The AVHS as a technical-vocational secondary institution of learning experienced many facets of metamorphoses. The school was founded through the passage of Republic Act No. 3432 on August 8, 1963 through the efforts of the local officials ex-Mayor Remigio A. Arellano, Judge Alejandro Pagayatan, Vice-Mayor Mariano Florida, ex-Councilor Celestino Ravilas, Mr. Leonor Valera, other community leaders, and Cong. Benjamin T. Ligot, who authored the creation of this school.
Lately, AVHS absorbed the greatest impact in her almost five decades of existence. She presently needs assistance to surface from her state and sustain her purpose of existence–a terminal school in the context of preparing her students fit for employment. A chain of surmises is too many; but the following accounts are what history has in pages, from her conception to her present state as a prime vocational institution.
With Rep. Act 3432 and with an initial national appropriation of ₱50,000.00, technical-vocational, and cognitive skills were imparted in the hearts and minds of the people of Allacapan. Through the concerted efforts of the pioneer staff consisted of Mr. Pedro Aglipay, Mr. Jaime Ongcoy, Mrs. Pureza Orio and Mr. Sesinando Aresta under the supervision of Mr. Francisco Melegrito, the principal of CVSAT, formal instruction started with 45 first year students. Mr. Pedro Aglipay was designated to take charge of the administration of the school for a year and he accommodated the students in his own home.
After a year, the students were transferred to the two newly temporarily constructed buildings in a 4.5 hectare-lot purchased from Mr. Odon Ravilas and the Torida families under the leadership of Mr. Manuel Damasco, the first principal who served AVHS from August 6, 1964 to June 15, 1967.
The steady increase of enrolment prompted the municipal, provincial, and national government to erect school buildings. On May 24, 1965, the construction of permanent buildings began, and more employees were hired.
On June 16, 1967, Mr. Damasco transferred to another school for promotion and was succeeded by Mr. Rodolfo Velasco. Construction of buildings and improvement of the school campus continued.
When Mr. Velasco left the school on October 2, 1972, Mr. Pedro Aglipay was again designated to take charge of the school until Mr. Platon Maglalang came in on October 3, 1972 and stayed till July 31, 1973. He was succeeded by Mr. Tomas Ratum who served from August 3, 1973 to May 31, 1974. Mr. Melchor Cabalza came next on June 1, 1974 and served till 1976. The successors of Mr. Cabalza were Mr. Conrado Damian, 1976 – 1978, and Mr. Federico Villa, 1978-1979. When Mr. Villa transferred to his hometown, he was succeeded by Mr. Rufo P. Calaustro the head of the vocational department of the school who served from 1979 – 1999. On September 1, 1999, Mr. Diosdado A. Dalit came in when Mr. Rufo P. Calaustro was transferred to Gattaran National School of Arts and Trades for promotion as Vocational School Administrator I.
Each of the principals who managed the school contributed much to the improvement of the school and brought the school to limelight. Through the active and energetic leadership of Mr. Diosdado A. Dalit, more awards, praises, and commendations were received by the school. The school became a little Baguio of the province, according to the evaluators and visitors of the school. Achievements in the academics as well as the vocational side improved.
As far as the infrastructure project is concerned, Mr. Dalit converted an old Male Shop Building to Multi-Purpose Hall for Conferences, Programs and for big occasions which is now very much used not only by the school but also by the community. Mr. Dalit concreted a volleyball and tennis court with the support of generous people and alumni of this school.
To make the graduates of this school computer literate, he initiated the acquisition of computer units which was unanimously approved by all parents through the leadership of the PETA OFFICERS. The 10 computer units from DTI added the number of computer units acquired by the parents.
Because of the ambience and the availability of a Multi- Purpose Hall, computer units and other school facilities, the school became the Mecca of seminars and conferences region wide.
When Mr. Dalit was transferred to Claveria School of Arts and Trades on November 18, 2007, Dr. Felino R. Corpus was assigned to take over the school. Dr. Corpuz completed the unfinished projects of Mr. Dalit like the completion of the covered walk connecting the R.S. Department building and the Vocational subjects Department building to the entrance gate. The construction of the proposed extension of the AVHS Canteen and the construction of comfort rooms for every homeroom were started through the bayanihan of the PETA.
Year 2009 was a good and fortunate year. A God-loving and a potential optimizer school head was finally destined to come back home and bring about more responsive changes in the school. Mr. William M. Calabazaron, a former Vocational Subjects Department Head of the school assumed stewardship of the school on September 18, 2009. As it was in the past, expectation is high that the direction of change is geared towards the rejuvenation of the glory days of AVHS. Today, with Mr. William M. Calabazaron at the helm, a new scenario of progress has taken place. Face-lifting in all fronts has its gradual and consistent up-scale movement. Old buildings were repaired, and paints repainted, and more building were built. The workforce was guided to be a cogent and cohesive team for the development through the application of the community of practice.
The students are continually being geared-up to cope with the challenges in pursuit of excellence. Department Heads, Mrs. Andrea G. Sarmiento, Dr. Feliciana C. Arao and Mr. Manuel B. Eugenio had their own version of leadership for the school which brought the school to greater heights. Under the administration of the new principal, the school library was completed with tiled flooring and furnished with new shelves; the proposed extension of school canteen was completed; tiled flooring, steeled windows and air-conditioned Computer Laboratory to accommodate the newly acquired 50 computer work stations, the well-furnished school canteen was established with tiled floor, organized kitchen, with comfort rooms to accommodate seminars and other purposes for income generation, the two classrooms funded by donations of alumni were completed and many more. Obviously, the man at the steering wheel is an alumnus of a great school. Presumably, his accumulated management skills mastery from a series of NEAP exposures, his potential to the fullest are still fresh for him to continue with the pedigree of the ALLACAPAN VOCATIONAL HIGH SCHOOL great tradition of a technical-vocational secondary school.
Allacapan Vocational High School is also very blessed to be the recipient of the most prestigious Hall of Fame Award (School Year 2013-2014) in Ecological Solid Waste Management (ESWM) for meeting the requirements as Champion in Best Waste Implementer for three consecutive school years.
In the same school year 2013-2014, the school is also fortunate enough to be Regional Champion and First Runner-Up National in the Gawad KALASAG. This is because AVHS make itself oriented on the life benefits of getting ready in times of risks and disasters.
Alumni are also generous to come up with projects that benefit the students. Some are the following: two classrooms on the upper part of the library; two concrete benches; landscape; ESWM Display Area; and Eco-Park Pathway. In addition to these, the Alumni Association sponsored the present renovation of the facade of the Multi-Purpose Hall.
National Certification II of the Vocational Subjects Department has also reached 100% passing rate. Lately, AVHS creates great leap in the National Achievement Test (NAT) for being ranked four in the Division of Cagayan.
