Notice: CTECS and the Bullard Haven Special Education Department will no longer be using Frontline for IEP development and storage. Please see district letter below on transition to the new CT-SEDS platform:Ā
Dear CTECS staff and families,Ā
Effective July 1, 2022, the Connecticut State Department of Education (CSDE) launched a statewide, web-based special education data management system called CT-SEDS. The CT-SEDS platform will be utilized to create, revise, and maintain Individualized Education Plans (IEPs) for students receiving special education services, and 504 plans for students accessing accommodations through Section 504. First and foremost, the new data management system will NOT impact your childās access to services and supports within the Connecticut Technical Education and Career System (CTECS).Ā
The State is moving to CT-SEDS for a few reasons:Ā
To ensure that all districts across the State of CT are utilizing the same IEP/504 platformĀ
To streamline the appearance of IEP/504 documents in order to make them more user friendlyĀ
To continually improve the quality of IEP/504 plans for all studentsĀ
IEP Layout: The new layout of the IEP is designed to be more user-friendly and easier to follow. A draft, side by side comparison of the two documents can be found here: https://portal.ct.gov/-/media/SDE/Special-Education/New-IEP/IEP_SideBySide.pdf.Ā Ā
Parent Portal: Utilizing the new, required IEP and 504 state template is a phase-in process.Ā As a studentās IEP/504 plan is entered into the new IEP or 504 template, parents will be able to access a parent portal. The Parent Portal allows families to access their childās IEP/504 plan and accompanying documents. The new CT-SEDS system incorporates translation capabilities for meeting invitations and IEP/504 documents to assist parents in receiving information in their native language. The 10 languages available for translation will include: Spanish, Portuguese, Arabic, Creole-Haitian, Mandarin, Albanian, Polish, Urdu, Bengali, and Vietnamese.Ā
Staff and Family Training: With the transition to this new IEP and 504 data management system, CTECS special education staff and families will receive training on the new CT-SEDS platform over the summer and into the fall. When the CSDE releases additional information regarding the Parental Portal and training resources, another update to families will be provided.Ā Ā
We look forward to sharing more information and training with you in the near future.Ā
Sincerely,Ā Ā

This walkthrough will be a useful reference until teachers have access to CT-SEDS. For students not listed as showing documents (IEP or 504). You will receive shared access to a one drive pdf document as needed.Ā
BHT Teacher Reports and Feedback FormsĀ
The Special Education Department will be utilizing two different data forms for PPT and IEP development preparation as well as progress monitoring.Ā
1.) BHT Teacher Progress Report/Feedback
2.) BHT Teacher Report/Feedback for PPT
This checklist/organizer can be copied and personalized to support teacher needs and be used as a reference for planning lessons, instruction, assessments, and implementing student IEP accommodations and modifications.
