o guardian.

PWEDE PA RIN BANG MAGPASA NG APPLICATION PARA SA SHS VOUCHER PROGRAM?

Maari pa ring magpasa ng application sa ilalim ng SHS Vouvher Program kung ikaw kwalipikado sa mga nakaatas na pamantayan. Kung nais na mag-apply sa programang ito, maaring ipasa ang application sa Private Education Committee National Secretariat (PEAC NS) sa pamamagitan ng Online Voucher Application Portal o maaari ding magsadya sa opisina ng PEAN NS kung manual naman ang isasagawang aplikasyon. Dagdag pa rito, ang mga estudyanteng nakatatanggap na ng voucher program ay hindi na kinakailangang mag-apply muli sa kadahilanang automatiko na muli silang makakatanggap ng subsidiya mula sa departamento.

PINAPAYAGAN PO BA ANG MGA PRIVATE SCHOOL NA MAGSAGAWA NG FACE-TO-FACE ENROLLMENT SA UNANG DALAWANG LINGGO NG HUNYO?

Ang mga private schools na nagbabalak na magsagawa ng face-to-face enrollment sa nasabing linggo ay dapat munang sumulat sa DepEd upang ipaalam ito. Mangyaring ipagbigay-alam ito ng mga private schools sa pamamagitan ng pag-email sa Office of Undersecretary Jesus L.R Mateo (usec.governance@deped.gov.ph).

PAANO MALALAMAN ANG PARAAN NG PAG-ENROLL, WALA KAMING INTERNET?

Maaring mag-tanong sa dating class adviser ng mag-aaral sa kung paano ang magiging proseso ng enrollment. Maari ding dumulog sa nakatakdang enrollment kiosk/booth/desk sa inyong mga barangay upang makakuha na rin ng dokumentong kakailanganin.

PAANO ANG PAG-ENROLL KUNG LILIPAT NG SCHOOL?

Nararapat lamang na kontakin ng mag-aaral o magulang ang paglilipatang paaralan upang ipagbigay alam ang ninanais na paglipat.

ANO ANG IBA'T IBANG PARAAN UPANG MAKOLEKTA ANG MGA ENROLLMENT AT SURVEY DATA?

Ang mga enrollment at survey data ay maaring makolekta sa pamamagitan ng: (1) Tawag sa telepono; (2) SMS/Text messaging; (3) Pagpapasa sa pamamagitan ng online (hal. E-mail, Messenger, Viber at iba pa.)

PWEDE NA BANG MAG PUT UP NG ENROLLMENT KIOSK O BOOTH SIMULA JUNE 1?

Hindi pa, absolutely no face-to-face ang unang dalawang linggo.

PAANO KUNG NAKAPAGLAGAY NA KAMI NG BOOTH O KIOSK BAGO PA NAILABAS ANG DEPED ORDER 008, S. 2020?

Pwede lang i-activate ang mga booth o kiosk na naka-ready na sa ikatlong linggo ng Hunyo ayon sa alituntunin ng Kagawaran

ANO ANG LEARNER ENROLLMENT AND SURVEY FORM O ANG LESF?

Ito ay isang instrument upang ma-rehistro ang mga estudyante sa darating na school year at magamit din upang makalikom ng impormasyon sa kakayahan ng bata ukol sa iba’t ibang learning modes.

SAAN MAAARING MAKAKUHA NG LESF?

  1. .Para sa magulang: Ang LESF ay maaaring ma-download sa opisyal na DepEd Website (www.deped.gov.ph) at social media accounts. Maari din itong makuha sa mga enrollment kiosk/booth/desk sa inyong mga barangay. 2.Para sa guro: Ang LESF ay maari ding ma-download mula sa Learner Information System (LIS).

PAANO MAIPAPASA ANG LESF?

