I. SCHOOLS’ CURRENT SITUATION

A. History of Barangay Liwan Norte

Liwan Norte, formerly known as Barangay San Luis is situated in the western part of Enrile. considering the boundaries across is frontiers, the barangay is bounded in the north of Sittio Lattuk, Pangol creek on the west, and mountain side of Barangay Roma Norte on the east and Barangay Liwan Sur on the south. Crossing the four corners of it is where we can find the beautiful place now called Barangay Liwan, Norte, Enrile, Cagayan.

The physical features of Barangay Liwan Norte are composed of different structures. It is mountainous on the eastern part. Some portions are hills and others are plains. There is also a natural flow of water from the creek which developed into impounding water ditches that runs over the irrigation canal going to the Riceland of the farmers.

The barangay has 731 household with 852 families and a total population of 3,021. Its total land area is more or less 1,200 hectares, 35 hectares of which is occupied by the residents and the barangay government. The total land area being cultivated is approximately seven hundred hectares, in which 70 % of it is partially irrigated farmlands.

There are four irrigation mini dams named as Pangol, Birung, Muttab and Lattuk. The barangay also have five sources of impounding water which are also used as fishponds they are Piddig (8 hectares) Biyuda (5 hectares) Sampaloc ( 5 hectares ) Ipil (3.5 hectares ) and Kulibangbang ( 2.5 hectares ).

The people of Barangay Liwan Norte are composed of Itawes, Ilocano, Tagalog and even Visayas. Farming is the main source of income of the people with rice as their main product.

Liwan Norte Elementary School is a complete elementary school managed by a principal. It has thirteen competent teachers to facilitate the pupils’ needs in the educative process. Its enrollment per school year is more or less 350, and its lot has an area of 10, 850 sq. meters which is acquired through donation.

The school is situated within a hacienda and it is five kilometers away from the national highway. It is surrounded by hills and the road going inside is rugged, hence is difficult and the peace and order situation is sometimes a problem.

The school children are generally poor for some of their parents are just laborers earning a very minimal wage. Majority of them speak Ilocano, other speak Itawes while few speak Tagalog.

B. Community Profile

When Liwan Norte Primary School was established in 1956, its initial class offerings were not at a level that would now considered that of the school today. The school was located at the Northern part of the barangay. Its first class offerings were a primary school taught by Mr. Domingo Lasam, lone teacher and handled Grades I and II. The classroom then was made of cogon. Mr. Pedro Trinidad came in and unfortunately didn’t stay long because of land conflict. To be exact, he only stayed in school for two (2) months.

In 1957, the school moved to the Western part of the barangay. This year, the first permanent room was built. Mr. Domingo Lasam was then transferred to another school and Mr. Aniceto Manauis came to serve as Grade I teacher and Mr. Filomeno Pasicolan as Grade II teacher.

Later the school grew into successively larger and built better buildings in 1960. From that year the school was already known as Liwan Norte Elementary School. Classes extended through Grade VI and the first class graduated from 6th grade in 1968.

The district had already a District Supervisor in the person of Mr. Salvador Borja. Mr. Oliver Bucag, the first Head Teacher of the school took the challenge of establishing the physical facilities of the school which gave him the chance to get instant promotion as a school head.

The school was then stable for it was already complete elementary. And because of this, a principal was already assigned to look into the school. Due to the increase population of the place the number of enrollees became higher until such time that the school organized two (2) sections per grade level. With the presence of the MOOE, the school has undergone improvements in its physical and academic aspect.
