“With great power comes a great responsibility.” This famous line says it all for the school principal of Aparri West Central School (AWCS)- Dr. Richard M. Pastor, Principal III.
Being the principal of AWCS, Sir Ricky, as we fondly call him, is a man of action in everything that he wanted to accomplish for the school.
That is why we are very proud and privileged to have a good leader like him with strong will, love for excellence and God- fearing. With our day-to-day working with him, we came to know more about his totality.
He is a simple person but a man of substance, caring to his family, including us, the AWCS family, and the people who are directly involved in our school. He gives importance to the welfare of each other and identifies every single problem and difficulty encountered by his constituents and makes necessary interventions and action plans to help every learner achieve quality education.
He guides his people to become more effective, efficient and productive. He motivates teachers to grow professionally so they could improve their skills and potentials to achieve self - fulfilment at the same time.
When he encounters problem, he is a risk-taker. He is held liable and responsible towards his actions whether for the school, the children, or the people around him. He deals with them armoured with the know-hows so every communication is made clear and precise. When problems arise, he dealt with them with a positive attitude.
His humble beginnings made him a good leader. He was reared to be a good person by his parents. He also serves as a lay minister in their church which made him a person of integrity.
He was born on January 6, 1973 in Mabanguc, Aparri Cagayan where he was trained how to mingle well with community people. It was there where his education started and was culminated at the Lyceum of Aparri, Aparri Campus, with the degree Bachelor of Elementary Education in 1992, his Master of Arts in Education major in Educational Administration in 2008 and his Doctor of Philosophy major in Educational Management in 2012.
He is insatiable. He did not stand stagnant in knowledge and wisdom but continued to educate himself for the betterment of his career. With all his expertise and gained knowledge and learning from his education, seminars and trainings, he has been an experienced school principal for 24 years serving Aparri West District unselfishly and with utmost commitment.
“To be a school head is not easy. You’ve got greater responsibilities in helping the school achieve its vision and mission. In doing this the baseline is unity among teachers, pupils and stakeholders coupled with a good managerial skills”, Sir Ricky confidently said.
Sir Richard has struggled hard and have hurdled the race to be what he is now — a well-respected school head who succeeded every endeavor and have achieved success for AWCS.
With this kind of school head who always gives his best for the school and his teachers, we are indeed so lucky and blessed with Sir Ricky as our school principal. No wonder we have piled numerous accomplishments with him.
He says, “Always do your best in your work and pray to God. Everything is all dependent on God. We should invest in the future of our learners and make our school proud in doing the best we can.”
Dr. Richard M. Pastor is indeed an epitome of a good leader. Our salute to you Sir!

Quality products! Numerous accomplishments! High performance!
Indeed, there have been an accumulated precious rubies, piled up like twigs in the culture and history of the Aparri West Central School (AWCS) for many years. In various contested categories, whether Campus Journalism, MTAP - DepEd Math Challenge, Read-A-Thon, Story-Retelling, Dance sports, Science, Filipino....name it, we have a pile of it.
Such accomplishments and performance of the school did not happen by accident but it was because of the concerted efforts of the 13 dedicated classroom teachers, one Mobile Teacher, one Alternative Learning System Coordinator manned effectively and efficiently by our school principal Dr. Richard M. Pastor, Ph. D.
Our best practices were rooted on a friendly atmosphere that radiates from the personality of every teacher which has contributed to the harmonious working relations of everyone. This is the kind of culture that we, at AWCS, can be proud of that has paved the way to better academic performance of learners and the attainment of our goals to excel in various fields of competition particularly in Campus Journalism, which is our expertise.
Aside from this, the school has its secret of solidarity and unity which is one of the most distinct characteristics not only of AWCS but of all Aparrianos despite our individual differences. This is manifested on how each one deal with others especially when there is an assigned task, a project to accomplish and a plan to implement. Everyone can testify to the unique way of AWCS teachers working together for the cause of the learners.
Though we work as one, we have our own areas and coordinatorship to tackle and accomplish for close monitoring and for achieving a better result by applying our respective expertise. However, we do not let others do the responsibilities alone. Consultation and brainstorming on the best way of accomplishing each other’s work makes it more extraordinary among others.
The 16 members of the teaching staff including two non-teaching personnel and our principal work hand-in-hand to come up with quality products whether academic or material.
Aside from this, the unwavering support of the stakeholders which includes the Local Government Unit of Aparri, the barangay and PTA officials, parents and other government and non-government entities contribute much to the success and victory of the school in various fields. Their spirit of volunteerism and generosity paved way to the materialization of our programs and projects. This is why the physical facilities keep on improving for the safety and convenience of learners and teachers as well
.
These are the reasons why our enrolment keeps on increasing every year because the pupils, together with their parents, feel secured of being in this school. In whatever competition they participate with, winning is what everybody expects. As a matter of fact, the enrolment does not only come from Bukig, Aparri, Cagayan where the school is situated but it also come from other neighbouring barangays such as Plaza, Caagaman, Paruddun Norte, Paruddun Sur, Mabanguc, Zinarag and Binalan. This may be because parents wanted to experience piling up medals, plaques, trophies, certificates and many more awards for their own children to treasure for life.
With the ballooning enrolment of AWCS, greater challenge will be faced by the teachers. However, with the kind of teachers and school head coupled with the support of our stakeholders and blessings of God, we can do more for the school. As long as Dr. Richard M. Pastor, Principal III, remain to be passionate, accommodating and caring besides his being a strict, perfectionist yet kind and family-oriented principal, stays in the school, the piled up achievements of Aparri West Central School continue to soar higher.
Yes, Aparri West Central School will continue to undergo metamorphosis and continue to bloom despite the many transformations it has gone through. All these improvements and accomplishments seem to be impossible at first but it came true. As they say “It’s a long-awaited dream which came into a reality because of solidarity and our culture of excellence”.
AWCS has gone far... it has proven its worth but will continue working, searching and piling what’s best in the limelight of the educational arena. #
AWCS welcomes 343 learners during the OBE

The Aparri West Central School had launched the National Oplan Balik Eskwela (OBE) for the School Year 2021-2022 held this September 13, 2021 wherein OBE regularly happened during June as the opening of classes.
The OBE is part of the Department’s efforts to ensure that learners are properly enrolled and able to attend school on the first day of classes. The OBE aims to address problems, queries and other concerns commonly encountered by the public at the start of the school year.
Dr. Richard M. Pastor, Principal III had welcomed the three hundred forty three (343) learners from various barangays as a catch basin of AWCS.
An increased enrollment of 2.34% had been recorded for this school year. This significant increase can be gleaned from the enhanced enrolment campaign and Facebook advocacies as part of the Oplan Balik Eskwela program.
Meanwhile, a virtual orientation of parents and learners had been conducted prior to the start of classes to orient the community regarding the processes, activities and modalities of classes to be used for this school year.
