D. Final Authority. 

The Board shall have sole jurisdiction over any appeal filed following a decision involving American Legion Baseball rule interpretations rendered by the National Americanism Division. Parties agree the final interpretation of national and department American Legion Baseball rules and regulations shall be determined by the National Baseball Appeals Board and their ruling shall be final without any rights of appeals. The concurrence of a majority of the members of the Board shall constitute the ruling by the Board. In addition, the Board’s ruling shall be considered that of an arbitrator to which the parties agree is a final adjudication of all matters in controversy.