Ang pagpapasa ng LESF ay maaring sa pamamagitan ng e-mail, Facebook Messenger, at iba pang paraang na may kinalaman sa online. Ang pagpapasa nito sa pamamagitan ng face-to-face sa paaralan o sa barangay ng mga magulang ay papahintulutan lamang sa ikatlo at ikaapat na lingo ng enrollment period

DAPAT PA RIN BA AKONG MAG-FILL OUT NG LESF KUNG NAREHISTRO KO NA ANG AKING ESTUDYANTE NOONG 'EARLY REGISTRATION'?

Dapat pa ring magpasa ang mga magulang ng LESF sa kadahilanang may mga karagdarang impormasyon sa nasabing dokumento kumpara sa ipinasa noong ‘Early Registration’ form. Ang pagpapasa nito ay kinakailangan upang makumpirma ang mga impormasyong ng mga mag-aaral.

Pwede, basta siguraduhing makukuha ang lahat ng data elements ng LESF at ma-encode sa LIS

PAPAPASUKIN BA ANG MGA BATA SA ESKWELAHAN KAHIT HINDI PA NAPUPUKSA ANG VIRUS?

Alinsunod sa DepEd Order 007, s. 2020, at sa pagbibigay prayoridad ng Kagawaran ng Edukasyon sa kapakanan at kalusugan ng mga guro at mag-aaral, hindi magiging face-to-face ang pag-aaral sa pagbubukas ng klase.

ANO ANG NAGING BATAYAN NG DEPED PARA ITULOY ANG PAGBUBUKAS NG KLASE PARA SA SCHOOL YEAR 2020-2021?

Nagdaos ng survey ang Kagawaran kung saan 700,000 na guro, mag-aaral at magulang ang sumagot at piniling idaos ang pasukan sa huling linggo ng Agosto. Gayunpaman, ang survey ay isang bahagi lamang ng malawakang konsultasyon. Nagkaroon din ang DepEd ng mga pag-aaral, consultation at ilang pagpupulong na kasama ang DOH at IATF.

HINDI BA MASYADONG MAAGA ANG AUGUST 24 SA PAGBUBUKAS NG KLASE?

Ayon sa Section 3 ng Republic Act. No. 7797, ang mga klase sa basic education ay dapat magbukas sa unang lunes ng Hunyo at hindi dapat lalampas sa huling araw ng Agosto. Ang rekomendasyon sa pagbubukas ng klase ay suportado ng Pangulo at ng IATF sa nasabing araw basta’t isasaalang-alang ang kaligtasan at kalusugan ng mga mag-aaral, guro, at iba pang staff ng paaralan na mariing susundin ng DepEd.

PAANO ANG MGA MAG-AARAL NA WALANG INTERNET CONNECTION AT GADGETS SA BAHAY? PAANO SILA MAARING MATUTO?

Sa ilalim ng Learning Continuity Plan ng Department of Education, nakapaloob ang mga Learning Delivery Modes na maari nilang gamitin. Bukod sa online learning, gagamitin rin ang mga self-learning modules, TV at radio sa pag-aaral ng mga estudyante.

SINO ANG MAGTUTURO SA MGA BATA KUNG HINDI FACE TO FACE?

Mahalaga ang papel ng magulang o guardians ng mga estudyante habang pinatutupad ang Distance Learning. Sila ang ang magiging gabay ng ating mga learners upang maging posible ang patuloy na pagkatuto.

PAANO ANG MGA GURO? MASASAKRIPISYO BA ANG KALUSUGAN NILA?

Tulad ng ating mga learners, hindi rin magiging face-to-face ang pagpasok ng ating mga guro. Maari nilang ipagpatuloy ang serbisyo at pagtuturo habang nananatili sa loob ng bahay.

MAY BAYAD BA ANG LEARNING MODULES?

Ang learning modules na ginawa at ipamimigay ng DepEd ay libre o hindi kailangang bayaran.

KAILAN IBIBIGAY ANG MGA PRINTED MATERIALS NA PAG-AARALAN NG MGA BATA?

Magiging available ang mga printed materials na maaring gamitin ng mga mag-aaral bago ang pagsisimula ng klase sa Agosto.

