“Leadership is about vision and responsibility and not power!” A humble leader of Paruddun Norte Elementary School (PNES)- NOEMI Y. MAXIMO exercises the deep meaning of this quote.
“Mam Noemi” as we call her, is a determined principal. Everything she wanted to accomplish in her school must be taken with utmost action.
This is the very reason that we, her teachers are very proud and privilege to have a leader like her. She possesses determination, love of excellence and God-fearing!
With our intimacy, we learned more about her. She is a simple person but with strong determination. She is family-oriented and cares for her subordinates. A care that truly touches the heart of every individual she directly involved with. She guides everyone specially her teachers to become more effective, efficient and productive. She motivates teachers to grow professionally so they could improve their skills and potentials to achieve self- fulfillment.
She is a risk taker. When she encounters problems, she is held liable and responsible towards her actions. Her humble beginnings make her a good leader. She has a good upbringing by her parents and her dedication to church activities, made her a wholesome person.
She was born on July 2, 1960 in Bidduang, Pamplona, Cagayan. It was there where her education started and continued at Bukig National Agricultural and Technical School and was culminated at Cagayan State University, Lallo, Cagayan Campus in 1982 with the degree Bachelor of Science in Agricultural Engineering. She continued earning units in Education in order to qualify her to take the Professional Board Examination of Teachers. Her Master of Arts Education was taken at Lyceum of Aparri and finished at Northern Cagayan College Foundation, Inc.
“To be a school head is not easy. You’ve got responsibilities in helping the school achieves its vision and mission. In doing this, the baseline is unity among teachers, pupils, stakeholders coupled with a good managerial skills”, Ma’am Noemi confidently said.
Ma’am Noemi has struggled hard and have hurdled the race to be what she is now—a well- respected school head who succeeded every endeavor and have achieved success for PNES.
With this kind of school head who always gives her best for the school and her teachers, we are indeed so lucky and blessed with Ma’am Noemi as our school principal. No wonder we have piled numerous achievements/accomplishments with her.
She says, “Always do your best in your work and pray to God. Everything is all dependent to God. We should invest in the future of our learners and make our school proud in doing the best we can!”

As you cross the Cagayan River going westward of the town of Aparri, you come to glance at a very colorful, eye-catching place that you just want to stop by and feel the ambience of it! A very spacious but full of nice-looking establishments where school children stay, play and study. Yes, this is Paruddun Norte Elementary School!
The school has 9 structures; 5 structures are classrooms, 1 - gymnasium, 1- water pump house, 1 gazebo and 1-covered walk. All of which were painted with eye-catching colors.
The site is very spacious that in front of the different structures are 2- side-by-side playgrounds, where in even playing Basketball, Volleyball or even track-and-field activities can accommodate.
You have opened your eyes, it’s time to listen to PNES accomplishments; whether products or performance.
With the cooperative efforts of the teachers, pupils, parents and other stake holders; PNES has indeed harvested a number of awards whether academic or non-academic as addendum to the history made by the first generation of Paruddun Norte, Aparri, Cagayan. The school had collected precious rubies from history to present! To mention some contested categories are; Campus Journalism, MTAP- DEPED Math Challenge, Read -A- Thon, Story Telling, Dance -Sports, Science, Filipino, etc.
These accomplishments and performance of the school did not happen by accident. It was all because of the concerted efforts of the 9 dedicated classroom teachers manned by the determined Principal, Mrs. Noemi Y. Maximo.
Our best practices were rooted on a friendly atmosphere that radiates from the personality of every teacher which has contributed to the harmonious working relations of everyone. This is the kind of culture that we, the teachers of PNES, can be proud of that paved the way to better academic performance of learners and the attainment of our goals to excel in various fields of competition.
Though we work as one, we teachers has his own area and coordinator ship to tackle and accomplish for close monitoring for achieving a better result by applying our own expertise. However, we do not let others do their responsibilities alone. Consultation and brainstorming on the best way of accomplishing each other’s work makes it more extraordinary among others.
Aside from this, the unwavering support of our stakeholders which includes the Local Government of Aparri, the barangay and PTA officials, parents and other government and non-government entities contribute much to the success of the school. Their spirit of volunteerism and generosity paved way to the materialization of our programs and projects. This is why our physical facilities keep on improving for the safety and convenience of learners and teachers as well.
Paruddun Norte Elementary School will continue to undergo metamorphosis and continue to bloom despite the many transformations it has gone through. Yes, PNES will continue to build history.
PNES has gone far.. it has proven its worth but will continue working, searching for more reasons that people will stop, see and listen!
