DRRM Year-End Evaluation Program Cum 2nd Gawad SANDATA Awarding

The Disaster Risk Reduction and Management (DRRM) Year-End Evaluation Program cum 2nd Gawad SANDATA Awarding was successfully conducted to recognize schools that demonstrate outstanding efforts in establishing disaster-resilient, safe, and supportive learning environments. This initiative continues to strengthen the Schools Division’s commitment to promoting preparedness, resilience, and a culture of safety across all learning institutions.

The activity aimed to:
a. Assess and evaluate the DRRM, Climate Change Adaptation and Mitigation (CCAM), and Peacebuilding initiatives of schools;
b. Highlight exemplary practices in DRRM and CCAM that demonstrate innovation, effectiveness, and best practices in resilience-building; and
c. Acknowledge the vital contributions of stakeholders in supporting the implementation of schools’ DRRM programs, projects, and activities (PPAs).

A total of eight (8) public schools participated in the 2nd Gawad SANDATA. The validation was conducted from November 21–26, 2025 by the Schools Division Office of Biñan City under the leadership of Dr. Arlene S. Ricasata, in partnership with the City Disaster Risk Reduction and Management Office (CDRRMO) headed by their Officer-in-Charge, Mr. Ronaldo G. Roscain. Serving as validators were Mr. Isaac Jay K. Bojangin, Planning and Research Officer, and Mr. Christopher Ian Karamihan of CDRRMO, together with the SDO Biñan City DRRM Unit.

The program formally opened with a short preliminaries. Dr. Ariel M. Cabantog, AO V, delivered the welcome remarks, followed by an inspirational message from OIC-ASDS Dr. Mespher A. Hernandez. Messages of support were also extended by CDRRMO Head Mr. Ronaldo Roscain and Mr. Christopher Tanon of M&C Tour and Services.

In addition to the major awards, the program also recognized school heads who served as DRRM Chiefs in schools utilized as evacuation centers, along with their respective Barangay Captains who extended crucial support during disaster operations. Schools with approved and signed DRRM Plans, those that initiated DRRM capacity-building activities, and Teacher and Learner Researchers were likewise acknowledged for their contributions to strengthening DRRM implementation within the division.

The program concluded with the Pledge of Commitment, followed by the closing remarks delivered by Dr. Bayani V. Enriquez. The successful conduct of this activity reflects the unwavering collaboration among schools, stakeholders, and partners toward building safer, more resilient, and disaster-prepared learning communities.

The City Schools Division of Biñan, through its Disaster Risk Reduction and Management (DRRM) Unit and the Socialization and Mobilization Networking Section of the School Governance and Operations Division, successfully conducted the Stakeholder’s Summit and Gawad SANDATA: Advancing Excellence in Resiliency, Leadership, and Partnership.

This initiative aimed to encourage schools to adopt proactive measures in ensuring the safety and preparedness of students, as well as teaching and non-teaching personnel. By fostering a culture of readiness, Gawad SANDATA 2024 sought to promote best practices in risk reduction, improve hazard identification, and enhance the overall capacity of schools to respond effectively to emergencies.

The invited distinguished guest and graced the event were Mr. Wilbert Ulpindo - Regional DRRM Focal, Ian Christopher V. Karamihan, Deputy for Administrative, and Isaac Jay K. Buhain, RCrim,MPA,Research and Planning Officer of CDRRMO.

One of the key highlights of the event was the 1st Gawad SANDATA Awards, which recognized the invaluable contributions of schools and individuals in advancing disaster preparedness. Awards were given to schools that served as evacuation centers during emergencies, as well as to former School DRRM Coordinators and researchers in the field of disaster risk reduction and management.

Among the most anticipated moments of the event was the announcement of the major awardees of the first Gawad SANDATA. Mamplasan Elementary School, under the leadership of Ma’am Charity Satoquia, and Southville 5A Integrated National High School, led by Sir Albert D. Escuvania, were both honored as First Place winners for their outstanding efforts in promoting resiliency, leadership, and strong community partnerships.

Writeshop on the Finalization, Updating, and Presentation of Division DRRM Plans

The City Schools Division of Biñan City, through its Disaster Risk Reduction and Management (DRRM) Unit under the School Governance and Operations Division, recently held a back-to-back writeshop focused on finalizing, updating, and presenting the SDO Contingency Plan for Natural Hazards and the SDO Public Service Continuity Plan. This event took place at Marand Resort and Spa in Bauang, La Union.

This essential activity aimed to ensure the uninterrupted delivery of quality public services during emergencies, disasters, or other disruptions. By refining these plans, the City Schools Division of Biñan City reinforces its commitment to performing its mission-essential functions in the face of adversity.