DepEd Learning Delivery Modalities for School Year 2020-2021

What is Distance Learning?

This refers to a learning delivery modality where learning takes place between the teacher and the learners who are geographically remote from each other during instruction.

What is Modular Distance Learning?

Learning is in the form of individualized instruction that allows learners to use self-learning modules (SLMs) in print or digital format/electronic copy, whichever is applicable in the context of the learner and other learning resources like Learner’s Materials, textbooks, activity sheets, study guides and other study materials.

What is Online Distance Learning?

It features the teacher facilitating learning and engaging learners’ active participation using various technologies accessed through the internet while they are geographically remote from each other during instruction.

What is Home Schooling?

It is an alternative delivery mode (ADM) that aims to provide learners with equal access to quality basic education through a home-based environment to be facilitated by qualified parents, guardians or tutors who have undergone relevant training.

What is Blended Learning?

This refers to a learning modality that allows for a combination of face to face and online distance learning (ODL), face-to-face and modular distance learning (MDL), face-to-face and TV/Radio-based Instruction (RBI), and face-to-face learning and a combination with two or more types of distance learning.

What is Traditional Face-to-Face Learning?

This refers to a learning delivery modality where the students and the teacher are both physically present in the classroom, and there are opportunities for active engagement, immediate feedback, and socio-emotional development of learners.

What is Alternative Delivery Modes (ADM)?

Alternative Delivery Modes (ADM) are tried and tested alternative modalities of education delivery within the confines of the formal system that allow schools to deliver quality education to marginalized students and those at risk of dropping out in order to help them overcome personal, social and economic constraints in their schooling.

What is the K to 12 Program?

The K to 12 Program covers 13 years of basic education with the following key stages:

Grades 4 to 6

Grades 7 to 10 (Junior High School)

Why are we now implementing 12 years of basic education?

The Philippines is the last country in Asia and one of only three countries worldwide with a 10-year pre-university cycle (Angola and Djibouti are the other two).

A 12-year program is found to be the best period for learning under basic education. It is also the recognized standard for students and professionals globally.

What has been done to get ready for K to 12? Are we really ready for K to 12?

SY 2011-2012: Universal Kindergarten implementation begins

SY 2012-2013: Enhanced curriculum for Grades 1-7 implemented

2013: K to 12 enacted into Law

2014: Curriculum for Grades 11-12 finished

This 2015, we are getting ready for the implementation of Senior High School (SHS) in SY 2016-2017.

We are on the fifth year of the implementation of the K to 12 Program. Our last mile is the Senior High School. All 221 divisions of the Department of Education (DepEd) have finished planning and have figures on enrolment a year in advance. These plans were reviewed by a separate team and finalized upon consultation with other stakeholders.

  • Classrooms: DepEd has built 66,813 classrooms from 2010 to 2013. There are 33,608 classrooms completed and undergoing construction in 2014. As of DepEd is planning to establish 5,899 Senior High Schools nationwide. As of April 30, 2015, DepEd has issued provisional permits to 1,866 private schools set to offer Senior High School in 2016.

  • Teachers: From 2010-2014, DepEd has filled 128,105 new teacher items. DepEd is targeting two kinds of teachers: those who will teach the core subjects, and those who will teach the specialized subjects per track. DepEd will hire 37,000 teachers for Senior High School for 2016 alone.

  • Textbooks: Learning materials are being produced for elementary to junior high while textbooks for Senior High School (which has specialized subjects) are being bid out.

  • Curriculum: The K to 12 curriculum is standards- and competence-based. It is inclusive and built around the needs of the learners and the community. The curriculum is done and is available on the DepEd website. It is the first time in history that the entire curriculum is digitized and made accessible to the public.

Private SHS: There are 2,199 private schools cleared to offer Senior High School and over 200 more being processed.

How will K to 12 affect the college curriculum?

The College General Education curriculum will have fewer units. Subjects that have been taken up in Basic Education will be removed from the College General Education curriculum.

I’ve been hearing that a lot of people have not been consulted regarding K to 12. Is this true?

