Teachers facilitate learning and constantly nurture every learner
Administrators and staff, as stewards of the institution, ensure an enabling and supportive environment for effective learning to happen.
Family, community and other stakeholders are actively engage and share responsibility for developing lifelong learners.
To attain the Department of Education vision, we at Kapitan Moy Elementary School reiterate our commitment to our stakeholders.
To Our Pupils/Students: We shall equip all learners with knowledge, habits, skills and values necessary for active and successful participation in a humane and fast-changing society.
To Our School Managers and Teachers: We shall develop a team of empowered and world-class school managers and teachers with integrity, dedication and commitment in the pursuit of the total development of the Filipino child and in attainment of quality life.
To Our Community/Parents/NGO’s/LGU’s: We shall establish strategic alliances with our various public to attain our quality education for all.
To Our Non-Teaching Personnel: We shall develop among our non-teaching personnel integrity, commitment and dedication to deliver effective and efficient service while at the same time creating opportunities and avenues for their professional growth and maximizing their potentials to achieve a better quality of life.

In line with the vision of the whole department, Kapitan Moy Elementary School advocate the development of our learners to be functionally literate, equipped with life skills, appreciative of the arts and sports, and imbued with the desirable values of a person who is Makabayan, Makatao, Makakalikasan at Maka-Diyos.
A better future for its students through quality education
The school exists to discover and expand the society we live in by sharing experiences and to aid children in knowing themselves and their place in the society.
With this premise, the school should teach group inquiry into social problems and social sciences method.
The role of the teacher to attain our goal of quality education is to aid, act as consultant, questions and assess students in this personal journey.
The students are expected to be an active participant, able to contribute and determine their own rule.
The school believes that change is ever present, a continuous process and we are to adopt to reach our goal.
