This website is a guide to the teaching and non-teaching personnel in DepEd Digos City on the human resource management systems of the agency aligned to standards set by the Civil Service Commission through the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME HRM) and the issuances from the Department of Education and other related agencies.
This is a simplified manual that will provide answers to frequently asked questions in the implementation of PRIME HRM. Process Flows, diagrams and QR codes are also provided for the readers to access additional information.

PRIME-HRM stands for "Program to Institutionalize Meritocracy and Excellence in Human Resource Management". It aims to elevate public sector human resource management to a level of excellence through the assessment, assistance, and awarding processes of HRM Systems, Practices, and Competencies using HRM maturity level indicators that are at par with global HRM standards (CSC PRIME-HRM Guidebook, 2016)
The program also aims to:
(1) inspire agencies to transform their human resource management systems to support the agency mandate; (2) empower agencies in the performance of HRM functions;
(3) promote and reward excellent human resource management practices;
(4) serve as a venue for the exchange and development of expertise in the area of human resource management between and among government agencies; and,
(5) serve as a search mechanism for the best practices in human resource management.

PRIME HRM recognizes agencies that have worked on the four core HRM systems and HRM maturity levels. Agencies found to excel in crafting and implementing HRM systems may be conferred the Certificate of Recognition, Bronze Award, Silver Award, Center for HR Excellence, and the Gold/Seal of HR Excellence Award.
In committing to the best HRM practices, an agency may be given a certain degree of autonomy through accreditation and/or deregulation.