DepEd has always been transparent in the planning and implementation of K to 12. There have been regular consultations with various sectors since 2010, before the law was passed, during the crafting of the IRR, and during implementations. DepEd representatives have also attended various fora and conferences, including legislative inquiries, regarding K to12. We are open to criticisms and suggestions regarding this.

How can I help improve basic education?

General Questions

What is the SHS Voucher Program?

  • The Voucher Program is intended for Grade 10 (Junior High School) completers who wish to pursue Senior High School (SHS) education in non-DepEd Schools such as Private High Schools, Colleges, and Universities; Local Universities and Colleges (LUC); State Universities and Colleges (SUCs); and Technical and Vocational Schools, starting SY 2016-2017.

  • Through the Voucher Program, students and their families are able to exercise greater choice in deciding the Senior High School program that is most relevant to their needs and career goals.

  • The voucher enables students to claim a “discount” or a deduction from the cost of tuition and other fees charged by a non-DepEd SHS where he or she will enroll. The voucher subsidy is not given to students directly in the form of cash but will be disbursed by DepEd to the non-DepEd SHS where he or she enrolls.

Who are the recipients of the SHS Voucher Program?

  • Public Grade 10 completers and Grade 10 completers who are Education Service Contracting (ESC) grantees in private JHS are automatically qualified voucher recipients and need not apply for an SHS Voucher.

  • Automatically qualified voucher recipients:

    • Public JHS students – will receive 100% of the voucher amount

    • ESC JHS students – will receive 80% of the voucher amount

    • Note: These students have been pre-identified through the Learner Information System (LIS), which is linked to the SHS Voucher Management System. Therefore, these students need not present a voucher certificate when they enroll in a non-DepEd SHS. Instead, their names will be automatically recognized by the SHS Voucher Management System as voucher recipients. The SHS Voucher Management System is an online system accessed only by DepEd and non-DepEd SHS to facilitate enrollment, billing and submission of reports pertaining to the Voucher Program.

  • May apply, however, applications are subject to review and approval:

    • Grade 10 completers who are not ESC grantees from private JHS

    • *Proceed to ovap.deped.gov.ph for online application. The deadline for online application and submission of documents is on 15 February 2016.

    • **If qualified, students will receive 80% of the voucher amount.

      • ***Students will be notified of their eligibility prior to completing Grade 10. They need to present their Qualified Voucher Recipient (QVR) certificate when they enroll in the non-DepEd SHS of their choice.

  • Note: Regardless of whether he or she is a public or private Grade 10 completer, a qualified voucher recipient that enrolls in an LUC/SUC for SHS will receive 50% of the voucher amount.

How much is the value of the voucher?

  • The actual amount of the vouchers will depend on the location of the SHS where the student will enroll.

    • Voucher recipients from public/DepEd JHS who will enroll in a non-DepEd SHS located in the National Capital Region (NCR) will receive a full voucher amount of PhP 22,500. Voucher recipients from private JHS will receive 80% or PhP 18,000 while those enrolling in SUCs/LUCs, regardless if they completed JHS in a public or private school, will receive 50% or PhP 11,250.

    • Voucher recipients from public/DepEd JHS who will enroll in a non-DepEd SHS located in Highly Urbanized Cities (HUCs) that are not in NCR will receive a full voucher amount of PhP 20,000. These cities include Angeles, Bacolod, Baguio, Butuan, Cagayan de Oro, Cebu City, Davao City, General Santos, Iligan, Iloilo City, Lapu-lapu, Lucena, Mandaue, Olongapo, Puerto Princesa, Tacloban, and Zamboanga City. The list of HUCs is based on the 2010 list published by the Philippine Statistics Authority, which is the latest available data on such. Voucher recipients from private JHS will receive 80% or PhP 16,000 while those enrolling in SUCs/LUCs, regardless if they completed JHS in a public or private school, will receive 50% or PhP 10,000.

