When an Emergent Bilingual (EB) student, also referred to as English learners (ELs), is identified as a student with disabilities, decisions about entry, programming, appropriate linguistic accommodations, and exit are made by the ARD committee in conjunction with the LPAC committee.
To ensure Emergent Bilinguals' who receive special education services have appropriate programming and supports, the Dallas ISD has created the Bilingual/ESL Programming and Special Education Handbook. This electronic handbook provides guidance on:
Ensuring students are served appropriately
Focusing on providing meaningful access to core academic program and special education programs and services
Building capacity and systems of support for shared accountability
