The residents of the eastern barangays of the municipality of Peñablanca , primarily the Lagum area , composed of five barangays – Nabbabalayan , Buyun , Manga , Lapi , and Minanga have encountered difficulties in terms of accessibility of transportation , education , and health services.
This is one of the major factors why many parents cannot afford to let their children continue their studies . This sceneraio bridged about the proposal of putting up a high school in the locality by the elementary school administrators headed by the School Head Mr. David M. Pagalilauan Sr. through the District Supervisor , Mr. Jose A. Calagui Sr. and other government officials. It was in 1995 when the proposal was approved through Hon. Manuel N. Mamba ,M.D., Representative , 3rd District of Cagayan . Due to the unavailability of a lot , a three classroom building was then built in Mangga Elementary School Campus .
In the same year , it was then a blessing when the late Basilia Lim thought of donating her lot which is located in Barangay Manga. The site was then very convincing because of its proximity to the elementary school and knowing Manga is the center of the locality. Just after the execution of the deed of donation , again with the kindness and untiring support of Congressman Manuel N. Mamba , he allocated funds for the construction of two-classroom building , basketball court , fencing and a baby artesian well for the new school site. School facilities like books , encyclopedias and some sports facilities ,2 units of Desktop computers were also provided through donation from the legatees of late Francisco Lim and Basilia Lim namely Lina Bangayan Blancaflor , Ellen Bangayan Mallone , and Sanny Francis Lim Pagalilauan.
It was in the school year 1997-1998 when the school was first established through the support and the untiring efforts of Mr. Percival N. Calagui Sr . , principal of Don Severino Pagalilauan High School . It was then named as Don Severino Pagalilauan National High School-Manga Annex.
The first year of its operation was truly thorny because of insufficient funds. Classes were conducted in the elementary campus. There were 62 enrollees. Among the pioneer teachers were Mrs. Daisy L. Talattad , as the appointed TIC , Mrs. Maribel U. Valdez and Mrs. Albina G. Daquioag who was then replaced by Mrs. Vilma A. Danguilan.
In its second year (S.Y. 1998-1999) , it was timely when the building at the new site was already available. The number of enrollees also increased and classes were conducted in the school vicinity. Additional buildings were erected to accommodate the students , a additional teachers were destined in the school. Among them were Mr. Jaime L. Pagalilauan , Mrs . Jocelyn B. Tabugay , and Mr. Eduardo T. Fabroa , who replaced Mrs. Daisy L. Talattad as Teacher-in –Charge.
In the following year , there was a massive increase in population that brought a problem on lack of classroom. It was then timely when the principal granted the permission of Mr. & Mrs. Franklin & Virginia Lim Guimbangunan to construct their canteen within the vicinity of the school , which the couple voluntarily offered to the students as their temporary classroom. On the same year , another problem brought by the relocation for the school site for the purpose of separating it from the mother title. Fortunately , it was settled since the portion of the three lots with lot numbers 4888, 5221, and 5211 respectively were all public and claimed by the late Basilia Lim and the site where the buildings were erected is a portion of the lot owned by Soledad Lim Pagalilauan.
Through the years , the school continuously developed through the support extended by the teachers and the TIC and of course with the joint effort of the PTCA officers and members. Its first PTCA President was Jacinto Ligutan , who actively participated in all endeavors of the school. In terms of infrastructure, the school was granted additional academic buildings, chairs and stage. Beautification and landscaping of the school compound were also done until such time the school has put up a stage , garden area , track and field quadrangle and many others.