    • Voucher recipients from public/DepEd JHSwho will enroll in a non-DepEd SHS located incities and municipalities outside NCR and that are not HUCs will receive a full voucher amount of PhP 17,500. Voucher recipients from private JHS will receive 80% or PhP 14,000 while those enrolling in SUCs/LUCs, regardless if they completed JHS in a public or private school, will receive 50% or PhP 8,750.

    • Note: Cash is NOT given to the student directly instead the subsidy is remitted to the Senior High School where he/she will enroll.

How did the government come up with the SHS voucher amount?

  • The SHS voucher amount is aligned to the cost of public provision or how much it would cost government to support the schooling of a public SHS student. This means that whether a student decides to enroll in a public/DepEd SHS or a non-DepEd SHS, the government’s investment in his or her education is the same.

  • The voucher amount varies for a Grade 10 completer in a public JHS (100% voucher value) and from a private JHS (80% voucher value), since students in private schools are paying students and have some capacity to pay.

  • The voucher amounts also vary based on location of the SHS taking into consideration the different cost of education in the locality. Despite the differences in amounts of the voucher tiers, the average voucher subsidy is PhP18,300 per student, which is aligned with the cost of public provision.

How can I apply for the voucher program?

  • Reminder: Only Grade 10 completers from private JHS who are non-ESC grantees need to apply in order to avail the SHS Voucher Program. Note that application does not translate to automatic approval. Applications will be subject to a review and approval process. The steps are:

    • Fill out and download the forms and confirmation slip from Online Voucher Application Portal (OVAP): http://ovap.deped.gov.ph.

    • Submit the filled out form, confirmation slip, and supporting documents to PEAC National Secretariat before February. 12, 2016 for online application.

    • Applicants will be notified of the results. The list of Qualified Voucher Recipients (QVR) will be posted on OVAP.

    • For eligible students, download and print your QVR certificates from the OVAP to be presented upon your enrollment.

    • Results will be released on March 2016.

What are the documentary requirements that need to be submitted along with the accomplished application form?

  • 2 copies 2x2 ID photo

  • Certification of Financial Assistance from the JHS (if applicable, meaning if the student already receives financial support for his schooling under a scholarship program)

  • PSA Certified Birth Certificate

  • Photocopy of latest Grade 10 report card

For Students and Parents

Will the voucher amount be the same or not if the student transfers from a private SHS provider in NCR to a private SHS provider outside NCR and vice versa?

  • Transfer from one voucher tier location to another is allowed, but the voucher amount to be received by the voucher program beneficiary in the accepting school shall be the voucher amount of the accepting school or the voucher amount from the releasing school, whichever is lower.

  • Example 1: A Grade 11 voucher student enrolled in a non-DepEd SHS in NCR decides to transfer to a non-DepEd SHS in Rizal. The student will receive a voucher subsidy amounting to PhP17,500 in Grade 12 since he is now enrolled in a school that is not in NCR and that is not in an HUC.

  • Example 2: A Grade 11 voucher student enrolled in a non-DepEd SHS in Cebu City decides to transfer to a non-DepEd SHS in Makati City. The student will receive a voucher subsidy amounting to PhP20,000 in Grade 12, even if he is now enrolled in a school that is in NCR because since it is DepEd policy that the voucher amount can only be equal to or lower than the subsidy he receives from the originating school for a transferring student.

Is there a grade requirement for a student to be able to be qualified for the Voucher Program?

  • There is no grade requirement for a student to be able to qualify for the SHS Voucher Program. However, a Grade 10 completer who wishes to enroll in a private school would need to comply with the school's admission requirements like any other applicant. If a student applicant does not meet grade requirements, for example, the private school may not grant him/her admission. In this case, the student can opt to apply in other SHS provider where he/she will qualify, or he/she can decide to enroll in a DepEd SHS instead.

What if the voucher program beneficiary wasn't able to enroll in School Year 2016-2017? Will she/he still be able to avail of the voucher when she/he goes back to school the following year?

  • The voucher must be used in the school year immediately following the year of JHS completion. A voucher program beneficiary (VPB) may only be able to avail of the voucher subsidy for two (2) successive years.