The event began with a preliminary video presentation (AVP), followed by a warm welcome from Assistant Schools Division Superintendent Ma’am Arlene S. Ricasata, CESO VI. Schools Division Superintendent Ma’am Manuela S. Tolentino, CESO V, delivered an inspiring message, sharing the story of an apple farmer and emphasizing the importance of focusing on the positives, not dwelling on challenges.

The core of the writeshop involved the Division DRRM Team splitting into two groups for focused breakout sessions: Team ConPlan and the Continuity Core Team. This collaborative effort was instrumental in thoroughly reviewing and updating the DRRM plans, ensuring they met the needs and expectations of the division.

Representatives from each team then presented their work: Sir Joel J. Valenzuela, Education Program Supervisor of Araling Panlipunan, shared the Division Contingency Plan, while Sir Charles O. Patio, Planning Officer III, introduced the PSC Plan. Both presentations underwent a rigorous critique led by Schools Division Superintendent Ma’am Manuela S. Tolentino, along with Assistant Superintendent Ma’am Arlene S. Ricasata, CESO VI, CID Chief Dr. Mary Ann L. Tatlongmaria, SGOD Chief Dr. Bayani V. Enriquez, and AO V Sir Ariel M. Cabantog. This process of constructive feedback and analysis ensured a more robust and effective approach to the division's contingency and continuity strategies.

The success of this event underscores the power of cooperation and teamwork within the Division DRRM Team, whose collaborative efforts have fortified the division's preparedness and resilience in the face of potential risks.

PROJECT SANDATA: FOSTERING WELL-BEING AND RESILIENCE THROUGH PSS AND SPIRITUAL ACTIVITIES

The City Schools Division of Biñan City, through its Disaster Risk Reduction and Management (DRRM) Unit, conducted a significant capacity-building initiative titled Project SANDATA on September 16-17, 2024, held at the Nagcarlan Forest Resort in Laguna, this event aimed to enhance the psychosocial support capabilities of School DRRM Coordinators among 40 school heads from both public elementary and secondary. The focus was on fostering well-being and resilience within educational environments by prioritizing mental health alongside physical safety.

The program commenced with a welcome remark from Ma’am Arlene S. Ricasata, CESO VI, who emphasized the importance of maintaining a positive mindset amidst challenges. Following her address, Schools Division Superintendent Ma’am Manuela S. Tolentino, CESO V, shared an inspirational message highlighting stress management strategy. Her narrative about “The Secret of Three Thieves” served as a reminder for participants to seek tranquility during stressful periods.

Father Reynald B. Atienza further enriched the discourse by discussing faith as a guiding light through life's adversities. He encouraged attendees to remain hopeful and resilient against rejections that may redirect them towards their true paths (Strengthening Resilience in Basic Education). Additionally, Ma’am Carol E. Delos Santos facilitated engaging activities centered on Psychological First Aid (PFA), equipping participants with effective coping mechanisms.

Through various team-building exercises that engaged participants physically, emotionally, mentally, and spiritually, the initiative successfully recharged each attendee's commitment to fostering resilience within their schools. This capacity-building effort not only equipped SDRRM coordinators with vital skills but also reinforced the significance of nurturing supportive environments focused on mental health (Capacity Building for Disaster Risk Management).

The City Schools Division of Biñan City, through the Disaster Risk Reduction & Management Unit of the School Governance and Operations Division, recently conducted a series of disaster safety and preparedness activities. Led by Ma'am Arlene S. Ricasata, CESO VI, Assistant Schools Division Superintendent/officer-in-charge, these activities aimed to ensure that students and staff are well-prepared for any potential disasters.

One of the highlights of the day was the 1st Nationwide Simultaneous Earthquake Drill 2024, which saw a total of 40 schools and 95 SDO personnel participating. This drill was crucial in raising awareness about earthquake preparedness amidst the ongoing pandemic.

In addition to the earthquake drill, an orientation on fire safety awareness was conducted by the BFP Biñan City Fire Station for utility and office staff. This activity emphasized the importance of fire safety education and preparedness in preventing and managing fires effectively.

Overall, these back-to-back disaster safety and preparedness activities were instrumental in educating learners, teaching and non-teaching personnel about potential threats and ensuring that they are equipped to respond effectively in times of crisis.

