Giacomo Scasa Bianco was born in 1779 in Cervo, Imperia, Liguria, Italy, to Francesco Bianco and Maria Ana Scasa, both natives of the same town. He later became a naturalized Spanish citizen and adopted the name Santiago Blanco.
He has a father named Francesco Bianco, married to Maria Scasa and he has also little sister, both from Cervo and Imperia in Liguria, Italy.
At the time, he was 36 years old and worked as a merchant ("comerciante"). The notary, Don Lorenzo Garello, stated he had known Santiago since the latter was 26 years old, indicating that Santiago had been in Manila since at least 1805.
On December 20, 1815, he married Josefa Escobar at Quiapo Church (Parroquia de San Juan Bautista).
They had 11 children - 7 boys and 4 girls:
Ramon Venancio (1817)
Francisco (1820)
Felipe Santiago (1822)

Antonio

Josefa

Ramon Venancio Escobar Blanco - eldest son of Santiago Blanco and Josefa Escobar
He was baptized in Quiapo, suburb of Manila on May 17, 1817
At 40 , he was an English professor and served the Escuela Bellas Artes (School of Arts and Crafts) for 9 years. He was granted compensation for his services (Pesos 690 per year) by the Superior Government of Spain until the age of 80 (1897) To be able to speak English during the Spanish time, he must have studied abroad, possibly in Europe. This could be an indication that the Escobar-Blancos of Quiapo Manila lived comfortably and have the means to send their first born aboard.
It is also possible that he learned English from foreign merchants, since his father, Santiago, was a merchant himself. It can be noted that Americans have started trading with Manila even before their coming in 1898.

LIEUTENANT GOVERNOR BIENVENIDO BLANCO
We have come bringing ten Manobos from the most ignorant groups for educational purposes, so they can see the beauties of Manila, the progress of this Capital of the Archipelago. We have taken them to visit various places so they may admire and replicate the same in their own towns.
I explain everything they see to them, and they are convinced that civilization is a light they must attain in time.
The Manobos, with example and education, will progress in the not-so-distant future; they are capable of assimilation, and what they see here they will do there in their towns. Above all, they are peaceful people.
