Through the joint efforts of Mrs. Maximilla P. Agaceta the Head Teacher of Ipil Elementary School. Mr. Tirso Surbida, the Barangay Captain of Ipil, Gonzaga, Cagayan and Hon. Francisco T. Baclig, the Municipal Mayor of Gonzaga , considering the mandate of Presidential Decree- asking the creation of the barangay high schools in “far flung barangays”, Ipil Barangay High School came into existence and was founded in 1972.
Ipil Barangay High School was then housed at the Ipil Elementary School 1972 to 1989 and was first supervised by the Elementary School Head Teacher, Mrs. Maximilla P. Agaceta who was replaced by Mr. Demetrio Pacleb after she was promoted as principal.
The issuance of Executive Order no. 189 led to the nationalization of all barangay high schools in which Ipil Barangay High School was one. Eventually, a Teacher-in-Charge was designated to run the school separately. Therefore on November, 1989. Ipil National High School was transferred legally on its present home, also near Ipil Elementary School, which is situated on a hilltop overlooking the sea. The first Teacher-in-charge was the late Mrs. Clarita Cortes who initiated the construction of a two classroom building which are now the principal’s office and the computer room located at the second level of the school campus and the connecting of the front fence.
However, due to her untimely death on January 22, 1992, Mrs. Julita Bucaneg continued the position left by Mrs. Clarita Cortes she sat in the position until the time of the appointment of Mrs. Odiluna S. Costudio as the new Officer-in-Charge of the school on July 1992. During her time, there was an enormous construction of school buildings. With her dedicated leadership, the two classrooms was extended with additional three (3) more rooms which are now the school library and two academic rooms. In addition to that. one academic classroom was put up in the first level of the school campus aside from the two (2) academic classrooms in the third level together with the school canteen.
Mrs. Custodio was promoted to Principal I and was transferred to Sta. Ana High School. Mr. Emerson C. Ayuyang was then appointed as Teacher-in-Charge. During his time as Teacher-in-Charge from January 1, 1996 to March 2005, he also made great improvements in the school with the help of his constituents. With his leadership, both the side fences where concretized, the school stage was also constructed, the quadrangle was cemented and the basketball court which was started during the time of previous administrators was completed. The deep well which is at present still in use located near the school canteen was also made during his time. He also initiated the construction of additional one (1) school building in the first level of the school campus.
Due his untimely demise, Mr. Joselito B. Dones A Master Teacher I, was appointed as Officer-in-Charge of the school from March 2005, in August 2006. With his short span of leadership, he was able to lead the putting up the bleacher located at the right portion front of the. Aside from this banister were also put up to the last of the main building.
Mr. Henry Perana was designated principal of the school from August 2006 to July 30, 2008. He was the one who requested reference books from De La Salle University which up to this time are still being used. He also put up the school directory. After the transfer of Mr. Peralta to other school, Mr. Guilber Colozaga, a newly promoted school principal took over. It was last July 31, 2008. During his time, the school was able to acquire science equipment kits. Meanwhile, Mrs. Nimfa Alagao who took over him on January 27, 2009 continued the putting up of the NDEP room at the upper most level of the school campus with the help of Mrs. Joselyn S. Alipio who headed the solicitation for its funds. On the other hand, Mrs. Levy F. de la Crus took her position on September 7, 2009 and completed the back fence in the second level of the school campus. the eye breaker was also constructed.
Last June 14, 2011, a Head Teacher II from Rebecca National High School, Mrs. Marivic A. Somejo took over the position of Mrs. Levy de la Cruz after her retirement. A month later, she was promoted to Principal I and designated as the school principal. With strong determination, unconditional enthusiasms and unrelenting perseverance, she was able to turn the school into a new leaf- from infrastructure facilities to academic thus making Ipil National High School as the Best Implementer of the Brigada Eskwela 201, 2014 and 2015- Division level, three times first runner-up in the Regional level or the Best Implementer of the Ecological Solid Waste Management- municipal and division level. These were made possible by her continuously chose to lead all the stakeholders for improving well the school already has and by humble requesting help to the very Supreme Local Government of Gonzaga. With her administration, the school acquired many facilities such as electric fans, LCD projector, flat screen television, water dispenser, Xerox machine, printers, gas range dining set, sala set, refrigerators and others. Two wash areas was also constructed, beside the canteen and between the two buildings at the upper part of the school campus, tiling of 8 academic rooms and the computer room, construction of water facility, repainting of school buildings, constructions og plant bases, etc. the construction of the two story building for the Grade 11 and 12 is also at present on-going. She left at school on February 9, 2016due to her promotion as Regional Supervisor-Field Technical Assistant Division, Mrs. Joselyn Alipio was then appointed as the Officer-In-Charge from February 9, 2016 to July 23, 2016. On July 23, 2016, Mrs. Alipio was appointed as Principal I of Casambalangan National High School at Sta. Ana, Cagayan. With her transfer, she was replaced by Mr. Reynaldo P. Usigan on July 23, 2016 to present Mr. Usigan, a very humble and very understanding school head was the former School Principal of the Claveria Rural and Vocational High School. With his administration, the school was able to acquire numerous school facilities like 7 units Epson printers, 2 electric meter pumps, 2 water tanks, 2 LED televisions, 1 electric guitar, 2 portable amplifiers, megaphone, biometrics machine, 2 handheld radios, etc.
Three (3) Senior High School and three Junior High School teachers were hired. He was able to work on the promotion on 3 Junior High School Teachers.