  • A VPB who passed Grade 11 but was not able to enroll the next school year because of medical reasons will still be able to avail the Voucher Program, provided that the medical period is not more than one school year.

  • What are the grounds for disqualification from the SHS Voucher Program?
    A VPB shall be disqualified from further participation in the SHS Voucher Program for any of the following reasons:

    • VPB drops out in the middle of the school year

    • VPB does not re-enroll the following school year

    • VPB is retained in the same grade level

    • VPB transfers to another SHS provider within the school year

    • VPB transfers to a DepEd SHS provider

Is it true that after the early registration, I can no longer apply/avail the Voucher Program?

  • No. Public JHS and ESC grantees are automatically qualified for the Voucher Program, while private Grade 10 non-ESC grantees need to apply. The deadline for application is January 15, 2016 for manual application and February 12, 2016 for online application.

  • The early registration for Senior High School was conducted to determine the preference of enrollees as regards the school and tracks they intend to take in the coming school year. These preferences are not final and may be different from the school or track they will actual enroll in during the opening of classes in June 2016.

After early registration, can I still select another school and/or course preference?

  • Yes, your child can still select another school and track of his/her preference come enrollment. DepEd conducted the early registration to determine the preference of enrollees as regards the school and tracks they intend to take in the coming school year. This is to help schools refine their plans, if needed, in preparation for the coming school year.

Does the voucher amount cover other fees (registration, books, etc.)?

  • The voucher amount covers the tuition and other school fees. Should the total school fees exceed the voucher amount, the beneficiary is expected to shoulder the top-up.

What is a top-up?

  • It is the difference between total school fees and the voucher amount applicable to the student.

Can the voucher be transferred to another student?

  • No. The voucher is not a legal tender and cannot be transferred from one student to another.

Will the voucher amount be given to parents of the beneficiaries? Is the SHS Voucher Program same as Pantawid Pamilya?

  • No. The voucher amounts will be released by DepEd directly to the non-DepEd SHS. The SHS Voucher subsidy is different from the subsidy provided under the Pantawid Pamilyang Pilipino Program.

As to the documentary requirements, is it acceptable to submit National Statistics Office (NSO) Birth Certificate instead of the required Philippine Statistics Authority (PSA) Certified Birth Certificate?

  • Yes.

Can a student with no Learner Reference Number (LRN) avail the Voucher Program?

  • All public and private Grade 10 students of School Year 2015-2016 (who are expected to proceed to SHS in June 2016) are registered in the Learner Information System (LIS) and are assigned a Learner Reference Number (LRN). Grade 10 ESC grantees in private JHS also have unique student numbers and are registered in the ESC Information Management System, which is linked to the DepEd LIS.

  • A student who has graduated from secondary school prior to March 2015 and who was not assigned a Learner Reference Number while he/she was a student can still opt to enroll in SHS (although he/she is not required to do so). This student, however, is not eligible to participate in the SHS Voucher Program. He/she may opt to enroll in a DepEd SHS, which does not charge tuition fees.

DEPED GUIDELINES ON THE BASIC EDUCATION ENROLLMENT FOR THE SCHOOL YEAR 2020-2021 IN LIGHT OF THE COVID-19 NATIONAL PUBLIC HEALTH EMERGENCY

BACKGROUND

Due to the COVID-19 pandemic, the school year will open on August 24, 2020.

The Learning Continuity Plan (LCP) outlines various modalities in delivering basic education for the school year.

DepEd seeks to ensure that learners are enrolled in the system and map their contexts to provide appropriate learning interventions. However, we need to modify enrollment procedures taking into consideration the public health situation.

ENROLLMENT PROCEDURES FOR SCHOOL YEAR 2020-2021

  1. Enrollment for SY 2020-2021 shall primarily be administered remotely

  2. The first two weeks shall completely be remote enrollment, where there will absolutely be no face to face

  3. Submissions of accomplished LESF shall be done remotely through emails, messengers and other means of electronic submission

  4. Physical submission of LESF to school or Barangay Hall shall be the last option and shall only be done by parents or guardians on the 3rd week of the enrolment period.

