In District 118 We have three programs for Multilingual Students:
Full Time Bilingual Education Program (FT-TBE): This is our One-Way Dual Language program for Spanish speakers. The goal of this program is biliteracy with a secondary goal of English language development. Students in this program focus on growing their academics in Spanish initially and then they develop their English language skills as they move along the grade levels.
Part Time Bilingual Education Program (PT-TBE): This is a program that provides bilingual support for our Spanish speakers who are placed in a monolingual English classroom. These students receive bilingual support while primarily learning academics in English.
Transitional Program of Instruction (TPI): This is our English immersion program for student whose primary language is not English or Spanish. These students receive specific support to develop their English language skills in order to better navigate the academic demands in the classroom.
What is the law?
The laws of Illinois and the United States guarantee all students in Illinois access to a quality education. This requires every district to guarantee all students equal access to the full range of programs and resources. By law, immigrant students are entitled to the same education as non-immigrant students. They are entitled to a free public education from kindergarten through grade twelve up until the age of twenty-one regardless of immigrant status. Additionally the U.S Supreme Court ruled that undocumented children have the same right as U.S. citizens and permanent residents to receive a free public education.
How are children identified to receive ELL services?
At the time of registration, all new families to the district complete the Home Language Survey. If the parents, or legal guardians, of any student answer “yes” to either of the two questions in the Home Language Survey, the student will be screened to determine if he/she qualifies for services in the ELL Program.

Kindergarten and beginning 1st Graders: WIDA Screener for Kindergarten
Second half of 1st Grade through 12th Grade: WIDA Online Screener
All Qualified ELL Students in grades K-12: Assessed annually with the WIDA ACCESS Test