Deped disaster risk reduction & management service conducts school visits FOR THE IMPLEMENTATION OF DISASTER PREPAREDNESS AND RESPONSE VOLUNTEERS PROGRAM

On March 22, 2024, the Department of Education's Disaster Risk Reduction and Management Service (DepEd-DRRMS) visited SDO Binan City headed by Mr. Reynante M. Sofera, PDO V-DRRMS, with Mr. Nikko Jay B. Bogñalbal, PDO II-DRRMS and Ms. Monalyn Bermiso, TA II-DRRMS, assess the disaster preparedness and response programs of several schools. Dela Paz National High School, Dela Paz Main Elementary School, Dela Paz West Elementary School, Dr. Marcelino Z. Batista Memorial Elementary School, and Tomas A. Turalba Memorial Elementary School were all part of this benchmarking activity.

Led by Public Schools District Supervisors Mr. Baldrin B. Belen and Ms. Nerra A. Visperas, together with the school heads, Mr. Reynaldo S. Cabal, Ms. Digna D. Falculan, Ms. Nenette M. Lacuarin, Grace P. Hufalar, and Ms. Analiza I. San Juan, these schools showcased their existing practices in disaster preparedness and response. The DepEd-DRRMS team observed how each school conducted drills, implemented safety protocols, and engaged with the community in times of crisis.

Overall, the visit served as a valuable learning experience for all involved parties as they exchanged knowledge and best practices for ensuring the safety and well-being of students and staff during emergencies.

Development of Public Service Continuity Plan

February 6-9,2024

City Schools Division of Binan City through the Disaster Risk Reduction and Management Unit of the School Governance and Operations Division conducts a Training Workshop on the Development of Public Service Continuity Plan on February 6-9, 2024.

A Public Service Continuity Plan (PSCP) consists of the internal capacities, recovery requirements, and strategies of an agency or institution. It aims to ensure the continuous delivery of quality public services during an emergency, disaster, or any other disruption by performing the mission essential function of the organization.

Sir Orlando Barachina Project Development Officer IV of the Department of Education-DRRMS discussed PSCP covering various aspects, including risk assessment, impact analysis, and plan development. Sir Orly shared an insight that PSCP is all about competence and Leadership is all about influence. To advocate PSCP everyone should live with its values.

Participants learned how to identify potential threats and vulnerabilities that could disrupt public services, such as natural disasters, cyber-attacks, or pandemics. They also understand the importance of conducting an impact analysis to determine critical functions and prioritize resources accordingly.

Ma'am Theresa Yemma A. Calubag, EPS II/OIC PDO II-DRRM of SDO Dasmarinas and Sir Noel C. Mernio, PDO II-DRRM of SDO Antipolo City, discussed Modules 4 to 6 of the PSCP. They facilitated how to identify the mission essential function, impact analysis, continuity strategies and how to test the plan.

Furthermore, participants were trained in developing comprehensive continuity plans that outline strategies for maintaining essential services during emergencies. These plans should clear communication channels, alternative work arrangements, and resource allocation strategies.

This activity was a success with the full support and participation of the top management led by the Schools Division Superintendent - Ma'am Manuela S. Tolentino CESO V, Assistant Schools Division Superintendent - Ma'am Arlene S. Ricasa, CESO VI, CID Chief - Dr. Mary Ann L. Tatlongmaria, SGOD Chief - Dr. Bayani V. Enriquez and our Administrative Officer V Sir Ariel M. Cabantog.

Division Roll-Out on School Safety Plan cum Refinement of Contingency Plans

January 30 - February 1, 2024 at Tagaytay Country Hotel.

The Disaster Risk Reduction and Management Unit of the School Governance and Operations Division conducts Division Roll-Out on School Safety Plan cum Refinement of Contingency Plans on January 30 - February 1, 2024 at Tagaytay Country Hotel.

The activity aimed on developing a local plan that is focused on all identified risks and emergency incidents in schools, establishing prevention and preparedness initiatives and response interventions in mitigating the impacts of incident during school operations.

The following topics were discussed in the 3-day seminar:

1. Introduction of the School Safety Plan

2. Setting and Identifying School Profile and Baseline Historical Data

3. Identifying school incidents, control, intervention protocol gaps and needs

4. Creation of School Safety Committee

5. School Safety Plans and Protocols

6. Resource Projection. Capacity and Need Communication Plans

7. Monitoring and Evaluation Mechanism

8. Development of Incident Information, Education and Communication Materials

9. Refinement of Contingency Plans

The said training provided the participants time to craft their school safety plan for FY 2024 with the supervision of Project Development Officer II of DRRM, Mrs. Ernane S. Escuvania.

Division Contingency Plans on Natural Hazards Cum Psychosocial Support Activities

December 4-8, 2024

City Schools Division of Biñan City - Disaster Risk Reduction and Management Unit conducted a Training on Formulation of Division Contingency Plans on Natural Hazards Cum Psychosocial Support Activities at Tagaytay Country Hotel, Tagaytay City.

This training was supported and attended by the Top Management headed by the Schools Division Superintendent, Ma'am Manuela S. Tolentino, CESO V.