ENROLLMENT AND LEARNER SURVEY

Enrollment

  • Registration of learners for the school year. Collection of basic profile of every learner

Learner Mapping Survey

  • Gather information on household capacity to access various modalities (i.e. available gadgets, possible facilitators, etc.)

For Grades 1 to 12 Learners

Parents of incoming Grades 1 to 12 learners will be contacted by their previous advisers for remote enrollment. However, to expedite the process, parents/guardians may also reach out to their child’s adviser for the enrolment through the contact numbers published by the school.

The physical presence of parents or guardians in school for enrollment shall be the last option and shall only be allowed in the 3rd week of June with strict adherence to minimum health and safety standards.

For Incoming Kinder Learners

Parents of incoming kindergarten learners shall contact the school to communicate their intent to enroll via digital and/or physical enrolment platforms established in the schools and barangay halls.

For transferees

Learners planning to transfer from one school (“the originating school”) to another (“the receiving school”) shall directly contact the receiving school through its published enrollment contact details.

For Balik-Aral enrollees

All Balik-Aral enrollees shall directly contact preferred schools. Receiving schools shall register enrollee’s enrolment and survey data.

For ALS Learners

ALS enrollees may communicate their intent to enroll via digital and/or physical enrollment platforms established by schools and barangays with community learning centers (CLC). The form to be used is ALS Form 2 based on DepEd Order No. 58, s. 2017. This will be made available in digital and physical format.

How do we ensure that enrolment guidelines and enrollment forms are widely disseminated, clearly communicated, and understood?

Designate teachers to facilitate remote enrollment

  • Class advisers shall be assigned to facilitate the remote enrollment of learners from their advisory class from the previous school year (i.e. SY 2019-2020).

Appoint Enrollment Focal Person

  • Teachers without advisory classes shall be appointed as Enrollment Focal Persons (EFPs). Schools must ensure that each grade level has an appointed EFP to accommodate kindergarten, transferees, and Balik Aral enrollees. ALS teachers shall act as EFPs in order to accommodate ALS enrollees.

  • EFPs’ contact information shall be publicly posted to be easily accessed by prospective enrollees.

Establish digital and physical enrollment platforms

  • SDO and schools shall make the LESF available and accessible, either in digital and print format, whichever is the safest way to access it.

  • Setting up of kiosks in the school and barangay halls shall happen only after exhausting all possible means for remote enrollment. These enrollment booths/kiosks do not necessarily have to be manned by school personnel for as long as necessary information materials and LESFs are made available to the public.

  • ROs and SDOs shall establish hotlines in line with Operation Balik Eskwela to disseminate information and respond queries on enrollment procedures.

Defer deadlines for submission of documentary requirements

  • Deadlines for the submission of documentary requirements required under Section V-A of DepEd Order 3, s. 2018 shall be deferred to December 2020. This shall apply in both public and private schools.

  • Only schools and their personnel shall coordinate the transmission of learners’ records, whether internally (e.g. between a learner’s previous and incoming class advisers) or externally (i.e. between schools).

  • Schools shall not compel learners and their parents/guardians to take responsibility for the transmission of school records.

Disseminate information on enrollment procedures

  • DepEd shall disseminate information on the enrolment procedures to the public thru print, social media, radio, and television. Specifically, schools shall publish a contact number of schools and/or designated teachers for queries and enrollment process.

  • A digital format shall be made accessible/downloadable from the websites of Central Office, Regional Offices, School Division Offices, and Schools. It shall also be made available in the Learner Information System (LIS) homepage.

Encourage stakeholder participation

  • Active participation of stakeholders is crucial in this school year’s enrollment. DepEd shall implement various means to engage stakeholders from information dissemination to the actual conduct of the enrollment particularly in enforcing physical distancing

  • Parents/guardians, in particular, shall communicate to previous teachers of their child for the enrollment, except for incoming kindergarten, transferees, Balik Aral, and ALS enrollees.

