The Mabanguc Elementary School is considered as one of the oldest primary learning institution in western Aparri which is located at Mabanguc, Aparri 3515 Cagayan and is strategically situated near the famous longest river in Asia which is the Cagayan River. Tracing back its existence, the school was established in early 1920s. It covers a land area of atmost two (2) hectares and atleast ten thousand eight hundred square meters (11,800 sq.m.). The proof of school lot ownership is a very old Original Certificate of Title (OCT) which is an American-based format. Some famous Aparianos who hold high ranking positions in the government nowadays were reared and polished in this institution as far as early education is concerned. Old structures are found in the school such as the RP-US Bayanihan three (3) classroom building which was constructed on 1972, H.E. building that was once served as “bakery of the barangay” wherein teachers before, were used to bake and sell their products to members of the community which was one of the income generating projects of the school and the old model artesian well. It is also gratifying to note that one of the oldest Acasia trees is found in this school which can be considered as century old tree. Previous records show, in terms of enrolment, it has more than two hundred (200+) pupils until such time that it went down to less than two hundred because of the establishment of a nearby school in western Camalaniugan, popularly known as barangay Calaoagan which is now called as Joaquin Dela Cruz. But there are still enrollees coming from this barangay that composed atleast two percent (2%) of the total learners’ population. At present, the school has a total population of one hundred fifty-seven (157) pupils.
Rationale
This Enhanced School Improvement Plan strengthens the implementation of RA 9155 that promotes the school performance through different strategies that is logically studied and would be implemented in school as a catalyst of change and development planning that improves involvement of the stakeholders and monitored internal management of the school.
It recognizes the need of institutionalizing accountability mechanism in the field, that focuses on the critical needs for strengthening the roles and functions of school level managers.
It is also an Improving Quality as a Core Concern; QUALITY FOCUSED. A three-year (3) Institutional Plan that would be implemented, monitored and evaluated yearly to meet all the targets of the program that would bring three (3) aspects/outcomes: BETTER SCHOOL, BETTER TEACHING and BETTER LEARNING.