Contingency Planning is a crucial aspect of disaster management, especially when it comes to natural hazards.

The training emphasized the importance of understanding the specific risks associated with different natural hazards. Highlighted the need for thorough research and analysis to identify potential vulnerabilities and develop appropriate strategies.

Effective communication and coordination emerged. During emergencies, clear and timely communication can save lives. The training stressed the significance of establishing robust communication channels between relevant stakeholders such as LGUs. Contingency plans should not only focus on physical measures but also include protocols for disseminating information effectively.

Collaboration was the essential component of the success of the contingency planning. The training underscored the importance of building collaboration to ensure coordinated efforts during emergencies.

Part of the training was the Psychosocial Support Activities in collaboration with HRTD Section. This activity give importance on the welfare and well being of every individual. Also an opportunity to build a harmonious relationship within an organization.

wORKSHOP ON THE ENHANCEMENT OF THE CONTINGENCY PLANS ON EARTHQUAKE, FLOOD AND TYPHOON

City Schools Division of Binan City conducts a Workshop on the Enhancement of Contingency Plans for Earthquake, Flood and Typhoon today, October 13, 2023.

This activity was supported and pursued by the leadership of our dearest Schools Division Superintendent Ma'am Manuela S. Tolentino, CESO V. Ms. Ernane S. EScuvania - Project Development Officer II facilitated the conduct of the training. The participants of this activity were the PSDSs, Schoolheads, and School DRRM Coordinators. The morning session revisited and discussed the importance of understanding and applying the process of formulating contingency plans. At the Mid-morning session, the participants started the write shop. Selected School DRRM Coordinators presented their outputs at the PM session. Mr. Ferdinand R. Arbo, Mr. Reynante M. Sofera, and Ms. Ernane S. Escuvania gave some recommendations and highlighted that enhancing contingency plans for earthquakes, floods, and typhoons is paramount for safeguarding lives and minimizing damage caused by natural disasters by prioritizing early warning systems, evacuation procedures, and preventive measures. Learners, Teaching, and Non-teaching personnel can effectively respond to these calamities and lessen the impacts on human lives and properties.

An EQ scenario experienced today sparks up the ideas of each DRRM advocate to contextualize their CPs.

3RD NATIONWIDE SIMULTANEOUS EARTHQUAKE DRILL - DIVISION SCENARIO-BASED EARTHQUAKE DRILL

This 7th day of September 2023, City Schools Division of Biñan City Office and 40 of its schools both from public elementary and secondary , conducted and participated in the 3rd Quarter Nationwide Simultaneous Earthquake Drill (NSED), held at 2:00 p.m.

This activity aims to strengthen the participation and preparedness of the learners, teaching and non-teaching personnel in the occurrence of earthquakes.

The Division DRRM Incident Management Team, conducted a simulation which projected an Intensity VI Earthquake. The scenario also includes the occurrence of a secondary hazard which is fire and 3 missing personnel with scripted condition. The simulation exercise was successful through the support and participation of all SDO personnel, most especially with the Top Management headed by our OIC-SDS, Ma'am Edenia Libranda, and the activation of the Response Team.

The Disaster Risk Reduction and Management Service (DRRMS) is the Department of Education’s focal and coordination unit for Disaster Risk Reduction and Management, Climate Change Adaptation, and Education in Emergencies.

In recognition of the various disaster risks arising from natural and human-induced hazards, through Department Order (DO) no. 50 series of 2011, DepEd created the Disaster Risk Reduction and Management Office, in line with the Philippine Disaster Risk Reduction Management Act of 2010 (Republic Act 10121). The office was elevated into a Service in 2015.

The DRRMS, as stipulated in its Charter, is tasked to:

Empower the DepEd personnel, offices, schools and learners in ensuring safety and learning continuity;
Institutionalize Disaster Risk Reduction and Management (DRRM), Climate Change Adaptation (CCA), and Education in Emergencies (EiE); and
Strengthen the resilience of basic education in the context of natural and human-induced hazards.

In accordance with its mandate, the DRRMS has set its goals and outcomes to address the risks and impacts of natural and human-induced hazards confronting the basic education sector.

Tolentino, CESO V, together with the 40 Public Elementary and Secondary Schools, learners, GPTA, teaching and non-teaching personnel participated in the recently concluded 4th Quarter Nationwide Simultaneous Earthquake Drill, yesterday November 9,2023 at 9:00 a.m..

The activity aims to strengthen the safety and preparedness during the occurrence of earthquakes. Everyone practiced the DUCK, COVER, AND HOLD during the Alarm phase and evacuated safely the school buildings and offices after the alarm.
