The Department of Education – Regional Office V is committed to delivering responsive and relevant professional development programs for teachers and school leaders. This important mandate is executed by the National Educators Academy of the Philippines – Region V, with the support of the Human Resource Development (HRD) Fund of the Department of Education.
In line with this mandate, the Department of Education – Regional Office V issued a memorandum to the 13 Schools Division Offices across the Bicol Region, which encompasses 6 provinces and 7 cities to chart the digital competencies of the region's teachers, who number over 70,000 in both elementary and secondary schools.
The needs assessment revealed a critical need for enhanced training in digital skills, specifically focusing on online learning as an alternative modality during disruptions. Given the frequent natural disasters in the region, such as typhoons, earthquakes and volcanic eruptions, this training is essential to ensure that teachers can effectively continue the delivery of basic education services through online platforms when traditional learning environments are compromised. B-COOL Project was therefore established to address these gaps and equip educators with the necessary digital competencies to maintain educational continuity during such disruptions.
Department of Education – Regional Office V partnered with Q Software Research Corporation based in Manila, and the Google Philippines to provide us the curriculum and trainers for Google for Education Workspace.
This project was granted with 11,025,300 Philippine Peso (191,288.96 usd) to cover training expenses for 780 key teachers with the aim of training them and certifying them to become Google Certified Educators and trainers in their respective schools.
Google Philippines has also provided Certification Vouchers for Free for our teachers.
The bootcamp was held on January 9, 2023 to February 16, 2023 at NEAP Region V Training Facility.

Challenges in Region 5:
Region 5, the Bicol Region of the Philippines, is particularly vulnerable to frequent natural disasters, including typhoons, earthquakes and volcanic eruptions. These recurring events pose significant challenges to traditional classroom learning and infrastructure.
Challenges in Region 5:
Past Typhoons have caused extensive damage to school buildings and disrupted access to education, while volcanic activity can further exacerbate these issues by affecting air quality and displacing communities. As a result, schools in Bicol often face severe interruptions, making it difficult for students to maintain consistent learning experiences.
Need for Digital Skills:
Given these frequent disruptions, there is a critical need for alternative methods of delivering education. Online learning has emerged as a crucial modality for ensuring that education continues despite physical and infrastructural challenges. The ability to provide online instruction allows teachers to reach students remotely, maintaining continuity of learning when traditional classrooms are not viable. This shift to online learning highlights the necessity for teachers to acquire robust digital skills to effectively implement and manage these platforms.
Existing Gaps in Digital Literacy:
Despite the recognized need for digital solutions, there are significant gaps in digital literacy among teachers in the region. Many educators lack the essential skills required to navigate and utilize online learning tools effectively. This deficiency limits their ability to adapt to and employ digital methods of instruction, thereby impacting the overall effectiveness of online learning initiatives.
The B-COOL Project was developed to address these gaps by providing targeted training to enhance teachers' digital competencies, ensuring they are well-equipped to deliver quality education through online platforms during times of disruption.
Project Goals and Objectives
Primary Goal:
Equip key teachers in Region 5 with the necessary digital skills specifically Google for Education Workspace to effectively implement and manage online learning platforms.
Objectives:
•Train key teachers in essential digital tools and platforms.
•Develop strategies for online lesson planning and delivery.
•Enhance teachers' confidence and technical capabilities.

•DepEd Region V do not entirely suspends classes, but suspends only face to face classes and shift to online learning modality
•Trained Key Teachers and teachers trained from training in schools are now part of the B-COOL Community serving in different educational events that require IT manpower