STAGE 2 DATA COLLECTION

How do we ensure that all potential enrollees are able to submit LESF in the safest way possible?

Through class advisers

  • Class advisers shall contact each learner in their advisory class from SY 2019-2020 using the contact information found in the SF 1 and data obtained from early registration

  • Contact shall as much as possible be done remotely, with priority given to phone calls, SMS, and social media (e.g. Facebook Messenger), which is mutually convenient for both parties.

Through the initiative of parents/guardians

  • Schools shall provide specific instructions on how parents/ guardians of prospective enrollees may contact appointed EFPs.

  • Once contacted by the parents/guardians of prospective enrollees, appointed EFPs shall collect the necessary data.

  • EFPs shall accommodate inquiries and facilitate data collection as remotely as possible, whether via phone call, SMS, and social media, whichever is mutually convenient to both parties.

Through hotlines, social media and other online messaging platforms

  • Schools shall establish other means of communication such as emails, phone calls, SMS, Facebook, and other messaging platforms for those that cannot be contacted by class advisers.

  • Parents/guardians may send their accomplished LESF through school email address published in their respective advocacy materials and webpage.

Electronic LESF Template

  • Teachers shall encode their LESF data upon collection in the provided electronic LESF template while waiting for the deployment LIS encoding module and possible schedules.

  • The digital format of the enrolment form and the electronic consolidation template can be accessed through the LIS.

  • Advisers will use the summary template and save the file

  • Send the file to their respective grade heads for consolidation. Grade head shall copy and paste the summary results of the class advisers to his Grade Head Summary Sheet (same file type advisers are using) and consider it as a Grade Level Master Summary Sheet (GLMSS).

  • Grade heads will submit their consolidated GLMSS to the School Focal Person for consolidation of the School Master File Summary. The same process of copy-pasting is done in the School Master File Summary with those of the GLMSS.

  • For teachers without laptops and internet connectivity, any physical reporting to school to encode LESF data shall strictly adhere to the minimum health and safety standards. If conditions will not allow for physical reporting in school, filled out hard copies of the LESF will be compiled until the LIS opens for encoding.

  • Teachers with existing medical conditions shall be provided with assistance during data collection

LIS Encoding

For Existing Learners

Following the same process in updating the enrollment status of learners at the End of School Year (EOSY Updating), the enrollment status of learners in a school’s registry shall be updated based on their SF-9 (Learner Progress Report Card).

For this purpose, the previous class adviser shall encode collected learner data from the LESF in the LIS.

For Incoming Kindergarten, Transferees, Balik-Aral, and ALS Learners

For incoming kindergarten, transferees, Balik-Aral, and ALS learners, the designated EFP shall encode collected learner data from the LESF in the electronic LESF template. This template shall be forwarded by schools to the Planning and Research Unit at the SDO for consolidation.

  • LIS encoding may be scheduled once the system experienced congestion. Encoding schedule and instructions shall be posted on the LIS.

  • School heads shall ensure that all teachers have the means and support to encode LESF data. School heads shall also extend encoding assistance to teachers who have existing medical conditions and are not permitted to leave their homes.

  • Public and private schools shall complete their encoding of LESF data in the LIS EOSY module no later than 07 July 2020.

DATA PRIVACY

  1. Schools shall properly dispose of accomplished printed enrollment and learner survey forms after these are encoded in the LIS.

  2. The Data Protection Officer shall ensure the Department’s compliance with the requirements of the Data Privacy Act during the enrollment process. He/she may issue further guidelines as necessary.

  3. Regional Directors, Schools Division Superintendents, and School Heads shall act as Data Compliance Officers at their respective levels of governance and ensure the protection of collected personal information. They may use the results of the survey to plan and develop interventions for their respective jurisdiction consistent with the requirements of the Data Privacy Act.

  4. The Planning Service (PS) shall process the results of the survey for policy and program development purposes consistent with the requirements of the Data Privacy Act.
