Surprisingly, 2009 marks the most earth-shattering year to all Tuaeños especially to the Malummin community and its feeder barangays for having a public secondary school. In response to the call of National Thrust on the Education for All (EFA) of the Department of Education (DepEd), the establishment of the school Tuao Vocational and Technical School Malummin Annex had come to its real.
One of the most positive developments in education was the opening of Tuao Vocational and Technical School Malummin Annex(TVTSMA) in Malummin Tuao, Cagayan on the school year 2009-2010. Its opening had opened wider opportunities to strengthen the vocational and academic education to all Filipino youth in lieu with the demands of the fast changing world we live with. The school had vital roles in the development and training of human resources in a continuous quest for excellence and its feat to quality education.
The establishment of the TVTSMA was conceived and proposed by Cong. Manuel N. Mamba, M.D. of the Third District of Cagayan who envisioned Tuao to be a great city in 2020 and the Center of Knowledge in coordination with DepED Division Office of Cagayan under the leadership of Superintendent Dr. Marietta L. Tumaneng, CEO V.
Local Government Unit(LGU) of Tuao then authored SB Resolution 20009-111, series of 2009, for the purpose of establishing a National High School to be known as Sr. Francisco K. Mamba National High School and allocating funds therefore. TVTSMA was expected to implement a curriculum that will cater to the technical and socio-economic demands of the country as well as to deepen active partnerships between students, staff, parents and the wider community to enrich educational opportunities.
On its initial operation, the school catered 87 students (44 boys and 43 girls); three mentors were housed at the 4-classroom building built by the Office of Congressman, Hon. Manuel N. Mamba on the 1-hectare lot owned by Malummin Barrio School under the supervision of Mrs. Maribel S. Arellano, Secondary School Teacher III and Dr. Rodolfo S. Maribbay, Secondary School Principal III, as monitoring officials.
Meanwhile, two (2) classrooms, one computer laboratory room, one library room guidance center, and 4-built-in comfort rooms were initially used at the FFCCIII building. Equipment, instructional materials like books, charts, audio-visual resources, tables, chairs etc. were given by the Office of Hon. Manuel N. Mamba, M.D., mother school (TVTS Naruangan), DepEd Division, Regional offices and the local government.
As the school years swiftly passed by, students and teachers joined municipal, provincial and national academic competitions and had brought several awards in socio-cultural activities that the school participated in. TVTSMA also updated and enriched their action plans, code of conduct, calendar of activities syllabus and performance targets to ensure child friendly institution and provide academic instruction for high achievement of students to help them identify their respective choice of career in the future.
