The School's Current Situation

-Justice Cecilia Munoz Palma High School is situated at Barangay Payatas, Quezon City. It is the only public secondary school in the community. The learners’ population is incessantly increasing annually with an average growth from 5 to 6%. With this scenario, it is very important that a proactive measure be institutionalized to address multifarious problems and to cope efficiently with the needs of the students, teachers, and stakeholders of the school community.

The learners’ population for both junior and senior high school for SY 2021-2022 is 10,623. With this number, 10,018 are from junior high school with an increase of 8.05%, and 605 from senior high school with an increase of 0.33%. As of the 2nd quarter for SY 2021-2022, there were only 6 cases of transferred out learners and there was a significant decrease of 0.06% in the transferred-out rate. Last school year, the school attained a dropped-out rate of 0.60% or 59 out of the 9,838 population. Also, this school year, the registered 440 ‘Balik-Aral’ students are currently enrolled.

In the current year, the 4Ps recipients enrolled were 2,157. Like the Balik-Aral enrolment, the alternative learning system (ALS) exhibits good manifestation that many in the community desire to gain knowledge as shown in the ALS enrolment with 160 for SY 2021-2022. As we continue to address the educational mandate, our school was able to produce 26 ALS completers for SY 2020-2021 and they are currently enrolled as senior high school students.

The drop-out rate for the past three consecutive years starting SY 2018-2019 was 3.44%, 2.37%, and 0.60% respectively which shows that there was a significant decrease in the drop-out rate. This only shows that the programs and interventions of the school contributed to the said decrease. In terms of the number of students who stayed in school, we have a retention rate of 95.22%. To provide quality and exceptional education to our learners, 59 or 19.3% of faculty teaching force are currently taking their master’s degree 24 or 7.86% have completed master’s degree, 4 or 1.31% are pursuing their doctorate studies and 3 or 0.98% are full-fledged doctorate degree holder.

The school shall highly prioritize the following PIAs: drop-out rate, literacy and numeracy rate, promotion rate, and physical facilities and learning environment. There is also a need to prioritize teachers’ professional development and research and innovation development programs. Likewise, the school tapped the ALS learners in conducting student-led school watching and hazard mapping which is paramount for identifying risks and dangers and providing important information to help the school administration understand the risks of hazards and to mitigate disasters from happening in school.

On awards and recognitions, 15 teaching staff and 2 head teachers received awards and recognitions from SY 2020-2021 to SY 2021-2022 ranging from district and division competitions and PRogram on Awards and Incentives for Service Excellence. These awards and incentives range from outstanding demonstration teachers, outstanding non-print learning materials, outstanding head teachers, and outstanding school reading coordinator. 3 Master Teacher I were promoted to Master Teacher II and transferred stations and 2 head teachers were promoted as Assistant School Principals.