Among the projects accomplished are the water system for the Junior and Senior High School and multimedia in every classroom. He also was able to request, through a resolution for a school gymnasium amounting to 2.4 million pesos, which is expected to start with its construction this school year, an E-classroom for the Junior and Senior High Schoo, repair of classrooms amounting Php. 160, 000. Project IPIL-Innovating Performance of Instructional Leadership and 2 School paper publications, English and Filipino organized.
On November 2017 after the term of Mr. Usigan to INHS, another chance of the the former Teacher at INHS and also a principal Mrs. Odilona C. Custodio was appointed to lead the school. As she came back in her former school, she spearheaded various projects to improve the institutions such as: The construction of the covered walk going to the third level of the school, repair of all the ceiling of all academic classrooms, tiling of the TLE Room; Installation of additional ceiling fans in each room, repainting of fences, all academic class rooms; and Procurement of transformer as a source of sufficient electrical supply for the school. She requested on the transferred of NGCP wire that traverse the academic building in order to allow the constructor to built the Science Laboratory Room and the Computer Laboratory Room for the Senior High School students, not only those but also the construction of the gymnasium during her time. She also provided a Science Laboratory Room intended for Junior High School students with complete facilities such as tables and chairs. She continued to work on the titling of the school lot, prior to that she conducted an emergency meeting requesting the previous barangay counsilors who helped to convince the lot donors as the witness of the signed agreement. She also aimed to buy School Vehicle through the assistance of our Alumni and stakeholders and that dreams was fullfilled due to the proceeds of fund raising during the alumni program and fund raising during the founding anniversary and donations of some stakeholders.
After the retirement of Mrs. Custodio on January 28,2019, Mrs. Ellen Florito –Bosi Ph.D, Public School District Supervisor of Gonzaga East and West Districts, Gonzaga, Cagayan was designated as the Officer In-charge effective February 1, 2018 to Agust 2019. From August 2019, the Schools Division of Cagayan designated again Mr. JoselitO B. Dones, Master Teacher I, as the Officer In-Charge of the School. They manage the school for almost 9 months. During the time of Mrs. Bosi there was an excellent management of the school. There are two Junior High School that were promoted .
On July 30, 2019 Mrs. Aleli M. Bayadog the newly promoted School Principal II led the school. She conducted staff meeting immediately after her welcome party and presented her plans about the school. She was also eager to meet the PTA officers and put emphasis that she want also to have a change of the physical aspect of the school. Her plans was supported by the PTA, Stakeholders and INHS Staff.
With her administration of INHS, there was a sudden change of the school such as repainting of fences,flower boxes and all the parks of the school. She continued to monitor the construction of the INHS gymnasium. She gave comments and suggestions of the physical aspect of the school, so that the school will be always safe like the canals should be provided with cover. She led a great improvement of the office and initiated the School Based Management (SBM) so she requested fund from MOOE to provide the necessary materials needed such as 2 sets of filing cabinets for SBM documents folders and others. She was the one to initiate the presence of Guidance Office of the school.
Due to the transfer and promotion of Mrs. Aleli M. Bayadog, PhD, on March 2020 a former teacher of the school, Mrs. Joselyn S. Alipio, PhD was appointedas the school principal. She came back to her former school with bountiful innovations in all aspect of the school such as professional growth of her subordinates. She wants also to bring back the former the beautiful scenery of the school as a result INHS bouncing its former beauty and cleanliness through her leadership with the cooperation of INHS Staff, PTA Officials and other stakeholders. As a result, INHS regained her reigning beauty and excellent perfromance in Brigada Eskwela and as a result, the schhol bagged the awards as champion in Brigada Eskwela , Medium Secondary School Category in the Congressional Level in February 2021 and First Runner Up in the Schools Division Level.
Dr Joselyn S. Alipio does not focused only to those aspects but most especially to curriculum development. She always finds time to share updates to her teachers. She wants also that there will be no learners left behind. As a school manager, she have enough time to do observation and supervision to all her teachers. She possesses always positive motivation to her teachers, so all her tearchers work religiously to accomplish all their task due to the mutual trust between the administrator and teachers. She is also an administrator with the best behavioral skill in the sense that no matter she was our former companion when she came back, she builds a little distance as difference to her subordinates.
At present, she always encourages her teachers to extend cooperation to accomplish the needed documents for SBM. As of now, INHS Staff are always inspire to work under her leadership. She has various plans to improve INHS most especially in front of the Science Laboratory Building and the Computer Laboratory Building for the Senior Students. She is known as Girl Scout Medalist Producers of the North for being the initiator of this program.
INHS is blessed to have a chain of administrators. They are all good directors and directress, very competent in implementing programs and innovations for the welfare and holistic development of each learners. The values they inculcated to all the learners and alumni make our beloved institution a cradle of good education and holistic development of the youth.
Thereafter, INHS WILL NOT STOP FROM AIMING AND SOARING HIGH” with unending support of our Government Officials, Provincial, Municipal and Barangay Officials, National Government Agencies, Non Government Organization, Private Sectors, PTA and Alumni coupled with diligence and unity of the equally talented and dedecated teachers and staff, we may be able to surpass all our goals. It is our aspirations that INHS will continue to shine and improve as the years roll by.
INHS will not stop aiming and soaring high, with the unending support of our government officials-provincial, municipal and barangay the PTA and alumni coupled with the diligence and unity of the equally talented teachers and staff. It is our aspiration that INHS will become more shining and active as years go by.
