Education in Emergencies (EiE)

The Department of Education (DepEd) ensures learning continuity during emergencies through the 4H Learning Continuity Framework, which balances safety and education in the face of natural and human-induced disasters.

Hayo (Continue) – Regular classes proceed when conditions are safe and stable.
Hinay (Ease In) – Flexible learning arrangements and reduced workloads are implemented during minor disruptions.
Hinga (Check-in) – Academic requirements are minimized to prioritize well-being, mental health, and recovery.
Hinto (Stop)—Classes and academic activities are suspended when safety is at risk, with focus shifting to emergency response and protection.

Through this framework, DepEd promotes safe, adaptive, and accessible learning while safeguarding the welfare of learners, teachers, and school communities during emergencies.
