Guidance on considering general TELPAS participation on a domain-by-domain basis.
For an EB in high school who has completed testing requirements, documentation that the student previously was assessed with STAAR Alternate 2 and will now take TELPAS Alternate is sufficient for the IEP. TELPAS Alt is administered in the 12th grade; the student will participate.
If an EB has met all curriculum course requirements for graduation but is enrolled in school for special education transition services only, is the student required to take TELPAS / TELPAS Alternate?
No. If any Emergent Bilingual has met all curriculum course requirements for graduation and is only receiving transition services through special education, he is not required to take TELPAS / TELPAS Alternate.
Similarly, if an EB has met all curriculum course requirements for graduation but is in school only for STAAR EOC completion requirements, the student would not be required to take TELPAS / TELPAS Alternate.
When documenting state assessment decisions in Easy IEP:
For SY 2022-2023, 1st grade, select TELPAS
For SY 2023-2024, 2nd grade, the system will not allow the user to select TELPAS Alt in addition to TELPAS.
