Governance – is the overall structure for setting the guidelines and policies in the RSP in line with the agency’s vision, mission, and goals.
Talent Planning - is the process of assessing and defining the agency’s staffing pattern and in making provision for the movement of human resources within and out of the organization.
Talent Sourcing - pertains to the process of attracting talents to apply to the agency and screen them through merit and fitness in order to be qualified for appointment.
Talent Selection and Placement - refers to the evaluation of the applicant’s documents and profile
Recruitment and selection are parts of a multi-layered process. The process of selecting the qualified applicant involves planning and strategic action. The appointing authority has broad discretion in determining whom to appoint from among the applicants who meet the position’s minimum qualifications. However, such authority is subject to existing Civil Service laws and regulations.
