Definition of Terms
Learners Left Behind or Learners At-Risk
Refers to the total number of learners classified as Non-Readers, Struggling Readers, and Slow Readers based on the Reading Fluency Assessment. These learners require immediate and targeted interventions to meet foundational literacy benchmarks.
Independent Learners
Refers to the total number of learners categorized as Average Readers and Fast Readers. These learners demonstrate grade-level or above reading proficiency and are considered capable of independent reading and comprehension tasks.
Severity
A calculated measure representing the proportion of learners left behind relative to the total assessed population. This indicator is used to determine the urgency and priority level for literacy interventions, often expressed as a percentage or simplified ratio.
~ 0 - 9.99% = Low risk
~ 10 - 19.99% = Moderate risk
~ 20% & above = High risk
Literacy Rate
The percentage of learners who reached satisfactory levels in reading fluency and comprehension during the assessment. It reflects the overall literacy performance of a school, district, or division and is a critical metric for educational planning and monitoring.
~ Standard literacy rate is 80% and above.
THE PURPOSE OF READING ASSESSMENT RESULTS
The collection of Reading Assessment Results primarily focuses on the learner's fluency in reading. It allows the Curriculum Implementation Division to track the quarterly progress of the Batangueno learners in reading.
In addition, it ensures that the literacy rate within the province is above the normal scale.
Lastly, the gathered data is submitted both to the Region and Central Office.
