LR on WHEeLS stands for Learning Resources on WiFi Hub for Expanded e-Learning in Sarangani. It is an innovation of DepEd Sarangani to make e-Learning possible to more learners in the province, including those areas that do not have internet connection and even cellular signal reception.
LR on WHEeLS makes learning materials available to learners in the form of digital learning resources like documents, videos, and interactive worksheets. Learners and teachers access these materials using their smart phones, tablets, or laptops via a web-based platform. They will log in to a browser-based portal using account credentials provided for them by an administrator.
LR on WHEeLS uses a learning management system (LMS) where learners sequentially access learning materials. They can also communicate with their teachers and classmates through chat, take quizzes, and view their grades.
LR on WHEeLS does not provide Internet connection, rather Intranet connection. LR on WHEeLS can be used solely for learning purposes, without the distraction caused by social networking sites and online games. Once learners are connected to LR on WHEeLS, all they can access are the information stored in the local server, and not the world wide web.
LR on WHEeLS is not an online service. It is only local. You can only connect to LR on WHEeLS when you are within the reach of its antenna. However, schools with internet connection may opt to use to the online learning management system of the Department of Education using content developed for LR on WHEeLS.
In order to access LR on WHEeLS, a user has to have an account created by an account manager. People without accounts cannot access the contents of LR on WHEeLS. Only enrolled learners, teacher, principals, and supervisors are given access to LR on WHEeLS.
The type and number of access point antennas that will be installed in a community will depend on the size and configuration of households in the community. For smaller communities, one antenna would suffice. For larger communities, extenders are used and installed in strategic location in order to reach more learners. For farther communities, point-to-point connection may also be installed when applicable.
Like all WiFi connections, bandwidth is shared among users connected to it. But unlike internet connections with very limited bandwidth, LR on WHEeLS is not dependent on subscription packages like those offered by internet service providers (ISPs). LR on WHEeLS users can make use of the maximum bandwidth of the access point without data cap. The limiting factors of the quality of connection include, but not limited to size of memory of the server, connectivity capacity of gadgets used, distance of user from the access point antenna, number of simultaneous users accessing the server, and presence of interference in the community.
LR on WHEeLS requires a one-time investment of access point antenna, outdoor cable, mobile power source (standby portable generator or solar panel, especially in areas where electric power supply is problematic), and a laptop or PC to be used as server.
Schools that are recipients of the DepEd Computerization Program (DCP) may use one of their PCs as server. Tablet PCs may also be lent to learners without their own gadgets.
Unlike ISPs, LR on WHEeLS does not need monthly subscription fees. The use of LR on WHEeLS does not entail additional cost to learners and teachers.
